Dear Ms. McCartney:
This letter provides the U.S. Environmental Protection Agency with aprogress report for the month of November, 1990 on activities at theTonolli Corporation Superfund Site as required by the AdministrativeOrder by Consent.
The following activities have been undertaken with respect to achievingcompliance with the Administrative Order by Consent:
1. Completion of the following tasks:
- Drilling, installation, and development of monitoring wells- Borehole geophysics— Shallow soil sampling- Landfill test pits- XRF screening of site surface and soils- Onsite building inspection- Metal detector survey- Collection of cation exchange capacity samples
2. Continuation of the Hi-Vol air sampling and meteorologicalmonitoring.
3. Geologic and hydrogeologic information was formally requested fromthe Lansford-Coaldale Joint Water Authority.
4. The Steering Committee awarded a contract to perform the baselinerisk assessment to Clement International.

TEST RESULTS AND INTERPRETATIONS
Included with this Progress Report are preliminary meteorological dataregarding wind speed and direction and the borehole geophysics. Themeteorological data was collected from September 15 through October 15,1990.
The borehole geophysical data consists of natural gamma and EM-39induction logs for all of the recently installed deep wells and naturalgamma logs of existing wells MW-3, MW-9 and the plant pumping well. Thedeep well was logged prior to drilling the shallow well at each nestedwell location. The geophysical logs, water levels and informationgathered during the drilling and installation of the deep well were usedto determine the shallow well placement. The shallow wells were notgeophysically logged since they were drilled next to the deep wells ateach location.
WORK ANTICIPATED FOR THE MONTH OF DECEMBER 1990
The following activities are anticipated to take place in the nextmonth:
1. Collection of groundwater samples from the twenty recentlyinstalled site wells.
2. Collection of sump sediment samples from three site locations.
3. Surveying of monitoring wells and sample locations.
4. Performance of slug tests in the twenty recently installed sitewells.
5. Water level and stream level measurements.
6. Preliminary data reduction and interpretation.
7. Review of the draft surface geophysical report.
8. Review of the draft site ecological characterization report.
9. Preparation of the offsite soil screening work plan.
10. Initiation of the baseline risk assessment by ClementInternational.
11. Review of potential treatment options for site wastes.
Attached to this progress report is a revised schedule of RI/FS fieldactivities.

PROBLEMS ENCOUNTERED OR ANTICIPATED
The Work Plan specified that natural gamma logs be run in the existingwells onsite. Wells MW-3, MW-9 and the plant well were successfullylogged. Wells MW-4, MW-5 and MW-6 were previously abandoned. WellsMW-7, MW-8 and MW-9 were not logged because MW-7 was blocked near thetop of the well, MW-9 was too shallow and, Well MW-8 was not accessibledue to erosion of the mine spoil pile.
ADDITIONAL INFORMATION
The Work Plan specified that the groundwater sampling task include fivePanther Creek wells. Pursuant to discussions with USEPA on July 19 andNovember 20, 1990, these Panther Creek wells (MW-6,7,8,9, and 10} willnot be sampled as part of the round 1 RI. We will evaluate thegroundwater data from the site wells and determine the need to samplethe Panther Creek wells in Round 2.
The Work Plan specified that these water samples be collected from sitesumps. At the request of USEPA sediment samples instead of watersamples will be collected.
