DVB-RCS
DVB-RCS is an open standard that provides a return channel via satellite to
systems based on the DVB standard. It is published and maintained by the
European Telecommunications Standards Institute (ETSI standard EN 301 790).
In order to define a future-proof standard for many application scenarios,
the DVB-RCS standard accommodates a wide range of commercial
requirements and options. It specifies the air interface and user terminal
requirements, but allows more freedom and flexibility in the implementation of
systems and networks. As a consequence, it is difficult to ensure interoperability.
The SatLabs Group fosters interoperability among DVB-RCS products.

The SatLabs Group is an international non-profit organisation
committed to large-scale adoption and deployment of the
Digital Video Broadcasting - Return Channel via Satellite (DVB-RCS)
standard. DVB-RCS represents a fantastic opportunity for the provision
of low-cost, highly efficient two-way multimedia services and is highly
competitive with other broadband access technologies.

Cost reduction
The relative high cost of service provision remains a potential barrier to the wide-scale deployment of satellite communication services. The SatLabs Group is working towards cost reduction, and has identified the main cost drivers: user terminals, terminal installation and satellite capacity.- User terminal cost - in addition to low production volumes,
a number of critical components have been identified as the main cost contributors. The group has developed common specifications for these critical components, with the goal that larger volumes will reduce prices.
- Installation costs - a study is underway to improve architectures, tools and procedures using DVB-RCS that allow simpler and faster installation. This will allow deployment of less qualified personnel than normally required for interactive satellite installations.
- Satellite capacity - besides supporting the definition of DVB-S2 with adaptive coding and modulation, which significantly increases satellite link efficiency, the group is defining recommendations for satellite architectures, equipment and procedures that use the satellite bandwidth more efficiently.
Interoperability
The SatLabs Group’s main objective is to ensure interoperability among DVB-RCS terminals and systems, and to make solutions for interoperability testing and formal certification available. In line with this, the group has defined a qualification program that leads to a certification process, including test plans that verify basic compliance with the standard as well as interoperability. In addition, the group has published system recommendations aimed at simplifying interoperability implementation.
A test bed was developed to verify DVB-RCS interoperability independently from any DVB-RCS manufacturer. An independent professional testing laboratory (CETECOM ICT Services) was appointed to execute the qualification program testing on behalf of the SatLabs Group.
Membership to SatLabs is a pre-requisite to get access to the SatLabs Qualification Program and hence the possibility to get a SatLabs interoperability certificate.
Representing all segments of the value chain
The SatLabs Group is open to participation of all companies worldwide with a commercial interest in the
DVB-RCS standard. Members include service providers, satellite operators, system integrators, terminal
manufacturers and technology providers, representing all segments of the value chain. Benefiting from
the participation of all main players in the satcom arena, the group is a truly global organisation covering
virtually every geographical region.
The work of the SatLabs Group falls into five domains:
- Interoperability - ensuring interoperability between DVB-RCS terminals and systems
- Cost reduction - lowering user terminal and service provision costs
- Availability - supporting DVB-RCS market development and definition of solutions for service and application support
- DVB-RCS awareness - publishing information about DVB-RCS capabilities and implementation
- Standard evolution - defining enhancements to cope with new user requirements or to increase service provision efficiency
Availability
The SatLabs Group is also working on simplifying the development in the market of systems based on the DVB-RCS standard. This involves areas like application support and integration with operational support systems. An important example is in the area of Protocol Enhancement Proxies (PEP), in which the group is defining a standardised interoperable PEP. This will guarantee a good level of performance for TCP and HTTP applications while still allowing different PEP products to be used in the terminals and gateways, thus ensuring interoperability and future-proof solutions.
DVB-RCS Awareness
In order for a new standard to be successful in the marketplace, it is essential that information is readily available for potential users, operators and developers. The SatLabs Group will therefore become a knowledge center for DVB-RCS. Application notes, descriptions of pilot experiences, guidelines and recommendations are regularly published to raise awareness of the capabilities of the DVB-RCS standard, and to simplify the set-up of applications and services.
Standard evolution
The SatLabs Group continuously analyses potential improvements, and has an open work program in support of the DVB-RCS standard, with new tasks being defined by a committed and proactive membership.
