IMPORTANT INFORMATION PERTAINING TO
TEACHING INSTITUTION / AFFILIATING UNIVERSITY
INTRODUCTION
1. Armed Forces Medical Services conduct Post Graduate training primarily for the
doctors of Armed Forces Medical Services.
AIMS & OBJECTIVES
2. The courses are being conducted to fulfil the following requirements:-
(a) To meet the requirements of specialist cadre vacancies by training serving
Armed Forces Medical Services (AFMS) officers.
(b) To meet the training requirements of foreign students sponsored by Govt of
India.
(c) To offer PG courses to Medical Officers of Para Military Organizations and
sponsored candidates of Union territories/ State Govts where no medical college
exists.
(d) To maintain a reserve pool of specialist officers by offering PG courses to Ex-
SSC officers who are on the reserve lists of AFMS.
(e) To maintain a provisional reserve pool of Specialist Medical officers by
selecting and training civilian doctors who will have to execute a bond to serve in
AFMS for a period of 05 years as Commissioned Officers on successful completion
of the post graduate course.
PRIORITY/ CATEGORY FOR ADMISSION
3. Admissions for PG studies are governed by Govt of India, Ministry of Defence letter
No FPC-8510/DGAFMS/DG-1D/2273/2001/D(Med) dated 05 Nov 2001, FPC-
8510/DGAFMS/DG-1D/2556/D (Med) dt 02 Sep 2004, 8510/DGAFMS/DG-1D/3018/D
(Med) dt 15 Oct 2004, 8510/DGAFMS/DG-1D/2880/D(Med) dt 12 Sep 2006 and No. PC
8510/DGAFMS/DG-1D/277/D (Medical) dt 14 Feb 2008 as amended from time to time. The
admission and training are controlled by the Office of the DGAFMS in accordance with
prevalent rules. The priority for admission of candidates is as follows:-
(a) Priority-I - AFMS Officers detailed on advance specialist course/other
courses as per guidelines of MCI/ NBE and officers on study leave.

(b) Priority-II - Foreign students sponsored by Government - On approval of
DGAFMS/MOD/MEA subject to conditions laid down by the Govt of India.
(c) Priority–III - Medical Officers sponsored by Para Military Organization / Govt
organisation and sponsored candidates of Union Territories & States where no
medical college exists. Prior approval of DGAFMS and a sponsorship certific ate
from respective head of organization concerned is m andatory.
(d) Priority-IV – Ex-SSC AMC Officers released from service after completion of
contractual service and within three years after their release from service. SSC AMC
Officers in their last year of contractual service are also eligible to apply for this
category.
(i) The date of release should not be before 01 May 2010 or after 30 Apr
2013 for the session starting in May 2013.
(ii) SSC officers in the last year of contractual service who are still not
released from service on the day of examination must have the explicit
permission of the DGAFMS for appearing in the written examination (NEET-
PG 2013). On the date of counselling, they should also produce documentary
proof of their attaining Ex-SSC status by 30 Apr 2013 without which they will
not be considered for counselling.
(iii) Officers who have resigned their commission /dismissed /removed
from service/ not completed their contractual service are NOT under this
category. Such officers are also not eligible as Priority V candidates.
(e) Priority–V - Civilian candidates willing to serve in the Armed Forces Medical
Services (AFMS) subject to their fulfilling the eligibility criteria mentioned in para 8
below. Civilian candidates will have to submit a bond agreement to pay a sum of
` 5 lacs to Govt of India at the time of admission in case they are unwilling to
join AFMS when offered commission . They also have to be medically fit to the
standards required for commission in the AFMS at the time of admission. Officers of
the AFMS who have resigned their commission or not completed contractual service
as SSC officers are not eligible to be considered even as Priority-V candidates,
though they may be below 35 years of age.
4. All candidates desirous of admission to postgraduate courses should have appeared
in the NEET – PG 2013. They would have to qualify the NEET – PG 2013 examination as
per the standards set by the examining body. Candidates who have been shortlisted for
counselling shall appear for the same in the respective AFMS institutions as per their
choice of institution indicated in the online application form, priority and merit. After fulfilling

the AFMS requirements, remaining seats, if any will be offered to Para Military sponsored
candidates, Ex-SSC AMC Officers, Civilian doctors in that order. The no. of seats in AFMS
institutions are not constant & will be governed by the existing recognized faculty /
resources available, after approval of the Office of DGAFMS. It is also likely that no seat
may be available for some of the prioritized categories.
AGE CRITERIA
5. Maximum permissible age for civilian candidates (Priority V Candidates) shall be 35
years as on 30 Apr 2013.

7. The actual number of courses/seats available shall be subject to vacancies available
after fulfilling the training requirements of AFMS and sponsored candidates subject to
available resources and in consonance with the Govt of India / MCI and relevant University
regulations. The number of seats available for non-service candidates, based on available
resources shall be displayed by the respective institutions, before commencement of
counselling following approval of DGAFMS. It is reiterated that there may not be any seat
available in some subjects/courses due to lack of resources.
ELIGIBILITY CRITERIA
8. The following eligibility criteria shall be applicable:-
(a) Admission to the postgraduate medical courses at AFMS institutions, subject
to the priorities laid down in the prospectus is open to graduates of medical colleges
recognized by Medical Council of India and who have registered themselves as
Registered Medical Practitioners with any State Medical Council recognized by MCI.
Students who have completed/are completing internship by 31 Mar 2013 are eligible
to apply however the Provisional registration certificate / Permanent Registration
certificate should be available at the time of counselling.
(b) The candidate must be a citizen of India.
(c) Foreign students sponsored by the Government and approved by the
DGAFMS should have passed their MBBS / equivalent examination (Authority: Govt
of India, Ministry of Def letter No F.PC-8510/DGAFMS/DG-1D/2273/2001/D (Med)
dated 05 Nov 2001).
(d) Maximum permissible age for Priority - V (civilian candidates) will be 35 years
as on 30 Apr 2013.
(e) A candidate shall not be eligible if he/she has cancelled or failed to report for
admission in the past by the due date which has resulted in lapse of a seat.
(f) A candidate who is already pursuing any PG course shall not be eligible for
admission to PG course for the current session.
(g) The number of candidates to be admitted in any discipline during a particular
session will be determined by the number of post-graduate teachers available, the
student-teacher ratio and any other criteria laid down by the Medical Council of India
and affiliated University from time to time. However, the exact number of available
seats, after approval of the DGAFMS, will be displayed on the notice board / website
of the institution only before the start of counselling session.

(h) All candidates, irrespective of Priority category, once selected to be admitted
to a particular degree course will not be permitted to change over to another subject.
METHODOLOGY FOR APPLYING
9. The following methodology will be adopted by candidates:-
(a) All candidates seeking admission to any of the inst itutions of the AFMS
will have to appear in the NEET –PG 2013. They shall have to subsequently apply
online on the prescribed application available on the website – www.afmcdg1d.gov.in
to be considered for admission to any of the AFMS teaching institutions.
(b) The candidates will have to mandatorily fill the NEET – PG roll no: already
available with him/her without which the application form will be deemed as
incomplete.
(c) All fields marked * are mandatory without which the form will not be saved
and submitted. Discrepancies found at a later stage may lead to disqualification. It is
advised that the candidates should fill in their details as filled up for the NEET – PG
examination since the data and merit shall be obtained from NBE which is the NEET
–PG examination conducting authority.
(d) Candidates in Priority III, IV, and V will have to make a payment of ` 500/-
(excluding bank charges) only, by a challan in order to apply to any AFMS institution.
This challan can be downloaded from your registered login id after filling, previewing
and submitting your application form. This challan will have to be submitted to any
SBI Branch nearest to your location along with the payment. Once the bank confirms
your payment within 24-48 hours, the status shall be reflected in your login id. Details
are available on the website. Last date for submission of application is 20 Jan 2013
(2359h). Applications forwarded to the AFMS institutions by post or any other
form shall NOT be considered at all.
(e) Candidates who have applied to the AFMS institution and also have qualified
in the examination will be intimated regarding their marks/rank within 15 - 20 days of
declaration of the result by NBE.
(f) All those candidates who have applied to any of the AFMS institute and
qualified according to the NEET – PG standards will be included in a final
qualification list that will be uploaded on the website and shall also be available on
the notice board of respective AFMS PG training institute by mid-March 2013.

(g) Candidates belonging to Priority III, IV & V shall be counselled in the month of
April at the respective colleges only. This shall be done after the selection of Priority I
and Priority II candidates by Office of DGAFMS (DG-1D) on the basis of merit cum
choice ONLY.
(h) Counselling will be as per Para 11 below.
(j) List of certificates to be submitted in original by selected candidate at the
college on the day of the counselling:-
(i) 06 (Six) Passport size photographs
(ii) Copy of the NEET Admit card along with roll number and a
downloaded copy of the application form to the desired AFMS institution.
(iii) NEET - PG rank letter / merit list as published by DNB.
(iv) Class X / SSLC / ICSE certificate as valid certificate of proof of age
(v) Nationality Certificate/Xerox copy of valid passport/ Domicile
Certificate/ Birth Certificate.
(vi) First to Final year MBBS Mark Sheets of respective University.
(vii) MBBS Pass Certificate/Degree Certificate.
(viii) Internship completion certificate in original.
(ix) Permanent/provisional State Medical Council registration certificate.
(x) Attempt Certificate.
(xi) Transfer Certificate (for non AFMC)
(xii) Remote area / difficult area certificate for sponsored in-service
candidates (as per Appx)
(xiii) Priority III candidates - Para Military Officers (CRPF/BSF/ITBP):
Permission of DGAFMS to undertake study at AFMS institutions as a non-
stipendiary candidate and sponsorship certificate issued by the respective
Para military organisation would be mandatory.
(xiv) Priority IV candidates - In case of Ex-AMC/SSC Officers, release order
from Armed Forces Medical Services by DGAFMS / Medical Directorate
concerned. SSC officers in their last year of contractual service must attend
the counselling along with original release order from the Armed Forces
Medical Services. SSC officers still in service while appearing for the NEET –
PG 2013, must in addition have a copy of the permission letter from the O/o
DGAFMS.

Candidature of any candidate who has found to be wi lfully giving wrong
information shall be rejected during any stage of t he admission process
by the Commandant of the Institution. The decision of Commandant will
be final.
METHOD OF SELECTION
10. The following method shall be adopted:-
(a) Entrance Examination : - All candidates desirous of joining the AFMS
institute will have to mandatorily appear in the NEET – PG 2013 entrance
examination prior to filling up of the online form of the AFMS institutions. The roll
number of the NEET – PG examination is an essential & mandatory requirement for
further filling up of the online form.
(b) Merit List : A Merit list will be prepared as per the result /rank received from
NBE as per the roll number provided by the candidate, priority wise. Names of
candidates who have qualified and their order of merit at AFMC Pune for the NEET-
PG 2013 examination will be displayed on notice board of Academics section on
receipt of the same from the office of DGAFMS. Candidates are advised to follow the
notice board on the website regularly for updates.
(c) As per Govt of India Gazette of India notification No: MCI-18(1)/2010-
Med./62052. Dated 15 Feb 2012, additional marks shall be awarded to candidates,
presently serving in Govt organization / Public authority and have served in remote
and difficult areas as determined by their respective organization.
(d) Sponsored candidates who are eligible for remote/difficult area service marks
as per the above Gazette notification, will have to produce a certificate issued and
duly signed by their Dte Gen / Govt Organisation, regarding such service in
completed years giving specific dates.
(e.g. If a candidate who is presently serving in Govt organization / Public authority
and has served in a remote and difficult area as per the Govt organization/Public
Authority for 2 yrs 08 months, the reckonable remote and difficult area service would
be 2 yrs only )
(e) The proforma of the certificate required is attached as Appx ‘B’ to this
prospectus.

COUNSELING SESSION
11. Counselling for allocation of subjects will be held in the respective colleges and shall
be held as follows:-
(a) Counselling will be held in Apr 2013 as per MCI / Affiliated University
guidelines.
(b) Counselling will be held at the institution to which the candidate has applied,
the dates of which shall be decided in consultation with the University. Firm dates will
be intimated and displayed on the website / notice boards of the college and on
website www.afmcdg1d.gov.in
(c) Candidates must appear personally for counselling. Attendance by proxy on
production of an authority letter is not permitted.
(d) Admission would be made strictly on the basis of priority based on the merit
list prepared by office of the DGAFMS. Vacancies remaining after filling of the seats
by the service officers and foreign sponsored candidates will ONLY be available for
allotment to other categories. These seats will be filled in order of Priority and merit
secured by the candidates.
(e) Counselling will be held under the arrangements of Commandant, of the
concerned institution. There shall be two rounds of counselling’s ONLY, and the
candidates who have opted for a subject in the first counselling will be given an
option to appear for the second counselling. Only those candidates, who have given
their willingness to attend a second counselling, shall be included in the list for
second counselling.
(f) Eligibility of candidates, priority wise, will be ascertained before the start of
first counselling session and candidates not fulfilling eligibility criteria will not be
considered for counselling. All certificates in original or as mentioned in Para 9 (j) (i)
to (xiv) will be required during the counselling. The production of these certificates
will be mandatory and no representation on this matter will be entertained.
(g) The candidates for counselling shall produce all the originals of certificates for
verification as applicable. Candidates without documents in original will not b e
eligible for selection/counselling process.
However in case any candidate has deposited the original with any other institution,
it is mandatory to produce a certificate from the Dean / Head of the institution where
he is presently admitted certifying the same, and the candidate may be permitted to
attend the counselling with attested photocopies of the certificates along with the

deposit certificate as mentioned above. If the candidate has accepted a seat, then it
will be mandatory for the candidate to submit all original documents within three
working days from the date of counselling failing which allotment of seat shall stand
cancelled.
ADMISSION PROCEDURE
12. Admission procedure shall be as follows:-
(a) Admission to PG courses at AFMC Pune is provisional subject to
confirmation/ratification by the Office of DGAFMS & University concerned. The
selected candidates are required to submit additional documents/certificates as per
specific requirement of the institute/university. Candidates should ascertain these
details from the Dean Academics of the Institute.
(b) Decision of Commandant, of AFMC Pune regarding admission of candidates
shall be final and binding.
(c) All candidates are advised to preserve their Admit Cards of the NEET –
PG examination and the Registration number issued f or the AFMC Pune till
allotment of the seats and admission to the institu tion .
(d) Medical examination of civilian (Priority V) candidates - The medical
standards required for civilian candidates are those applicable for selection as
commissioned officers in Armed Forces Medical Services. Admission to PG courses
shall only be given to those civilian doctors who are found medically fit for
commission by a designated Medical Board.
BOND AGREEMENT
13. All civilian candidates if selected are required to execute a bond agreement to serve
as Short Service Commission Officers (SSC service) for 5 years with the Armed
Forces Medical Services or pay an amount of ` 5 lacs to Govt of India if unwilling to
join on successful completion of the course and subject to being offered the said
commission. Draft Bond agreement is available at the end of the Prospectus/Website. The
Bond value is likely to be revised in the near future and will be governed as per the rules in
vogue at the time of Admission.
The format for the bond may be amended from time to time as per the Govt
regulations and all affected civilian PG students shall be required to furnish fresh bond to
the Commandant, AFMC Pune, if so required. The bond is to be executed on a `100/- non
judicial stamp paper and registered/ notarised with office of sub registrar and submitted on

the day of admission. Expenses in connection with registration of Bond Agreement are to
be borne by the respective candidate. Specimen attached as Appx ‘C’
DISCIPLINE
14. PG students are expected to conduct themselves in a befitting manner as follows:-
(a) Any candidate found obstructing or trying to influence the counselling and or
admission process in an unlawful manner/ creating nuisance shall be liable for
disqualification for the process of admission. Canvassing directly or indirectly for
allotment of seat would disqualify the candidates for admission on the basis of the
entrance examination. Influencing the staff by unfair means shall lead to the
cancellation of allotment of seat and such a candidate is liable to face disqualification
from the appearance in subsequent entrance examination. The decision taken by
the authorities in this respect shall be final and binding.
(b) All candidates selected for admission shall be subject to the disciplinary rules
of the College, University and the Govt of India.
(c) Post graduate students of the institute will not indulge in ragging. In the
instance of any incident of ragging coming to the notice of the college authorities, the
accused student will be given an opportunity to explain and if his explanation is not
satisfactory the student will be expelled from the institute. All students will be
required to furnish an undertaking annually stating that they have understood
relevant regulations/ instructions regarding ragging and that if found guilty shall be
proceeded against.
LEGAL JURISDICTION
15. Disputes, if any, in regard to any matter referred to herein shall be subject to the
jurisdiction of Courts in Pune only.
GENERAL
16. The following aspects will be applicable:-
(a) Stipend - Selected candidates only under Priority IV and V shall be paid
stipend, as per Govt of India, Ministry of Defence letter No PC-8510/DGAFMS/DG-
1D/277/D (Medical) dated 14 Feb 2008. The stipend will be as per rates prevalent in
the state of Maharashtra and will be applicable as amended from time to time –
latest Govt of Maharashtra, DMER, Mumbai Resolution No DA increment
1112/Cr-18/Services-09 dt 08 May 2012.

(b) Accommodation - No accommodation is provided during training. However,
rest rooms are made available to trainees during performance of call duties.
(c) Security Deposit - All selected candidate who opt to join the course at AFMC
Pune: (except serving officers) will have to deposit ` 10,000/- (Rupees Ten
Thousand only) as security deposit by DD in favour of Commandant, AFMC Pune.
The same will be refundable after completion of course.
(d) Non-Completion of Degree - Once registered the candidate is expected to
complete the Degree Course of the respective University. The students shall be
liable to give an undertaking to this effect as per the regulations of respective
University. Any candidate opting to forgo his seat midsession before completing the
course will have to pay the requisite penalty to the Institution / affiliated University as
per the prevailing rules in vogue.
(e) Discipline - All candidates are expected to be well turned out, polite,
courteous, disciplined and sincere and will follow the rules of the college. The
college reserves the right to prematurely terminate the Course of a Candidate in
case of repeated breaches, or a major breach of discipline by him/her. Registration
once granted is valid only if the Head of the Dept and Commandant of the Institute
are satisfied about regularity and diligent pursuit of the studies by the student as well
as good conduct and discipline befitting the institution and the University. The
Commandant in consultation with the Brig I/C Training and Head of the Department
may recommend to the University for removal/withdrawal of registration of a
Postgraduate student for irregularity and or misconduct.
(f) Fee Structure - The candidates will follow the fee structure as laid out by
University / existing Govt of India regulations. Fees will not be refunded once
admission is completed.
(g) Screening Examination - All candidates will undergo a Screening Examination
towards the end of 06 months to assess their progress and performance.
Candidates failing in this Exam may have their registration cancelled.
(h) Amendments - Amendments to the rules/procedures for admission may be
carried out as per regulations laid down by the Govt of
India/MCI/DGAFMS/University from time to time.

(a) That in consideration of the PG Student being admitted by the Government to Armed Forces Medical College, Pune for the purpose of obtaining PG degree the PG Student and surety covenant with the Government that the said PG STUDENT will attend the Armed Forces Medical College, Pune for obtaining PG degree and such other training as Government may determine from time to time for the prescribed period until he /she successfully completes his /her PG degree course and is declared fit (as to which the decision of Director General Armed Forces Medical Services shall be final) to be granted Short Service Commission and that the PG Student will be commissioned as a Medical Officer in the regular Indian Army or the Indian Navy or Indian Air Force as SSC Officer unless he / she, the PG Student, is prevented from doing so on account of ill health or some other reason over which he /she, the PG Student has no control as determined by a service medical board (as to which the Government shall be the sole judge) or by being removed on the ground that the Student is considered by the appropriate authority to be unfit to continue as PG Student, or any other ground, to be granted a Commission.
(b) That in the event of the PG Student
(i) getting an adverse report regarding the progress of his / her training or studies or conduct or

(ii) discontinuing his / her studies or being dismissed or discharged by the Armed Forces Medical College, Pune for knowingly furnishing false particulars for admission to the said institution or (iii) refusing to accept commission in the Armed Forces Medical Services, if offered, the PG Student and the Surety shall jointly and severally be liable to pay and refund forthwith to the Government of India on demand and without demur in cash an amount of Rupees Five Lacs. The amount may be subject to revision upwards in respect of which he/ she shall be removed from the college rolls in addition to payment of amount calculated as aforesaid.
(c) That the PG Student shall on successful completion of his / her PG Course report within such period, as may be allowed by the Director General Armed Forces Medical Services as joining time to the unit or station as specified in this behalf by the Director General Armed Forces Medical Services for grant of Short Service Commission on terms and conditions set out in Army Instruction 75/78. (d) That if the PG Student after grant of short service commission applies for release from service within Five years of grant of said commission for any reason whatsoever and provided his / her release is sanctioned by the Govt, as per the rules in-force, he / she shall be relieved only after he / she has refunded all the charges as per para 2(b) above.
3. NOW THE CONDITION OF THE OBLIGATION is such that if the PG Student after grant of short service commission serves for a period of Five years or cause to be paid to the Government the amount due to his / her in contravention of the bond agreement than this bond shall be void, otherwise the same shall be and remain in full force and virtue.
4. BUT SO NEVERTHELESS THAT if the PG Student shall die or become insolvent or at any time cease to be a PG Student, the whole amount of Rupees Five Lakh and interest thereof from date amount shall become due and payable to the Government to be recoverable from the surety in one installment by virtue of his bond. That the obligation undertaken by the surety shall not be discharged or in any way affected by an extension of time or any other indulgence granted by the Govt to the said PG Student.
