A year ago the NSW Government committed itself to a new strategic ICT direction. The reform program that underpins this ICT Strategy has already delivered major improvements.
The Government has reduced red tape for the IT industry and delivered on key procurement reform initiatives. These reforms are specifically designed to make it easier, simpler and more attractive to do business with the NSW Government.
We have delivered two new data centres in Silverwater and Unanderra. A whole of government cloud policy is now in place.
We are unlocking the value of public sector data and have held three apps4nsw challenges. We have released a new social media policy and guidelines to assist agencies in dealing with the opportunities and risks associated with social networks. We have also released the NSW Government Digital Information Security Policy.
We have achieved a great deal but we need to build on this by tapping into the expertise of government and industry to take advantage of new concepts, market opportunities and innovative technologies.
The NSW Government remains committed to the path of reform we set out a year ago. At the same time we see an opportunity to build on what we have achieved and continue to take advantage of the latest knowledge and technologies.
This Implementation Update 2013-14 supplements the NSW Government ICT Strategy 2012 with delivery highlights, completed actions, and next steps for each priority initiative.
There is no doubt that we have a lot to do and I look forward to working with you as we confirm the NSW Government as a leader in ICT.

BACKGROUND
The NSW Government ICT Strategy sets out a plan to build capability across the public sector to deliver better, more customer-focused services, and to derive better value for our $2 billion annual investment in information and communications technology.
The Strategy includes a comprehensive implementation plan, across seven priority areas, to achieve these outcomes. It aligns with key NSW Government priorities including NSW 2021.

BACKGROUND
Governance of the ICT Strategy is provided at the highest level in government by the ICT Board, supported by the ICT Leadership Group and working groups with a strategic focus on specific issues. The ICT Advisory Panel provides expert industry advice to government on ICT matters of local and international significance. In late 2012 the Panel was expanded to nine members to optimise the breadth of industry experience.

It is recognised that agencies have individual business priorities. The service capability map sets out milestones for achieving the level of maturity appropriate to agencies’ service delivery obligations.

INVESTMENT
The NSW Government ICT Strategy identifies a number of tasks for the ICT Board including the setting of, and monitoring compliance with, whole of government ICT investment principles. The ICT Strategy also advocates a review of current investment processes to ensure they are the most effective way to deliver on the Government’s ICT objectives.
This update now includes clearly defined whole of government investment principles to focus ICT expenditure decisions on better value customer services.
A review of current government ICT investment processes will include alignment with these principles. Recommendations for any changes to these processes will be reviewed by the ICT Board and then considered by Government.

NEXT STEPS
Service NSW is being operationalised in several tranches or phases. Each tranche will see the expansion of both the locations and services offered over a five year period commencing with a commercial launch of services in 2013.
A key goal of Service NSW is to provide services to citizens in ways that match customer needs and expectations. Tranche 1 entails the rollout of not only 18 one-stop-shops, but the commencement of one phone number and call centre for a whole of government information service, a single website for online transactions, and various customer service process improvements. For example, a customer will be able to renew their driver and fishing licences, while also requesting a copy of their birth certificate, from one place.
In addition, a number of concepts will be tested that will drive better customer service, efficiencies, and elements of government strategy such as the NSW Government Cloud Policy.
Examples of process improvements identified for Tranche 1 include:
• Integrating address change to enable customers to notify multiple agencies at the same time.
• Bundling government information according to life events to enable customers to perform a number of related transactions once.
• Simplifying the issuing of Senior Cards.

• August 2012 - The NSW Government Open Government Plan requiring agencies to report on current and future actions to move to more open, online government, published under Premier’s Memorandum M2012-10 Open Government.
• October 2012 - Public consultation on the NSW Government Social Media Policy and Guidelines authorising greater use of social media to communicate across government and with industry and the community.

The ICT Board and ICT Leadership Group will drive the development of open government maturity across the NSW public sector. This will incorporate the work of the Department of Premier and Cabinet to streamline NSW Government digital channels.
Consistent with NSW 2021, in 2012 principal departments reported current and planned open government activities to the ICT Board. Agencies will report again to the ICT Board by the end of 2013.
Social networks provide the tools that enable open government principles of collaboration and participation. Incorporating social media in communication strategies will build our capacity as a responsive government that values customer service. Following the release of the social media policy we are now focusing our efforts on providing resources to staff to provide training and tools to use social media more effectively.

The NSW Government has identified cloud based ICT services as an opportunity to achieve better value ICT investment and improve the scalability and reliability of ICT services. A whole of government cloud services policy and associated guidelines will assist agencies when transitioning to cloud based ICT solutions.
Cloud services will become one of the key ICT delivery models to be evaluated when agencies are undertaking ICT procurements. Guidance will be provided for agencies in determining which cloud delivery model is best suited to their business needs, including an evaluation of cost-benefit considerations, regulatory compliance and risk.
A broader ICT sourcing framework will be developed to build on this work and support agencies to evaluate all sourcing options using a full range of cost-benefit considerations.
The transition to a service orientation is supported and facilitated by the NSW Government’s data centre reform initiative. Under this reform, the existing 130 separate government data centres across the State will progressively be transitioned to two, state of the art facilities in Silverwater and Unanderra. This initiative will be leveraged to drive agency ICT service orientation by providing data centre as a service, which gives agencies secure and efficient access to a shared pool of ICT systems and infrastructure.
A government private cloud will be made available from the data centres. The government private cloud will act as a marketplace from which agencies can source reliable infrastructure as a service, platform as a service and software as a service, provided by third parties and government shared service providers, through the ICT Service Catalogue. The government private cloud will be for the exclusive use of government agencies, providing increased levels of security, connectivity and efficiencies.

Agencies will progressively virtualise their environments and consolidate them under the data centre reform program.
The ICT Procurement and Technical Standards Working Group will consider the current business applications common to agencies as they migrate into the government data centres. This will provide the opportunity to identify the most efficient and competitive range of whole of government applications.
The hardware category sub-group of the Procurement and Technical Standards Working Group is developing standards to guide agencies in their approach to options including mobility as a service that will support bring your own device capability.
More products and services will be made available through the ICT Service Catalogue to provide an effective and efficient ICT supply chain, enabling agencies to easily access scalable and reliable ICT as a service. The Service Catalogue will support consistency with new sourcing strategies and technical standards that meet government requirements. This will assist in embedding common approaches, technologies and systems to maintain currency, reduce unnecessary duplication, improve interoperability and provide better value ICT investment.

The ICT Board will lead reform of the procurement of ICT goods and services to align with NSW Government Procurement Reform. The reform objectives are to drive value for money, deliver quality government services, increase competition and improve the alignment of purchases with business needs.
The Government will implement a category management approach to ICT procurement. We will develop underlying whole of government strategies for ICT purchases across a range of services. These strategies will be informed by technical standards being developed by the ICT Procurement and Technical Standards Working Group. In line with the principles of outcome-based procurement, the Government will also look at innovative ways of engaging with industry earlier in the procurement phase.

In 2013, work on many of the existing actions of the Information Management Framework initiative will be completed. This includes the development of standards, common approaches to information management, and clear definitions of accountabilities and responsibilities for information management in NSW Government.
Preparedness to handle and leverage big data is an issue facing governments and other large organisations globally. Building the Information Management Framework committed to in the ICT Strategy 2012 will ensure we can improve business intelligence across the sector and ultimately provide better services to citizens.
The NSW Government aims to take advantage of opportunities presented by big data. Continuing to build on the Information Management Framework committed to in the ICT Strategy 2012 Implementation Plan is a fundamental enabler of using government data more effectively.
NSW Government central agencies have a key coordinating role in working with clusters to deliver the Government’s policies and service priorities for the community, as outlined in NSW 2021. The Strategic Centre Initiative focuses on areas of intersection between the central agencies – Department of Premier and Cabinet, NSW Treasury, and the Department of Finance and Services. The Public Service Commission also has a key central role.
Several whole of government ICT projects will support this initiative. For example, the Smarter Administrative Regulation Project will streamline the governance, and improve the availability of administrative regulations such as Ministerial Memoranda and departmental circulars. The project will deliver an Administration Regulation Portal, providing a single platform for central agencies to publish and revised administrative regulations.

The ICT Strategy recognises that new sourcing models, including cloud services, will require a range of new skills and capabilities including contract, vendor, and project management.
The ICT workforce management strategy for the NSW Public Sector will account for in-house ICT requirements and future skills needs. It will enable ICT and Human Resource managers across government to carry out recruitment and selection, performance management, training and development, workforce and succession planning, and career path activities in a consistent manner.
The workforce management strategy incorporates the Skills Framework for the Information Age, an internationally recognised capability framework for the ICT sector. The strategy will be piloted in a small number of agencies in 2013, before being rolled out across government.
