AN ORDINANCEFOR RABIES CONTROL OF THE MUNICIPALIry OF GERONA.
WHEREAS, Article 11" Section 15 of the constitution provides that the stateshall promote the right to health of the people and instill healthconsciousness among them;
WHEREAS, Section 468 (a) (4) (v) of Republic Act 7160, provides that theSangguniang Bayan as the legislative body of the municipality shall enactordinance which shall ensure the efficient and effective delivery of basicservices and facilities and in addition, approve measures and adoptquarantine regulations to prevent the introduction and spread of diseaseswithin its territorial jurisdiction;
WHEREAS, Republic Act No. 8485, known as the Animal Welfare Act of1998, protects and promotes the welfare of all animals in the Philippines,makes it unlawful for any person to torture any animal, to neglect to provideadequate care, sustenance or shelter, or maltreat any animal or to subjectany dog to dogfights, kill or cause or procure to be tortured or deprived ofadequate care,

AN ORDINANCEFOR RABIES CONTROL OF THE MUNICIPALIry OF GERONA.
WHEREAS, Article 11" Section 15 of the constitution provides that the stateshall promote the right to health of the people and instill healthconsciousness among them;

Control Committee and the creation of impounding areas in each barangayunit thereof. A Municipal Rabies Control Committee (MRCC) shall be

Secfion 4. Duties of the Veterinarian. lt shall be the duty of eachveterinarian when vaccinating any dog, to complete a Certificate of RabiesVaccination (in duplicate) for each animal vaccinated. The Certificate shallinclude the following information:
a. Owne/s name, address and telephone number (if any).b. Description of dog (color, sex, markings, age, name, species and
breed if any).c. Dates of vaccination and vaccine expiration (if known).d. Rabies vaccination tag number.e. Vaccine producer.f. Vaccinatofssignature.g. Veterinarian's license number/ address of vaccinator.
The dog owner shall be provided with a copy of the certificate. Theveterinarian/ vaccinator shall retain one copy for the duration of thevaccination. A durable metal or plastic tag, serially numbered, issued by theveterinarian/ vaccinator, shall be securely attached to the collar of the dog.The above provisions may not apply in the case of a mass vaccinationcampaign.
Secfion 5. Cost of Vaccinafion. The cost of Rabies Vaccination shall beborne by the owner of the dog at a cost agreed upon by the SangguniangBayan.

The owner of the clog which has bitten anyperson shall be responsible for all the treatment and dog examinationrelated expenses incurred by the bite victirn/s, unless the bite was inflictedby a restrained and registered dog, or had occuned within the owner'sclosed premises, in which case, anangement shall be made between theowner and the bite victim.

Secfion 11. Repealing Ctause. All ordinances, resolutions, circulars,
memoranda, or rules, rules and regulations inconsistent with the provisionsof this ordinance are hereby repealed and modified accordingly.
Section 12. Separabtl@ Ctause. lf for any reason, any portion or provision
of this ordinance is declared unconstitutional or invalid, the other sections orprovisions hereof which are not affected thereby shall continue to be in fullforce and effect.
Secfion 13. Effectivity Clause. This ordinance shall take effect uponcompliance of the mandatory posting and publication requirementprescribed under RA 7160 otherwise known as the Local Government Codeof 1991.

SECTION {. Titie. This ordinance shaii be known and cited as the "Gencier and
Development Code of the Municipality of Gerona" hereinafter referred to as the
trUUE.
SECTION 2. Decleretion of Principles and Folicles. lt shall be the poticy cf the
Local Government of the f\tlunicipality of Gerona to uphold the rights of worhen,
helieve in their worth, and protect their clignity as human beinqs,
Women shall be recognized as fuli and equal partners of men in the development ofour nation, sharing eqiuality in their responsibilities and enjoylng equally in the fruits
ihereof.
The Local Government of the Municipality of Gerona, in iis commitment to the
establishment of a national and international order based on sustainahle and
equitable growth undertakes to facilitate the full cievelopment of women's potentials
towards the improvement of tl're quality of their lives, their families and that of their
communities.
