Lockheed Martin is pleased to submit this response to the Norwegian Deence Procurement
Division. The revolutionary F-35 5th generation ghter integrates advanced all-aspect stealth into
a supersonic, highly agile aircrat with advanced sensor and net-enabled usion capability anddramatically improved supportability and sustainability. The result is an aordable ghter with
unprecedented surveillance, combat eectiveness, and survivability.
As the rst ghter in history specically designed to be a key node in a vast network o
communications capabilities, the F-35 gives decision-makers greater latitude and response time
to make critical decisions. Its tremendous processing power, powerul sensors, and true
inormation usion make the F-35 an indispensable tool or uture homeland deence and joint/
coalition operations scenarios.
The F-35 is the most eective multirole ghter to ensure the sovereignty o the Norwegian
homeland particularly in the High North. Our 5th generation technology allows the Future
Combat Aircrat to achieve all multirole requirements dened in the Request or Binding
Inormation. It can be easily integrated into the existing F-16 orce structure and will act as a
orce multiplier, increasing the operational utility o existing orces.
Aordability throughout its service lie remains the bedrock o the F-35 program. Rapid day-to-
day maintenance response times are provided through a modern global supply-chain management
inrastructure. The result: streamlined sustainment with substantial cost savings and greatly
improved system availability and fexibility. Anticipated production o more than 3,173 aircrat
across all three variants oers greater opportunity to expand global partnerships industrially,
politically, and militarily. To date, the JSF Team has identied approximately $4.8 billion in
Industrial Participation opportunities that will directly benet Norways deence industry and
provide spino opportunities to benet other industrial activities.

The key eature o 5th generation ghters is Very Low Observable (VLO) stealth.
VLO stealth requires internal weapons and sensor carriage. Unlike legacy ghters,
weapons may be carried internally to greatly reduce observability and drag or
increased range and persistence, leading to longer loiter time without detection
ideal or surveillance in the High North area. The F-35 has a radius o 673
nautical miles on internal uel alone and 728 nautical miles using external tanks.
When stealth is not required or in low-threat situations, additional weapons and
uel o up to 18,000 pounds can be carried on 11 external hardpoints or even
greater range and combat eciencies.

Tactical Point
The F-35 also has extensive interoperability with legacy
systems, weapons, and other deence networks within
NATO, international coalitions, and other participant
countries. The F-35 can communicate with 108 OPFACS.
This provides the Norwegian national leadership and
combat commanders operational reedom and fexibility
not possible with earlier generation aircrat and traditional
Intelligence, Surveillance, and Reconnaissance (ISR) assets.
Operational Flexibility and Interoperability
Whether providing national sovereign deence o the homeland,protecting valuable natural resources, supporting regional operations,or a NATO expeditionary role, the F-35 perorms a wide range omissions with greater combat eectiveness and eciency, and with a
higher degree o survivability than legacy ghters.
Once targets are detected, located, and identied, and
assignments are made within fights, the onboard
Electro-Optical Targeting System (EOTS) and Active
Electronically Scanned Array (AESA) radar continue to
update and rene threat inormation. This data is shared
among F-35s by an intrafight data link (IFDL) and
used by each aircrat computer together with data rom
o-board sources. The resulting data usion (i.e., a near
complete picture o area o interest) is displayed to each
pilot via the large Multiunction Display (MFD). This same
inormation can be shared with other Norwegian agencies
and allies who have the same Common Operational Picture
(COP) needs.

The JSF team unded eorts to establish a Composites
Center o Excellence or LRIP 3. We provided risk
reduction studies and technical consultants to ensure
this technology is properly developed and used in the
production o F-35 components. This represents a
signicant expansion o the current composites technology
at Kongsberg and orms the basis or a much larger
production volume as the F-35 enters ull-rate production
with planned quantities o 3,100+ aircrat.
Joint Marketing o JSMLockheed Martin and Kongsberg Deence & Aerospace
o Norway have entered into a joint m arketing
agreement to market the Joint Strike Missile (JSM).
A conservative market assessment shows a market
potential o approximately 790 missiles. The JSM can
be carried both internally and externally on the F-35.
Norways Composites Center o Excellence
Industrial participation between Norway and the joint government-industry
team means a partnership that continues through design, development, and
sustainment throughout its lie cycle. Enhancing the competitiveness o
Norwegian industry, its knowledge and technology base, and creating the
potential or spinos to other sectors are key tenets o our plan. The JSF Team
IP is valued at approximately $4.8B. This represents approximately $1.0B
improvement rom our 2006 IP Plan and does not include Propulsion IP.

The weapon system in our oering is based on the contracted F-35 System
Development and Demonstration (SDD) Block 3 Conventional Takeo and
Landing (CTOL) conguration, plus anticipated Block 4/5 upgrades and any
Norwegian Future Combat Aircrat (FCA) requirements. Regular upgrades
through a ormal Block upgrade program are planned. The Government o
Norway has identied 2014 or acquisition with deliveries starting in 2016.
As currently assessed, Norway can expect to have Block 4 capability in
their early production aircrat and Block 5 capability in the later production
aircrat. Retrot o new Block capabilities in earlier Block aircrat is a key
tenet o our spiral plan.
F-35 Spiral Development Approach Beyond 2012
In anticipation o an FCA Program Parliament go-ahead in 2010 and an F-35
contract award in 2012, the rst F-35 deliveries to the RNoAF start in 2016.
The subsequent aircrat delivery rate is two (2) aircrat every other month
until the desired delivery is ullled. Initial Operating Capability (IOC) is
achieved mid-year 2018; Full Operational Capability (FOC) in 2020.
