NPP Operational Safety:
Need for Review of IAEA SS on NPP
Operational Safety
- Under the IAEA SS programme review is requested
every 10 years; Most of the IAEA Safety Guides on NPP Operational Safety was published between 2000 and 2002
- IAEA Safety Requirements SSR-2/2 were revised in 2015/2016
- Lots of experience was collected with operational safety improvements in IAEA MSs, including via OSART missions
- OSART Guidelines were revised in 2016
- To consider lessens learned form Fukushima; Fukushima Report and Vienna Safety Declaration

2015 TM on Revision of IAEA Safety Guides on NPP operation Safety
proposed to prepare revision in two steps:
Step A:
a) Revise all guides by amendment ( DPP 497)
b) Develop a new Guide 2.1 to cover all external and internal
hazards
c) Develop a new Guide on Monitoring and Review of Safety
Performance in NPP Operation
Revision of eight closely interrelated Safety
Guides: NS-G-2.2 to 2.8 and NS-G-2.14

Step B
a) Revise all NPP Operational Safety Guides and consider
possibility to issue one guide on NPP Operational safety with
different Volumes to keep the set of SS on Operational Safety in a
logical and intact order, to reduce their number and follow the
organization of the SSR-2/2 Rev.1 ( In line with IAEA Long term
structure for Standards)
b) Consider link with GSR part 2 and its safety guides
c) Rearrange some of the standards content to better fit typical
NPP organizational structure

• Ensuring consistency amongst all IAEA Safety Standards
• How to address increased requirements for design safety at
operational level
• Strengthening Defence in Depth is recognized as major
challenge after Fukushima – what does DiD principle mean in
NPP operations?? Do we need additional interpretations?
Do we need to address DiD explicitly in the NPP Operational
Standards?
