Part-Time Committee
Based on feedback from the 2017 Employee
Survey, a committee of representatives from each
department with part-time employees was created
with the goal to recommend solutions to address the
following:
▪ Part-time I and Part-time II definitions
▪ Part-time I and Part-time II pay scale structure
▪ Pay compression
▪ Pay increases

Part-Time Employee Definitions
Part-Time I Positions: Hourly positions which are regularly
scheduled to work on a year round minimal hours per week
basis. Employees in these positions will be eligible for cost of
living increases. They are not eligible for benefits and are
considered at-will employees. No Part-Time I employee may
work more than 1,500 hours in a calendar year.
Part-Time II Positions: Hourly positions that are varied in
schedule. These positions are filled on a temporary or program
position basis. Employees in these positions are not eligible for
cost of living increases or benefits and are considered at-will
employees. No Part-Time II employee may work more than
1,500 hours in a calendar year.

Part-time Employees• Provide security at the entrance to the Government Building
• Keep our parks open and clean
• Teach swim lessons and provide water safety at our community
pools
• Rehome pets from the animal shelter
• Monitor youth and adult sports and summer camp activities
• Provide clerical support for various departments
• Provide safety as flaggers on our County roadways
• Photograph and video County events
• Assist citizens with recycling and trash at Landfill and Recycling
Centers
• Greet visitors to Charles County at the Welcome Center
• Provide tours of our historic sites
• Maintain grounds of County buildings
• Operate concessions at various parks
• Assist with the operation of White Plains Golf Course
• Operate Community Centers for our residents
• Provide custodial services at various County buildings

Maryland Minimum Wage Act of 2014
• Only those positions/steps that fell below the required increase were
adjusted. • E.g: On 6/30/2018 Employee A made $12/hr, and Employee B made $9.25/hr. On 7/1/18,
Employee B moved to $10.10/hr and Employee A remained at $12/hr
• All positions/steps that were above minimum wage stayed the same,
except when a COLA was given for part time I employees

Any future adjustments to minimum wage to
be reflected throughout the entire pay scale.

Recommendation #6When full-time employees receive a merit increase,
propose that part-time budgets be adjusted by a
reasonable amount in order for part-time employees
to receive an increase.
• First year impact approximately $60,000
• Full year impact is $120,000
• Determined by departments on a case-by-case basis
within scope of their budget

Committee seeking motion/approval of the
following:
• Make Part Time II employees eligible for all
future COLA increases. (Recommendation #2)
• Adjust both part time pay scales for previous
minimum wage increases . (Recommendation
#4)

Commissioner ActionRemaining recommendations require no
formal approval. If the Commissioners
support the recommendations:
• County Departments can start placing their
part time staff in their proper classification
• County Budget Office can start adjusting the
FY 2020 budget.
• Human Resources can update the Employee
Manual.
