CHAPTER 2 EXECUTIVE SUMMARYThe Project of Up Gradation of Hajipur - Muzaffarpur Section of the Existing NH – 77 to FourLane Dual Carriageway Configuration starting From km 0.000 (Ramashish Chowk) to km46.300 and Construction of 16.870 km new Bypass starting at km 46.300 and connecting NH –28 of East – West Corridor at km 515.045 in the state of Bihar on BOT (Annuity) Basis UnderNHDP Phase III. Detailed Project Report was submitted by M/s S.A.Infra Limited. Bidding wasdone on National Competitive Bidding by National Highways Authority of India (NHAI) and M/sGammon Infrastructure Projects Ltd. (M/s GIPL) has been awarded the works and PatnaHighway Projects Ltd (PHPL) was formed as a Special Purpose Vehicle (S.P.V) company byGIPL for specific purpose of implementing this Project and now PHPL is the Concessionaire.Gammon India Ltd (GIL) is engaged as the EPC Contractor by PHPL. M/s I.C.T. Pvt. Ltd, NewDelhi has been awarded the Independent Consultancy services for this ConcessionAgreement by NHAI. Further for Drawing & Design, the EPC Contractor (GIL) has engaged M/sSheladia Associates and Concessionaire have its own team for supervision. This monthlyProgress Report is submitted by the S.P.V. for the Contract Package NH-77 and presents thestatus of activities as on end of the Month.
The Hajipur-Mazaffarpur section of NH-77 of 46.3Km is an important link connecting Southand North Bihar. The project stretch covering the total length of 63.17 Km includingMuzaffarpur bypass of 16.87 Km of the Project Highway connects NH-28 on East-WestCorridor. This project stretch once four laned improves the connectivity and augments thetraffic in the state of Bihar. The Concession period is 15 years from the appointed datewhich exclude the development period of 6 months. Construction Period is 30 months outof 15 years of the Concession. The scheduled Completion Date for four laning is 6th
February 2013. The Design phase of six months is being continued as the design review is going on and
most of the design reviews are completed and the designs and drawings are beingapproved by Railways as and when required. The proof checking for ROB I, ROB II &ROBIII are complete.
The project progress is greatly affected due to delay in Handing over of site by theAuthority to the Concessionaire and major delays are due to non-availability of land,clearing of structures, non-payment to the land & building owners. In Vaishali District outof 3495 (expected) cheques, 3523 cheques prepared and 3454 cheques have beenissued to the land owners and in Muzaffarpur District out of 3101 cheques 2417 chequesprepared and 2029 cheques have been issued to the land owners. The valuation ofstructures and payment of cheques to the buildings is another process which is inprogress. Total number of cheques prepared for structures are 5079, already issued 4668and balance 411 still to be issued.
Though the cheques are issued to the land owners, they are not parting with the land bysaying that the compensation is not enough and payment for the structures is not made.Further in spite of these cheques are issued, the Concessionaire is not able to get the fullwidth land for construction of the at least one carriageway for full width.
Encroachments are being cleared and it requires help from Police and local PeopleRepresentatives. Out of 56 religious structures 51 nos have been shifted, 5 no. are inprogress and remaining is yet to start as the land for shifting to be identified by theAuthority. Utility shifting is in progress wherever land is available beyond the toe lines.

PHPL through their EPC Contractor has mobilized required staff, Plant & Equipment anddivided the entire project length into three sections (Section 1-Km 0 to Km 21, Section 2-Km 21 to Km 46.3 & Bypass section - Km 0 to Km 16.87) by establishing three camps atSarai (Km 10), at Kamtual (Km 35) and at bypass. Laboratories were currently at Kamtaulcamp.
The list of staff, machinery and equipment has been given in detail. Mobilization of the EPCContractor is more than sufficient. Due to land acquisition which still persists, almost allthe machinery & manpower are kept idle.
EPC Contractor is hauling the crushed aggregate from 176-280 Km away. The totalaggregate(including sand) for different items of work viz. GSB, WMM, Bituminous works,Aggregates procure so far is 10243.92 MT, consumption is 3120.05 MT & present stock is23177.13 MT. Steel, Cement and Bitumen stocks are 314.29 MT, 999.36 MT, 194.38 MTrespectively.
Topographical survey, centre line fixing, setting out, TBM fixing has been completed for fulllength of NH-77 section and bypass where the land is made available.
Precast Girder casting at Kamtaul camp, Reinforced Earth Panel casting works is carriedout at Kamtaul camp.
The total Box culverts are 33 in NH-77 section and 18 in bypass section. About 32 no. onLHS & 32 nos. on RHS are completed on existing NH-77 road section and 16 nos. onLHS & 16 nos on RHS are completed in bypass section.
As per the S-Curve, present work progress is 91.31% “as per Certified & Submitted Invoice”against the scheduled 100.00%. The lapses are mainly due to non-availability of land anddelay handing over the land.
QA & QC system is in place, RFI system is being followed scrupulously. Deficienciesobserved & notified by IE are being attended on regular basis and non-conformances aregetting closed with IE. All the results & records are being properly documented and kept.
To expedite the progress of the works, especially when the land is not made available bythe Authority, the Concessionaire is forced to revise the alignment at various locations sothat at least one carriageway is built. These revisions are being carried out in discussionwith Independent Engineer with regards to revision of both vertical & horizontalalignment.
The only major constraint for progress is none handing over of site by the Authority due todelay in acquisition process and cheque payments to the owners. The Authority wasrequested to hand over the site as per the Concession Agreement

CHAPTER 7
QUALITY ASSURANCE & QUALITY CONTROL
Quality Assurance Plan (QAP) was resubmitted to the Independent Engineer and QAPapproved. The works are being supervised closely as per RFIs submitted by the EPCContractor on daily basis. Independent Engineer also inspects the site at frequent intervalsand intimate their observations, non conformances etc. QA & QC system is in place, RFIsystem is being followed scrupulously. Deficiencies observed & notified by IE and PMC arebeing attended on regular basis and non conformances are getting closed with IE. All theresults & records are being properly documented and kept.
Daily RFIs are closed and kept in record on weekly basis. The approved RFIs are taken bythe EPC Contractor for their billing purpose.
The laboratory is functioning with reasonably qualified staff to carry out regular materialtesting under the supervision QA & QC staff. The materials are also tested in outsidelaboratories as per the requirement.
All the manufacturers test certificates for the proprietary products are well documented and IEstaffs are attending the factory testing regularly.
All the BBS are first approved as per drawings through planning Department and welldocumented after then allowed to provide the Gate pass. The approved copy of BBS is thenAllowed to attach in RFIs.
All the testing equipment is calibrated and their validity is being checked regularly. The list ofLaboratory testing equipment is also appended to this Report.
Finally all the test results, reports, records are well documented in an easy andunderstandable way so that any record can be located at any time with least effort.

CONSTRUCTION CONSTRAINTS
Item Description
a) Encumbrance freeland is not handedover by Authority asof now
As per the 3D notification authority has to acquire the landof 313 Ha including 136 Ha of existing road. As on dateAuthority has physically handed over only 273.975 Ha(87.532%) including existing road. After various meetingheld at top level (RO, NHAI, CGM, NHAI, DM’s, Chief-secretory, Bihar.), till date there is no development inacquisition of land since one & half year. Finally, localpublic forcely stopped the work and didn’t permit in12.468% of the total land, which is to be acquired atvarious locations. LA are the major hurdles for thisproject completion.
b) MaterialsThe crushed aggregates are procuring from eitherJharkhand or at very long distance which cost heavily aswell as transport time is increased.
c) Equipment Equipment’s are idle because land is not fully handed overby NHAI, which is a cesti lies affair.
d) Weather Weather Report Attached
e) Any other constraintsThe non-availability of land by the authority in highEmbankment areas, (either partly or fully) is the constraintfor erection of RE- wall in full length and width.
f) Design Drawings Few drawings are still under review at IC level
