A. BACKGROUND
1. The Community-Managed lrrigated Agriculture Sector Project-Additional Financing(CMIASP-AF) is a project being implemented by loan from the Asian Development Bank (ADB)and OFID, counterpart funding from Government of Nepal (GoN). Department of lrrigation(DOl), in cooperation with the Department of Agriculture (DOA), is the main executing agencyfor the CMIASP-AF. The proposed project aims to rehabilitate 150 traditionally farmer managedirrigation systems (FMIS) in 35 districts of the central and eastern development regions indsupport the rehabilitation and partial management transfer of 5 agency-managed irrigationsystems (AMIS).
2. Department of lrrigation has established a Central Project Management Office (CPMO)to coordinate all Project activities. DOA has established a project implementation unit (PlU) tooversee implementation of irrigation sub-projects, agriculture development plans and extension-related activities. The project implementation and management support (PIMS) consultants willbe responsible for supporting the CPMO and the regional consultant team will support the lDDsoffice for monitoring the construction work and implementation of the sub projects during theproject period. Subproject Management Units (SMU) has been established in each district tocoordinate the day-to-day subproject implementation. The chief of the concerned IDD will headthe SMU and serve as subproject manager. WUAs will select a community organizer (CO) tosupport them in their proper functioning.
3. The project purpose will be achieved through the following outputs: (i) lmprove theirrigation infrastructure in subproject areas; (ii) WUAs independently manage irrigation systemsin a socially inclusive and equitable manner; (iii) farmers to adopt improved agriculturalpractices; and (iv) strengthen the national institutions for the effective irrigation service delivery.The expected outcome is that participating farmers increase agricultural production. Productivitywill be measured through (i) yields of major crops increased by at least 30% in subproject areas,and (ii) cropping intensity in irrigated areas increased by at least 30% in terai subprojects and45o/o in hill subprojects.

B. ENVIRONMENTAL SAFEGUARDS STATUS IN CMIASP.AF
4, Environmental assessment is the primary administrative tool to integrate environmentalconsiderations into decision-making to ensure that proposed development inlervention will haveminimal environmental impacts. CMIASP-AF irrigation sub-project falls in "8" category accordingto ADB Safeguard Policy Statement, 2009. Therefore, lnitial Environmental Examination (lEE'i
for the sub-projects under CMIASP-AF is mandatory in order to assess the environmentalconsequences of the rehabilitation and construction activities and suggest appropriate, practicaland site specific mitigation and enhancement measures. All the irrigation subprojects arerehabilitated one and the potential environmental impacts are less and impacts can be mitigatedreadily during implementation phase. During the construction and rehabilitation of the irrigationsub-projects, environmental monitoring is an important tool to ensure the compliance ofmitigation measures and implementation of environmental management plan (EMP).
5. The principal responsibility of safeguard categorization, preparing lEE, compliancemonitoring and reporting responsibility lies with lDDs. The Environment Specialist of the PIMSof DOI is supporting the lDDs engineer in preparing of lEE, compliance monitoring and reportingof lrrigation Sub Projects (lSP). Safeguard performance has to be reviewed in each SMUmeeting by mandatorily keeping a session to discuss safeguards compliance and agree with thetechnical team on adopting corrective measures for any gaps.
6. The construction and rehabilitation work of the Batch I projects have been started and atotal of 73 sub projects have undertaken IEE during the SPPR preparation. Till date none of theIEE projects have been approved. ADB will approve all the IEE reports of the subproject.Presently the environmental specialist is updating the EMP and safeguard compliancemonitoring of the sample sub projects. The safeguard compliance monitoring in eachsubprojects will be carried out through a social mobilizer. A monthly compliance checklist is tobe filled up by the mobilizer and submit it to the PIMS Consultant. The monthly compliancechecklist will be reviewed by the consultant and the semi-annual report will be prepared duringthe project period. The safeguard compliance monitoring checklist is presented in (Appendix l).The checklist has been translated in Nepali format, so that the social mobilizer can easilyunderstand the issues related to the environment and fill it easily (Appendix ll).
C. COMPLIANCE WITH ENVIRONMENTAL SAFEGUARD MEASURES IN
SAMPLE SUB.PROJECTS
7. In Batch | 56 FMIS lSPs and 2 AMIS lSPs the construction activities is ongoing.Safeguard compliance monitoring is highly recommended for the sustainable management ofthe lSPs during the construction and rehabilitation stage. The safeguard compliance monitoringwas checked in the six lSPs; Attrauli Puttar lSP, Chapakot lSP, Keshaliya Majhi Gaun lSP,Bhaluwa lSP, Siran Kulo Siku Khola Kangel ISP and Dospu Khola Birauta lSP. The safeguardactivities like camp site management, construction work in the canal, slope stabilization andbioengineering activities, occupational health and safety, safe desk meetings in the project areawere checked by filling the compliance monitoring checklist (Appendix lll). Overallenvironmental safeguard compliance and implementation of EMP during construction andrehabilitation works of the lrrigation Sub Projects are summarized below:
I. SLOPE STABILIATION AND BIOENGINEERING ACTIVITIES
8. During the field visit to the six lSPs numbers of unstable slopes were identified along thecanal alignment. Bioengineering activities are necessary for the stabilization of the erodingslopes.
II. OCCUPATIONAL HEALTH AND SAFEW
9. Occupational health and safety measures have been partially followed and needs to beenhanced. In Attrauli.Puttar and Chapakot lSPs the drinking water, sanitary facilities (toilets) areprovided in the working camps wheie as the use of the gioves and boott during the concreteworking were not complied. In camps, workers use fuef wood for cooking purpose which isobtained from the nearby forest.
III. GRIEVANCES RECEIVED AND ADDRESSED
10. GRC has been formed in 29 FMIS projects and 2 AMIS projects. So far, no anygrievances have been reported from the lSps.
IV. TRAINING AND AWARENESS RAISING
11- After resuming the project the Environmental Consultant task was to train the IDD staffsfor the preparation of lnitial Environmental Examination (lEE) in SPPR report for Batch I andBatch ll projects. On the first week of the March, 4 days training on SPpR preparation wasprovided to the IDD Engineer of eastern region at Biratnagar. The necessary safeguardactivities to be performed during the construction and rehabilitaiion work were discussed i-n thetllllg Similarly t!re9 days lraining to the central region WUA members was organized byCPMO at Dhulikhel. The safeguard policy and its importance in the irrigation constructionactivities were highlighted. The three days training was organized by PIMS from 3'd-5th May inRampur, Palpa for Community organizer, social mobilizei and Agriculture Extensionists of 2AMIS project. Social mobilizers were trained to fill the safeguard compliance monitoringchecklist of two AMIS project update the issues identified during the project implementatioiperiod.
V. SAFEGUARD DESK MEETING
12. Till date no any safeguard desk has been established in the lrrigation sub-projects. lt isrecommended to establish the safeguard desk in each division officeJ so that the iafeguardissues will be identified with its proper mitigation measures on time.
D. SAFEGUARD ISSUES AND CORRECTIVE MEASURES
13. Table 2 describes the environmental issues and way forward for the effectiveimplementation of environmental safeguard measures, their monitoring and reporting.
