DOCUMENT SUMMARY
This document is the first part of the Technical Interface Specification (TIS) for Direct Trader Input (DTI) to NCTS.

1. INTRODUCTION
The New Computerised Transit System (NCTS) is a European wide system, based upon electronic
declaration and processing, designed to provide better management and control of Community and
Common Transit. It involves all countries comprising the EU Member States and EFTA countries.
The NCTS, in each country is connected, through a central domain in Brussels, to all of the other
countries, linking the European customs offices and replaces the paper based system.
The main objectives of the NCTS are:
To increase the efficiency and effectiveness of transit procedures;
To improve both the prevention and detection of fraud; and
To accelerate transactions carried out under a transit procedure and to offer security for them.
In order to use the NCTS, traders need the facility to send/receive electronic messages to/from the UK -
NCTS. Connected traders receive electronic responses advising of key decisions during the procedure,
such as acceptance of declaration, release of goods, notification of discharge of liability etc. at both
departure and destination.
Traders cannot interface directly with the NCTS, to input or amend data or to access records and reference
data, but simply exchange defined structured messages with the system.
In certain circumstances, where Simplified NCTS Procedures are used by Authorised
Consignors/Consignees, processing and release will be automatic and allow, depending upon the
conditions of authorisation, for 'out of hours' clearance. This will allow for selective, risk-based controls,
and for the processing of declarations and the release of goods to become largely automatic.
NCTS Phase 3.2 incorporates three pieces of additional functionality:
Guarantee Management assists customs to assess the sufficiency of guarantees and improve the
level of control, ensuring that all transit movements are properly guaranteed
Enquiry Handling provides the facility for NAs to send enquiries about movements between CT
offices electronically. These messages can include non-arrival enquiries and notification of
recovery claims. There are no electronic communications between customs and trade to resolve
Enquiries.
Confirmation of Authorised Consignee allows the CCTO to electronically request confirmation
that a trade entity is an Authorised Consignee in another NA and to receive an appropriate
response.
NCTS Phase 4 incorporates four pieces of additional functionality:
Enhancement of Enquiry Handling which will allow CCTO to pass/accept recovery authorization
to/from another NA.
AEO/EORI (Authorised Economic Operator/Economic Operator Registration and Identification)
From 01/07/2009, where the regulation requires or allows traders to be registered on the EU EORI
database, the traders will declare their unique EORI-TIN number which will be validated against
the EU database of AEO/EORI numbers. Additionally, traders may apply to be authorized as an
AEO. This unique AEO-TIN number will also be validated against the EU database of
AEO/EORI numbers. AEO traders are allowed to submit a declaration with a reduced safety and
security data set.
Safety and Security is an EU Legislative requirement which allows traders to input safety and
security information, as stipulated in Commission Regulations (EC) nos. 648/2005 and
1875/2006. This introduces a number of measures to tighten security for goods entering or leaving
the Community which should produce faster and better targeted controls and assist in the analysis
and electronic exchange of risk information between customs authorities and the Commission
under a common risk management framework. The requirement for pre-arrival and pre-departure

information is to be provided to the customs authorities on all goods entering or leaving the
customs territory of the Community. From 01/07/2009, safety and security information must be
supplied for every transit movement. This information only needs to be supplied once per
movement, irrespective of how many customs regimes the movement will go through, and it can
be supplied to any one of the regimes through which it will pass.
Safety and Security information can only be contained in a declaration if the Security Flag is set to
‘Yes’ (value 1). The three messages that can contain Safety and Security information are
identified by a message type of GB015B/GB029B/GB051B respectively. Message types of
GB015A/ GB029A/GB051A will not be used after implementation of NCTS Phase 4 (MCC
v7.1.0) as they are only applicable to NCTS Phase 3.2.
Reporting to OLAF (European Anti-Fraud Office) which will send details of all movements that
contain sensitive goods.
1.1. Scope
This document gives an overview of the processes involved in the exchange of NCTS messages with
traders and defines the EDIFACT messages associated with NCTS, in particular:
The trader’s declaration for Transit and associated Customs response
Control and release of the movement
The trader’s notification of arrival and associated Customs response
Control and release of the goods
These messages are developed following the Functional Transit System Specification (FTSS) and Design
Documentation for National Transit Application (DDNTA) documents distributed by the EU
Commission, and are in UNTDID 96B format.
1.2. Approach
NCTS is to be developed using the Minimal Common Core (MCC) software package provided by the
EU Commission.
The Movement Reference Number (MRN) and Local Reference Number (LRN) will be the major keys
used to access the system. The Transit Accompanying Document (TAD), required for NCTS, will be
output as an EDI message.
1.3. Liability Amount for Foreign Guarantees
Guarantee Management processing, in NCTS 3.2 and 4, requires that a liability amount is recorded
against each guarantee in a declaration.
The EU Commission has provided a facility for traders to input a maximum of 9 occurrences, per
declaration, of liability amount into the ‘Special Mentions’ field, of the IE15 message.
NCTS 3.2 has been modified to read guarantee liability records in the ‘Special Mentions’ data group
whenever a declaration (IE15) is submitted.
If all the guarantees are valid, and the declaration is a simplified one, then the declaration will be
automatically released.
In the event of a normal procedure declaration, then the customs officer will have to confirm (or
amend) the liability amounts prior to release
This use of ‘Special Mentions’ can be used for both Simplified and Normal procedures and for guarantee
types 0, 1, 2, 4 and 9.
The UK requirement is that traders should not have to enter guarantee liabilities for UK guarantees and
that liabilities are automatically set to a national default value. Therefore, a liability amount will be
entered into the ‘Special Mentions’ field, by NCTS.

This will be a standard default value for all traders and guarantee types. The default value will be different
for UK and foreign guarantees.
However, traders are given the option to enter the liability amount when using foreign guarantees.
N.B. It may be a condition or requirement of holding a foreign guarantee that the actual liability amount
is entered,
This ‘liability amount’ use of Special Mentions will occur in the first 9 occurrences of the first
occurrence of Goods Item.
The ‘Special Mentions’ fields will be used as follows:
‘Additional Information Coded’ (an..3) will contain the 3 characters “CAL”
‘Additional Information’ (an..70) will contain
‘Calculated Liability’ (n..15,2) – liability amount in pounds sterling
‘Currency Code’ (an..3) – currency of the liability amount i.e. “GBP”
‘GRN’ (an..24) – 17 character GRN
The ‘Calculated Liability’ can contain up to 2 decimal places. If decimal places are used, they should
be separated from the significant figures by a decimal point e.g. 362.48.
The ‘liability amount’ information is entered in the first 9 occurrences, starting at occurrence 1, of the
‘Special Mentions’ fields, in the first occurrence of ‘Goods Item’. Any standard use of the ‘Special
Mentions’ field i.e. not containing ‘liability amount’ information, in the first occurrence of ‘Goods
Item’, should occur after any ‘liability amount’ information e.g. if the ‘liability amount’ information is
in occurrences 1 to 4, standard information would be in occurrences 5 onwards.
The IE29 (Release for Transit) message will contain the actual ‘CAL’ fields, if and only if the original
IE15 that has been electronically received also contains "CAL" details, so as to inform the trader of the
actual guarantee amount in comparison to the original guarantee amount that was declared on the IE15
message.
N.B. The ‘liability amount’ information in the Special Mentions data group (Additional information and
Additional information coded) is not printed on the TAD i.e. if ‘Additional information coded’ = ‘CAL’,
do not print.
1.4 TAD (Transit Accompanying Document) / TSAD (Transit Security Accompanying Document)
A TSAD is printed for declarations containing safety and security data; a TAD is printed for all other
declarations. TADs/TSADs generated from the IE029 Release for Transit (E-REL_TRA)message are
automatically authenticated by NCTS. TADs/TSADs must only be printed using information on the
IE029 message.
This means that the TAD/TSAD does not need to be authenticated by the Office of Departure by stamp.
The CT movement is not legally released from transit until the IE029 has been generated by customs and
a valid TAD/TSAD subsequently printed.
The TAD/TSAD should only be printed using data that has been validated or provided by the
NCTS system. This can be achieved by printing the TAD/TSAD direct from the IE029 message or
by using data from the IE029 to update a previously created and validated transit record, and then
printing the TAD/TSAD.
Authorised Consignors who move goods before issue of the IE029 message are in breach of their
approval conditions. Continued failure to observe the conditions of approval may lead to
revocation of Authorised Consignor’s approval and/or civil penalty action.
Traders using the Normal procedure will have the option either to collect the TAD/TSAD from the Office
of Departure or to print the TAD/TSAD at their own premises. Approval to print the TAD/TSAD is
granted by the CCTO, to whom the trader’s application must be submitted for consideration. The Trader
must provide evidence of their ability to print the TAD/TSAD in the required format.

Traders authorised to use Simplified NCTS Procedures as Authorised Consignors, will be able to print
the TAD/TSAD at their premises. The TAD/TSAD will be directly authenticated by the system, so
Authorised Consignors will not be required to hold a 'special stamp'.
It is recommended that Authorised Consignors holding special stamps retain them in case of system
failure so they can authorise their own fallback documents. Authorised Consignors additionally require
a Commission approved stamp that informs the Office of Destination that fallback has been used.

required. If a return copy is required, i.e. HEADER.NCTS return copy is set, then two copies of the TAD/TSAD
will be required; if not, only one needs to be printed. The return copy is required when the Office of Destination
(OoDest) is not using the NCTS yet.
The ‘liability amount’ information in the Special Mentions data group (Additional information and
Additional information coded) is not printed on the TAD/TSAD i.e. if ‘Additional information coded’ =
‘CAL’, do not print.
If a declaration contains only one goods item, all the information for the movement is printed on the
TAD. If the declaration contains more than one goods item, all the goods items are printed on the LoI
(List of Items). However, if the declaration contains safety and security data, the goods item information
(even if there is only one goods item) is always printed on the TSAD LoI.
The printer and print driver, used for printing the TAD/TSAD, must be capable of printing a bar code of
standard ISO code 128 set B (but not EAN128).
The font type is BC C128 Narrow (True Type) version 2.0.
1.5 Logical Structure of the IE messages
The messages are organised into data groups that contain data items. The data items are grouped together in
such a way that they build up coherent logical blocks within the scope of each message.
The messages show:
- the characteristics of the data groups belonging to the message: sequence, number of repetitions, a status
value to indicate if the data group is mandatory (R: Required), optional (O: Optional) or conditional (D:
Dependent);
- the characteristics of the data items belonging to a data group : sequence, number of
repetitions, type, length and a value to indicate if a data item is mandatory (R: Required),
optional (O: Optional) or conditional (D: Dependent);
- data group indentation indicates that the data group may contain not only data items but also other
groups of data;
- applicable NCTS Codelists (Appendix F)

2. OVERVIEW OF NCTS TRANSIT FACILITIES
2.1 NCTS External Messages
The New Computerised Transit System (NCTS) is mainly message based. Its concept is similar to the
Old Transit System (OTS) as regards retaining a copy of the declaration at the Office of Departure and
receiving acknowledgement from an Office of Destination and, if applicable, Office(s) of Transit . The
NCTS receives electronic declarations and processes the CT movement with a series of messages.
A Transit movement is considered an NCTS movement if declared to an NCTS OoDep (all UK OoDeps
are NCTS offices). In cases where a movement is declared to an OTS OoDep, the Transit movement is
considered to be an OTS movement.
NCTS supports the following types of transactions:
Declaration - Transactions to initiate a movement
Control – Transactions to handle control of a movement
Movement Release – Transactions to release a movement for transit
Cancellation - Transactions to cancel a movement before the goods are removed from the OoDep,
or the approved place controlled by that office
Arrival - Transactions to handle arrival of a movement.
Diversion – Transactions to handle diversion of a movement
Unload – Transactions to handle unloading of goods in a movement to an Authorised Consignee
Release – Transactions to terminate a movement
Movement through Office of Transit (in reality, for the majority of Transit operations there is no
Office of Transit (OoTrans) involved; on the other hand, it is possible that there is more than one
OoTrans involved in a Transit operation)
Under simplified procedures, goods are released on a ‘time out’ basis, i.e. Authorised Consignors (A/Cor)
are required to inform their local office of the intended movement, within an agreed period before
removal, and, unless Customs select for control during this period, the goods are released to transit upon
the expiry of this time period.
For non-authorised traders, goods may not be removed from the OoDep, or the ‘approved place
controlled by that office’ until explicit permission has been granted by Customs - so that ‘positive
clearance’ applies in all circumstances.

3. TRANSIT DECLARATION
3.1. Introduction
The transit declaration message is designed to provide the trader with the ability to capture the required
transit information, that presently appears on a SAD declaration, into the system. Figures 1 and 2 show
the core flow at the Office of Departure.
The following messages are involved in the declaration, up until the release for transit, including control.

Declaration
The trader sends a declaration message, E_DEC_DAT (IE15), to the Office of Departure. When a
declaration is remotely submitted under normal procedure, NCTS sends an IE928 (E_POS_ACK)
message to the Trader as a positive acknowledgement of receipt of the declaration.
NCTS will allocate a Movement Reference Number (MRN) for identification of the Transit operation.
The MRN is communicated to the Trader with an ‘MRN allocated’ message, E_MRN_ALL (IE28); this
signifies that the declaration has been accepted.
NCTS may reject a declaration and inform the Trader with a ‘Declaration rejected’ message,
E_DEC_REJ (IE16), because the Trader is not authorised or because the declaration information is
incorrect. No MRN will be allocated
Amendment
If necessary, the Trader may request the OoDep to amend a declaration1. Alternatively, the Trader may
cancel the declaration (see section 6), provided the declaration has been accepted (MRN already
allocated) and the goods have not been released for transportation, i.e. IE29 message not sent, and submit
a new declaration.
Control
In the case where the Office of Departure decides to Control the goods, the Trader will be notified with
a ‘Control Decision Notification’ message, E_CTR_DEC (IE60). In this case the goods are not released
until the Office of Departure has completed their Control.
The Office of Departure can decide that a Transit operation may not be released and informs the Trader
using a ‘Not released for Transit’ message’, E_REL_NOT (IE51).
Release
After the verification and control process, the guarantee(s) (of types 0, 1, 2, 4 and 9) is verified. If any
guarantee(s) is rejected, a ‘Guarantee not valid’ message, E_GUA_INV (IE55), is sent to the Trader.
Following receipt of this message, the Trader must request cancellation of the movement using the

‘Declaration Cancellation Request’ message, E_DEC_CAN (IE14), and submit a new declaration with a
new LRN. Prior to submitting the new declaration it is essential that the error, as recorded on the IE055,
is resolved, to avoid the same problem recurring. If a new declaration has already been submitted and
accepted by the NCTS, the cancellation request must make reference to the new MRN and LRN.
Customs will cancel the original declaration and notify the Trader via a ‘Cancellation Decision’ message,
E_CAN_DEC (IE09). If cancellation is not requested, after 5 days the declaration moves to the 'Not
released for transit' state and a ‘No Release for Transit’ message, E_REL_NOT (IE51). is
generated.
If the guarantee(s) is accepted, the Office of Departure sends out a ‘Release for Transit’ message,
E_REL_TRA (IE29). The Trader may now print, or obtain, the TAD and then transport the goods to
their destination.
The CT movement is not legally released from transit until the IE29 has been generated by customs and
the TAD printed by the Trader.

Arrival
After the goods have arrived, the Trader at Destination will notify the Office of Destination by sending
an ’Arrival Notification’ message, E_ARR_NOT (IE07). When the Office of Destination accepts the
arrival, the former notifies the Office of Departure of this. For normal procedures, the goods must be
present either at the Office of Destination or at a designated sub place approved by that office e.g. an
ERTS. For simplified procedures, the Authorised Consignee (A/Cee) may receive the goods direct to
their authorised location without presentation to the OoDest.
If NCTS rejects the arrival, due to invalid information e.g. arrival authorised location of goods specified
for normal procedure, it informs the Trader by sending an ‘Arrival Notification Rejection’ message,
E_ARR_REJ (IE08).
If the Trader at Destination is not connected to the NCTS system, the E_ARR_NOT (IE07) will be input
by the customs office upon presentation of the Transit Accompanying Document (TAD).
Diversion
In the situation where the goods arrived at an Office not declared as the Office of Destination, a request
for diversion will automatically be requested, by the actual OoDest from the OoDep. Diversion is not
permitted for movements for which a binding itinerary has been set.
Unload (Simplified procedure only)
After a control phase, during which a control of the goods may take place, the Office of Destination can
send an Unload Permission message, E_ULD_PER (IE43).The IE43 message contains the declaration
data received by the OoDest from the OoDep and it is this data, not the TAD, that the A/Cee must use
to check the goods and send back an ’Unloading remarks’ message, E_ULD_REM (IE44). If NCTS
rejects the remarks, due to invalid information e.g. total number of items changed but no additional item
level information added, it informs the Trader by sending an Unload Remarks Rejection, E_ULD_REJ
(IE58) message.
Released
After validating the Unload Remarks (for simplified) or after any control (for normal), the Office of
Destination informs the Office of Departure of any discrepancies. After any discrepancies have been
resolved, the Transit will be released and a ‘Goods release notification’ message, E_GDS_REL (IE25)
is sent.

6. CANCELLATION OF A MOVEMENT

6.1. Introduction
Figure 5 shows the flow to cancel a transit.
Cancellations can only take place at departure. The Trader at Departure can request a cancellation or the
cancellations can be initiated by the Office of Departure itself. A cancellation is always performed on
an accepted declaration (an MRN is already allocated). Cancellations initiated by a trader, by sending a
‘Declaration cancellation request’ message, E-DEC_CAN (IE14), can only take place before release for
Transit i.e.. Anticipated Arrival (AAR) has not yet been sent to the Office of Destination by the Office
of Departure.
Cancellation can take place, after an AAR has been sent to the Office of Destination and before the goods
have left the Office of Departure, but the trader must contact the Office of Departure by telephone or fax
to request that they do a ‘Cancel on Demand’. After the Office of Departure has cancelled the Transit
operation it notifies the Trader at Departure using a ‘Cancellation decision’ message, E_CAN_DEC
(IE09), with the indicator set as accepted.
In the case where the cancellation is rejected an E_CAN_DEC (IE09) will be sent to the Trader with the
indicator set as rejected.

7.1. Introduction
The C_EDI_NCK (IE907) message will be sent to the Trader if errors are found in the syntax of the
messages sent to NCTS by the Trader. The IE907 (CONTRL) message will indicate the cause and
location of the error.
The C_XML_NCK (IE917) message will be sent to the Trader if errors are found in the syntax of the
messages, sent to NCTS by the Trader, after they have been translated into XML. The IE917 (FUNACK)
message will indicate the cause and location of the error.
