Adoption of Meeting Minutes: June 17, 2020 REAL ESTATE: Resolution No. 2020-R-032 Authorizes DMD to amend an existing contract with the Indianapolis-Marion County Building Authority for maintenance of city properties through 2022 for an amount not-to-exceed $ 2,270,120. Resolution No. 2020-R-033 Rejects all bids received through a second bidding process for capital improvements to the Market District Garage. RESOLUTION NO. 2020-R-0-032
RESOLUTION OF THE
METROPOLITAN DEVELOPMENT COMMISSION
OF MARION COUNTY, INDIANA
WHEREAS, the Metropolitan Development Commission of Marion County, Indiana (the
"Commission") serves as the Redevelopment Commission of the City of Indianapolis, Indiana
(the "City") under Indiana Code Section 36-7-15.1; and
WHEREAS, in that capacity, the Commission serves as the governing body of the City of
Indianapolis Redevelopment District (the "District"); and
WHEREAS, the Commission previously adopted and approved Resolutions No. 2019-R-
001, authorizing the Department of Metropolitan Development (“DMD”) to enter into a two-year
agreement with the Indianapolis and Marion County Building Authority for maintenance and
support of city-owned properties (“Contract”) and 2019-R-058 to amend the Contract to add
necessary funding; and
WHEREAS, DMD desires to have authority to extend the Contract as allowed, to amend
the Contract to add additional funds for the current and future years and to specifically address
use of the Contract for minor repairs to city-owned or controlled properties in addition to the
Central/White River Canal and Old City Hall;
NOW, THEREFORE, BE IT RESOLVED by the Metropolitan Development Commission
of Marion County, Indiana. Acting as the Redevelopment Commission of the City of Indianapolis,
Indiana, as follows:
1. The MDC authorizes DMD to amend the Contract extend its agreement with the
Indianapolis and Marion County Building Authority, to clarify certain terms, and to add to previously
approved amounts an additional $137,000 for 2020, and $550,000 for each 2021 and 2022 bringing
the total amount of the agreement to not exceed 2,270,120.00.
2. The Director of the DMD is hereby authorized to execute any necessary documents in
accordance with this resolution with such terms and provisions as may be deemed necessary or
appropriate to best accomplish the objectives set forth herein and all actions heretofore taken or
authorized toward the completion thereof are hereby ratified, confirmed and approved.
3. This resolution shall take effect immediately upon adoption by the MDC.
ADOPTED AND APPROVED at a meeting of the Metropolitan Development
Commission of Marion County, Indiana, held virtually/ online on July 1, 2020.

MARION COUNTY, INDIANA
RESOLUTION NO. 2020-R-033
WHEREAS, the Metropolitan Development Commission of Marion County, Indiana (the
“Commission”) serves as the Redevelopment Commission of the City of Indianapolis, Indiana (the
“City”) under IC 36-7-15.1 (the “Redevelopment Act”); and
WHEREAS, in that capacity the Commission serves as the governing body of the City of
Indianapolis Redevelopment District (the “District”) and the City’s Department of Metropolitan
Development (“DMD”); and
WHEREAS, the Market District Garage is located within the District at 101 North New
Jersey Street, is owned by DMD, and is in need of capital repairs; and
WHEREAS, on October 16, 2019, the Commission adopted Resolution No. 2019-R-057,
authorizing DMD to enter into an agreement with Arsee Engineers to conduct field work, lighting
analysis, prepare a construction opinion, and conduct any necessary bidding process; and
WHEREAS, Arsee Engineers conducted a bidding process, and no responsive bids were
received; and
WHEREAS, on June 17, 2020, the Commission adopted Resolution No. 2020-R-057,
authorizing DMD to amend its agreement with Arsee Engineers to allow for a second bidding
process; and
WHEREAS, Arsee Engineers conducted a second bidding process, and no responsive bids
were received.
NOW, THEREFORE, BE IT RESOLVED by the Metropolitan Development Commission
of Marion County, Indiana acting as the Redevelopment Commission of the City of Indianapolis,
Indiana, as follows:
1. The Commission hereby rejects all bids received in connection with the second
bidding process conducted by Arsee Engineers for capital repairs to the Market
District Garage.

RESOLUTION NO. 2020-E-013
WHEREAS, the Metropolitan Development Commission of Marion County, Indiana (the
“Commission”) serves as the Redevelopment Commission of the City of Indianapolis, Indiana (the
“City”) under IC 36-7-15.1 (the “Redevelopment Act”); and
WHEREAS, in that capacity the Commission serves as the governing body of the City of
Indianapolis Redevelopment District (the “District”) and the City’s Department of Metropolitan
Development (“DMD”); and
WHEREAS, DMD is in need of services to develop an agency-wide cost allocation plan;
and
WHEREAS, on June 19, 2019, the Commission adopted Resolution No. 2019-E-041,
authorizing DMD to enter into an agreement with Thomas & Reed, LLC, for the provision of said
services; and
WHEREAS, pursuant to that authorization, DMD entered into an agreement with Thomas
& Reed for an amount not to exceed $11,000 and a term expiring on June 30, 2020; and
WHEREAS, DMD and Thomas & Reed wish to extend the agreement for an additional
year for the amount of $11,000 for cost allocation services using 2020 data.
NOW, THEREFORE, BE IT RESOLVED by the Metropolitan Development Commission
of Marion County, Indiana acting as the Redevelopment Commission of the City of Indianapolis,
Indiana, as follows:
1. The Commission authorizes DMD to amend its agreement with Thomas &
Reed, LLC, to provide for an additional year of cost allocation services and the
additional amount of $11,000, bringing the agreement’s total not-to-exceed
amount to $22,000.
2. The Director of DMD is hereby authorized and directed to take such further
actions and execute such documents as she deems necessary or advisable to
effectuate the authorizations set forth in this Resolution.
3. This Resolution shall take effect immediately upon adoption by the
Commission.

WHEREAS, the Metropolitan Development Commission of Marion County, Indiana (the
“Commission”) serves as the Redevelopment Commission of the City of Indianapolis, Indiana (the
“City”) under IC 36-7-15.1 (the “Redevelopment Act”); and
WHEREAS, in that capacity, the Commission serves as the governing body of the City of
Indianapolis Redevelopment District (the “District”); and
WHEREAS, Section 7 of the Redevelopment Act provides that the Commission may
accept grants of funds to assist in the exercise of its powers and duties; and
WHEREAS, Lilly Endowment, Inc., (the “Endowment”) wishes to grant to the
Commission $5,000,000 (the “Grant Funds”) to support COVID-19 relief efforts, including
financial assistance to individuals and families as described in Section 7 of the Redevelopment
Act; and
WHEREAS, the Commission wishes to enter into a Grant Agreement with the Endowment
outlining the terms of the receipt and use of the Grant Funds; and
WHEREAS, the Commission further wishes to enter into an agreement with John Boner
Neighborhood Centers for the administration and distribution of the Grant Funds.
NOW, THEREFORE, BE IT RESOLVED by the Metropolitan Development Commission
of Marion County, Indiana acting as the Redevelopment Commission of the City of Indianapolis,
Indiana, as follows:
1. The Commission authorizes the Department of Metropolitan Development to
enter into a Grant Agreement on behalf of the Commission outlining the terms
of the receipt and use of $5,000,000 in funds from Lilly Endowment, Inc.
2. The Commission authorizes the Department of Metropolitan Development to
enter into an agreement with John Boner Neighborhood Centers for the
administration and distribution of the Grant Funds.
3. The Director of the Department of Metropolitan Development is hereby
authorized to execute any documents necessary to effectuate the authorizations
set forth in this Resolution, including entering into subsequent agreements
deemed necessary or advisable to disburse Grant Funds on behalf of the
Commission in accordance with its powers and duties as outlined in Sections 6
and 7 of the Redevelopment Act.
4. This Resolution shall become effective immediately upon adoption by the
Commission.
