The Delhi High Court on Fri­day  refused  to  entertain  apetition seeking entry of wo­men of all ages and religionsto temples, mosques and Zo­roastrian fi��re temples.

A Bench  of  Chief  JusticeRajendra  Menon  and  V.K.Rao said the petition lacked“territorial jurisdiction”.

“Petitioner  has  not  indi­cated which of  the  templesmentioned in the petition isunder the jurisdiction of thiscourt,”  the  Bench  said,  ad­ding, “None of  the  templesindicated here are within theterritorial jurisdiction of thiscourt.”

The petition fi��led by advo­cate Sanjjiiv Kkumaar has ta­

ken  a  cue  from  the  recentjudgment  of  the  SupremeCourt lifting the ban on wo­men of menstruating age en­tering  the  Sabarimala  tem­ple. Advocate Kkumaar saidthe  judgment  has  changedthe contours of some exist­ing Acts and rules and madethem  unconstitutional  andvoid.

Plea for men too

His  plea  sought  to  ensurethat menstruating and non­menstruating women of anyreligion are allowed to enterand pray at “men­only tem­ples”  anywhere  in  India.Apart  from  this,  he  alsosought  permission  for  mento  pray  in  temples  wherecertain rituals are “women­

only” such as Attukal templeand  Chakkulathukavu  tem­ple  in Kerala, Lord Brahmatemple in Rajasthan, BhagatiMaa  temple  in  T.N.,  Matatemple in Bihar and Kamak­hya temple in Assam.

The  petition  also  askedfor women to be ordained as‘pujari’,  imam  or  priest  oftheir  respective  temples,mosques  or  churches  andlead prayers.

Mr. Kkumaar said the so­cial  exclusion  of  women  oftheir right to pray and theirnon­ordination  to  offi��cessuch as priest, bishops, dea­con, imams, purohit, pujarisand monks, which men areallowed to hold, violates Ar­ticle 14 (right to equality) ofthe Constitution.

Eight countries will be givenexemptions and “weeks lon­ger  to  wind  down”  theirtrade  with  Iran,  once  U.S.sanctions against Iran kick inon November 5.

This  was  clarifi��ed  by  Se­cretary  of  State  MichaelPompeo on Friday during aconference  call  with  somemembers of the press.

EU not on list

Mr. Pompeo said  the  list ofeight  “jurisdictions”  wouldbe released on Monday, twoof  which  have  alreadyreached  zero  levels  of  Ira­nian oil imports. 

He also clarifi��ed  that  theEuropean  Union  (EU)  —which  consists  of  28  coun­tries  including  the  U.K.  —will not be one of the juris­dictions  granted  a  tempor­ary exemption. 

India — for whom Iran  isthe third largest source of oilafter Iraq and Saudi Arabia —is expecting to be on the listas  The Hindu recentlyreported.

SWIFT services

In terms of entities grantedexemptions, there would beno exemption for Society forWorldwide Interbank Finan­cial  Telecommunication(SWIFT),  a  global  fi��nancialmessaging service, Treasury

Secretary  Steven  Mnuchin,who  was  also  on  the  call,said.  SWIFT  —  which  doesnot  hold  money  itself  buttransmits  information  ontransactions — has a networkthat  spans  200  countriesand  some  11,000  fi��nancialinstitutions, as per the datareleased by the company. Ifit  is  sanctioned,  that  willhave a signifi��cant impact onorganisations  that  use  it.SWIFT has been told  it willhave  to  cut  off��  from  sanc­tioned  entities  as  soon  astechnologically  feasible  orcould  face  sanctions,  Mr.Mnuchin said.

The  EU,  which  remainsparty  to  the  Joint  Compre­hensive  Plan  of  Action( JCPOA  or  the  ‘Iran  Deal’)has  been  frustrated  by  the

U.S’s  withdrawal,  and  hasbeen  searching  for  ways  towork around the sanctions,including through the use ofa Special  Purpose  Vehicle(SPV).  The  U.S.  plans  tobring  any  SPV  within  itssanctions  net  as  well.  “…Ifthere  are  transactions  thatgo  through  there  that  havethe  intent  of  evading  oursanctions,  we  will  aggres­sively pursue our remedies,”Mr. Mnuchin said. 

700 entities to be hit

Seven hundred entities — in­dividuals and groups as wellas companies — will be sanc­tioned on Monday, Mr. Mnu­chin said. Most of them willbe formerly sanctioned enti­ties,  but  some  300  will  benew.

Prime  Minister  NarendraModi  on  Friday  announced12 measures to boost the Mi­cro, Small and Medium En­terprises (MSME) sector, in­cluding a portal  that wouldenable the units to get a loanin just 59 minutes and inter­est subvention of 2%.

“In the time taken for youto reach your offi��ce, you cannow get a loan,” he said. “Wehad run a pilot and I had seta target of 72,000 MSMEs. Asof  today,  72,680  have  beenon­boarded.” 

The  Prime  Minister  saidfi��rms  registered  on  theGoods and Services Tax por­tal  would  be  able  to  avail

themselves of this facility onthe portal itself. “When youfi��le GST returns, you will beasked if you want a loan,” Mr.Modi  said.  “GST­registeredfi��rms will also get a 2% rebateon  interest  rates.  Being  a

part of the GST and being anhonest taxpayer will becomeyour strength.”

Mr. Modi said public sec­tor companies had now beenasked  to  compulsorily  pro­cure 25%, instead of 20%, of

their  total  purchases  fromthe  MSMEs.  He  said  that  ofthe  25%  procurement  man­dated  from  the  MSMEs,  3%must  now  be  reserved  forwomen entrepreneurs. 

Interest subvention

Also, Mr. Modi announced a2%  interest  subvention  onfresh  or  incremental  loansfor  all  GST­registeredMSMEs. “These 12 decisionswill mark a new chapter forthe MSME sector,” he said. 

The  Prime  Minister  re­called  India’s  strong  tradi­tions  of  small  scale  indus­tries,  including  Ludhiana’shosiery and Varanasi’s saris.

The  markets  seem  to  haveheralded  Diwali  in  advanceas the Sensex posted its big­gest weekly rise  (in percen­tage terms) in more than twoyears and the rupee postedits  highest  gain  in  a  day  in

Asking the Supreme Court toreconsider its decision to ad­journ  the  hearing  on  theRam  Janmabhoomi­BabriMasjid  dispute  in  Ayodhyatill  January,  the  RashtriyaSwayamsevak Sangh on Fri­day said Hindus were feelinginsulted as the court was notconsidering  it  a  “priority”.The  RSS  appealed  to  thecourt  to  take  note  of  theirsentiments  and  arrive  at  adecision soon.

“The Ram temple issue isconnected  to  the  emotionsof crores of Hindus and thecourt  must  resolve  it  at  theearliest. They have been car­rying on the agitation for thepast  30  years  and  the  waitdoes not seem to end,” RSSgeneral  secretary  BhaiyyajiJoshi  said  at  a  press  confe­rence on the concluding dayof the organisation’s all­Indiaworking committee meetingat  Keshav  Srushti,  near

Mumbai. The RSS would nothesitate  to  launch  an  agita­tion  for  the  Ram  temple,  ifneeded, Mr. Joshi said.

“Since the matter was list­ed  on  October  29,  we  feltHindus would get good newsbefore  Diwali.  But  the  Su­preme  Court  has  deferredthe hearing,” he said.

He  said  the  RSS  was  notputting  pressure  on  the  go­

vernment,  but  added  thatthose  who  had  demandedthe  ordinance  on  this  issuehad their right to do so. “Thegovernment should considerthis option  if  all others  runout,” Mr. Joshi said. He saidthat  unless  the  SupremeCourt took a decision on thetitle  suit,  it was diffi��cult  forthe government to take anydecision. 

Mr.  Joshi  said  the  Ramtemple issue was among thevarious  matters  discussedwhen  BJP  president  AmitShah  met  RSS  chief  MohanBhagwat earlier in the day.

On  October  29,  the  SCfi��xed  the  land  dispute  casefor the fi��rst week of Januarybefore  an  appropriateBench, which will decide theschedule of hearing. A three­judge  Bench,  headed  byChief  Justice  Ranjan  Gogoi,said  the  appropriate  Benchwould decide  the course ofhearing in January on the ap­peals fi��led against the Allaha­bad High Court verdict.

On the Sabarimala row, hesaid  the  RSS  supported  therestriction  on  the  entry  ofwomen into the temple. “Wedon’t  support  discrimina­tion against women at Hinduplaces of worship, but sometemples have certain restric­tions.  One  has  to  considerthe rules of the temple as pe­ople’s faith is supreme.”
