Reproductive Health Strategy Launching
July 17, 2012 RHD/ MoPH and HSSP
Executive Summary: A one day National Reproductive Health strategy Launching ceremony has been held Through technical support of RH strategy launching nominated committee (RH technical Staff, HSSP, WHO, UNFPA, UNICEF, JICA) and financial support of HSSP funded USAID and JICA on July 17th year 2012 in Kabul Serena Hotel of Kabul. The event was Held with participation of 120 members from Kabul including UN agencies, national and International NGOs and 34 provincial RH officers and HMIs officers.
During the launching beside speeches of MoPH, deputy minister and RH supported Partner s speech from USAID, WHO, UNFPA, UNICEF, Parliament, the national RH Strategy and policy 2012-2016 with its five years budget was introduced. It is worth of Mentioning that the representatives during their speech showed their commitment for Implementation of the five years reproductive health strategy.
Introduction: Maternal and child health is one of the core strategic areas of the Ministry of Public Health - Health Care Sector Strategic Plan (2012-2016). The expansion and Improvement of reproductive health (RH) services With its main components, Maternal and neonatal health (MNH), birth spacing/family planning (BS/FP), sexually Transmitted Diseases/ HIV/AIDs and Breast and Cervical cancers has been a major Commitment of the MoPH and partner agencies towards the MDG 4 and 5.
Fortunately, the Reproductive Health Directorate of the Ministry of Public Health has Made remarkable achievements throughout its program including reduction in Maternal Mortality Rate (327 per 100,000 live birth), Under five Mortality Rate (97 ), Infant Mortality Rate (77 per 1000 live birth), Total Fertility Rate (5.1), improvement in Life Expectancy (the progress made since 2002 (Afghanistan Mortality Survey 2010). However, the maternal mortality rate (MMR) still remains high by international Standards and compared with neighboring countries.
The National RH strategy 2012-2016 was inaugurated by reciting of versus from Holly Quran. Then the reproductive health director welcomed the respected guests and beside This invited His Excellency Deputy Minister of health, Dr. Ahmad Jan Naeem for his Opening speech. His Excellency welcomed all members and delivered his speech. His Excellency besides providing information on overall goal and objectives of the MoPH And its relation with MDG goal 4 and 5, has introduced the achievements that the MoPH had during the last decade. His Excellency acknowledged and thanked from Reproductive Health supported stakeholders including UN agencies, national and International NGOs implementers from everlasting support toward achieving MDG Goal 4 and 5. In addition representatives of USAID, Parliament, WHO, UNICEF, UNFPA have given their comprehensive speeches and expressed their commitment for Implementation of the reproductive health strategy for achieving the objectives of the MoPH.
According to the agenda, during the second part of launching ceremony firstly the National RH strategy 2012 2016 has been presented by Reproductive Health director Dr. Sadia Fayq Ayubi and secondly the cost of five years strategy which was Developed with technical and financial support of the UNFPA has been presented by SMI director of RH director Dr. Sohila Waheb Ziayee. At the end of the launching Answers were given to those who had question from developed RH strategy and policy And it is cost.
Goal: Introduction and dissemination of RH strategy and policy designed as Comprehensive integrated package to achieve quality RH services in all Afghanistan.
Specific Objectives are to: Launch national RH policy & strategy( 2012- 2016)
Introduce national reproductive health strategic action plan and costing (2012- 2016)
Expected outcomes: Government partners, stakeholders, and donors have been oriented to national RH
Policy & strategy (2012- 2016)
Methodology for introduction: In the initial stage the National RH strategy and policy and strategic action plan of RH Strategy including estimated cost of five year presented consequently the Question and Answer part of event has been taken place. The reproductive health director has introduced the National RH strategy 2012-2016. According to her speech, in the reproductive health strategy besides MNH and Family Planning priority has been given to two other important none communicable disease as Breast and cervical cancer and communicable disease Sexually Transmitted Disease And HIV/AIDs. An important part of the strategy was the reproductive health indicators of RH strategy. According to her presentation as an example from indicator section, in baseline of Indicator 68% of health facility had midwifed it will increase to 80%. The second presentation was given by SMI director Dr. Sohila Ziayee. She has Presented the cost of the RH strategy for 2012-2016. According to the estimated cost the five years estimated budget for implementing this Strategy would be almost 80 million $. This amount of money has been divided in five Years based on planned activities. Question answer section: 1. Question: How the RH Directorate will receive the amount of 80 million US$ for
Implementation of this strategy? Answer: Dr. sadia, RH director replied,we have our relevant stakeholder and Donors who promised to support the RHD financially and technically. But we Haven t received promise for all activities as for STI and breast and cervical cancer We need to develop proposal. For will advocate for individual activities to provide This amount of budget accordingly.
2. Question: Although a lot of Midwifes trained, still we have shortage of midwife in The facility level, the reason is since graduation they are not working in their facility Based on their facilities requirements. Answer: We know this problem and identified these challenges in several provinces. The way of solution would be to avoiding distributing graduation certificate unless They work in their catchment areas based on commitments that they were written Officially at the beginning of the programme. Participant's comments: As per supervision in some USAID supported provinces the Deployment process is considering carefully. It means the problems in mentioned Provinces are very rare.
Answer: The criteria for deployment is not implementing accordingly. Through Midwifery Accreditation and Education Board (MAEB) we will work with them to Support deployment process of the midwifery program. In addition, Family Health house/ UNFPA is also a pilot project which will work to Identify challenges and run the program comprehensively.
3. Question: some part of other strategy as CBHC has been repeated in this strategy. I Would like to know if it is necessary to include or not. For usage of misoprostol it should be included hear or not.
Answer: Dr. Sadia replied, a member from CBHC department was present During developing this strategy we are not seeing any repeated approaches especially at The community level. For community based distribution of misoprostol we have Mentioned that the usage of misoprostol must be extended gradually after providing Comprehensive training to community health workers and other relevant people who Are involved in the expansion plan. Participant's comments: Guideline of misoprostol use at the community and facility has Been revised and reviewed. Advocacy is needed to include it in the essential drug list of The MoPH.
