each year in January. Thousands of copies will be distributed to
Chamber members who use the directory as their one-stop refer-
ence. The directory is distributed nationally to businesses and
individuals considering a move to Bakerseld or who want to do
business in Bakerseld.
The Chamber is now accepting advertising placements for the
2011 Bakerseld Guide & Business Directory and has decided to
maintain ad rates from 2010. All reservations and camera ready art
must be submitted by November 12, 2010. Members must be in good standing in order

Business cannot afford to be complacent
about the California regulatory climate. Once
benign regulatory efforts for consumer protec-
tion have become irrational and unreasonable
tools of those who disdain businesses and
the customers they serve. Small business inparticular, without the luxury of expanding in
other states and diminishing their California
presence, must stand and ght to restore ra-
tionality and reasonableness to the regulatory
environment so businesses of all sizes can thrive.
John Stovallis the former General Counsel of the Kern
County Water Agency where he served for
almost two decades. He has been engaged
in legal representation of water, govern-
ment and business interests in Kern County
since 1982 after a decade in regulatory
enforcement. Currently in private practice,he is also serving as an Adjunct Profes-
sor of Management at CSUB where he
taught full time as a Visiting Professor; his
academic interests include regulatory law,
the relationship of business to society, and
dispute resolution. A graduate of UCLA, he
also holds a law degree with honors from
Loyola Law School, a Ph.D. from the Peter
F. Drucker Graduate School of Management
at Claremont Graduate University, and an
MBA from California State University-
Bakerseld.
John is a former President of the KernCounty Bar Association and former Vice-
President/Treasurer of the State Bar of
California. He was Chairman of the Kern
County Republican Central Committee
from 1995 to 2000, continuing to serve as
an elected member of that body, and has
chaired the Bakerseld Chamber of Com-
merce Government Review Council twice
during his membership on that council since
1990.
My rst real interaction with the Chamber was
as a member of the Leadership Bakerseld Class
of 2002. I quickly saw the value in the program,
and the Chamber. I then served on and chaired
the Advisory Council for the program. I believe
that the Greater Bakerseld Chamber of Com-
merce is a thriving, driving force in our commu-
nity that makes it a better place to live and work.
I look forword to serving on the Board.
Dr. Greg Chamberlain began his tenure as the President
ofBakerseld College July 1st, 2008. He spent the previous
two and a half years as Vice Chancellor, Educational Services
for the Kern Community College District, a multi-college
district which includes Bakerseld College, Cerro Coso Com-
munity College and Porterville College. Prior to this position,
Dr. Chamberlain served as the Dean for Learning Resources
and Information Technology for Bakerseld College, and also
served in many other capacities including Director of Instruc-tional Technology, Faculty Chair for the Computer Studies
department, Director of Academic Computing, and Professor of
Computer Studies, starting in the Fall of 1989. During his tenure
at Bakerseld College, Dr. Chamberlain earned theNISOD Ex-
cellence in Teachingaward and the Margaret Levinson Faculty
Leadership Award.

ogy from the University of Northern Colorado where he was also

California State University, Dominquez Hills. His rst full-timeteaching job was as a high school band director.
Greg is active in the Greater Bakerseld Chamber of Com-
merce and will begin serving on its Board in January. He is a
member of Bakerseld Rotary (Downtown) and remains active
in Boy Scouts, focusing now on Venturing Crew.

Mayor NeedsVolunteers forFreeway Cleanups
Mayor Harvey L. Hall, in collabora-
tion with CalTrans and the Hall Ambu-
lance Explorer Post and other volun-
teers, has been participating in freeway
cleanup for the past several years.The dates for Freeway Cleanups for
Fall 2010 through Spring 2011 have
been set and will be held on the follow-
ing Saturdays: November 13, December
18, January 22, February 26, March 26,
April 23, May 28.
As in the past, volunteers will meet
at the Park & Ride lot on Stockdale
Highway, west of Oak Street, prior to
9:00 a.m. The group will then travel by
bus/van to the various cleanup locations;
the bus/van departs for the cleanup effort
promptly at 9:00 a.m. and returns by11:00 a.m.
Thus far, the dedicated army of
volunteers has gathered 2,273 bags of
litter since January of 2004. For more
