• Launched by Gordon Brown in June 2007, in response to the Leitch Review.

• Voluntary, public commitment to support the development of employees to at least Level 2

• Encourage staff to improve their literacy and numeracy skills

• Ensure that staff are skilled, competent and able to make a full contribution to organisational success.

• What do we do already?

• What is our current approach to NVQs, Apprenticeships, Skills for Life, and Professional Development?

• Do we know what skills and qualifications we already have within the organisation?

• What knowledge and skills do we need going forward?

• How are we going to implement the Plan, monitor progress and evaluate the impact/improvements in performance?

• How will we know when we’re there? And where do we go next?
