• A national centre of knowledge• One place (and system) to talk to (and one
system to integrate with) => now doing things that were unthinkable with 160 institutions

Background
• Universities wanted overview of their own research • Authorities needed data for performance based funding system• Open Access new area of political importance
«Climate for research» (White paper no 30, 2008-2009)
Four general goals:• High quality research• An effective research system • Internationalisation of Norwegian research activity• Efficiency in use of research resources and results
Confirmed and strengthened in new white paper in March 2013
Decision in 2009 to make a national CRIS
• Work group under the Ministry of education and researchfeb-sep 2008
• Recommended a national database on scholarly publications (Norsk Vitenskapsindeks)
• Basis for performance based funding• Also cover other research activities• Cover higher education institutions,
hospitals and research institutes• Recommendation followed by
ministry decision in 2009
• Build a common CRIS for 150+ institutions • Alternatives:
• Frida – An institutional CRIS developed for the four main Norwegian universities
• ForskDok - An institutional CRIS developed for the Norwegian university colleges (~ 40)
• Decision not to buy commercially• New CRIS based on Frida
• Covered major part of HE sector research• More structured database

Why did it succeed?
• Firm decision and strong support from authorities• Performance based funding = Strong incentive for
registering data!• Focus from authorities on benefits for researchers
and institutions • Focus on re-use of data• Tradititon for cooperation between HE institutions• Virtual private databases with local control of data• Norwegian social security number = unique id of
researchers (… but also challenges)• Small population • A couple of knights in shining armours• Lots of hard work!!!
