Contextof the ConferenceIndustrializationis one of the inevitable activities ofdevelopmentprocess.SinceIndependence,Indiafrom1947to 1964,sawindustrialisationasthekeytoalleviatingpoverty.Ononehandindustrialisationhasbeenableto bringhighergrowthrateandprosperitytothenationbutontheotherhand,it hasalsoaddedlotofhazardsandincreasedriskswhichmaypotentially get converted into industrial and chemicaldisasters.
Therearecurrentlyover1724 MajorAccidentHazards(MAH)units in the countrybesidesothersmalland medium-sizedindustries.Andnewindustriesarealsoestablishingata rapidrate.Chemicalaccidentsareoccurringdueto lackof safetymeasure,technicalfailures,a humanerroror negligenceoranotherdisasterof natural or anthropogenicorigin,e.g.,flooding,landslide,earthquake,etc.Thereleaseof hazardousmaterialsoccurin caseof an accidentduringmanufacture,storage,handling,transport,useordisposalstageof its life-cycle.Theimpactsmaybephysicalandphysiological,leadingshort-termand long-termconsequences,posing seriouseconomiclosses,traumaanddistress.
The1984BhopalGasdisasterinvolveda catastrophicfailureat UnionCarbideCorporation(UCC).Over15,000 peopledied,and5,00,000injured.Thedisasteroccurreddueto thenegligence,poor maintenanceand violation of safety"measuresat the plant.Theaftermathof the d.isasterposedsevere challenges in providing med.ical aid, relief,compensationandrehabilitationtothevictims.
