MR-5 and MZ-Tay Nguyen (nfi) consisted of three divisions which were organized into a Corps or Brigades. During the Winter­Spring offensive, the mountain area would be the object of the most severe attaoks while the political struggle would be concentrated in the plains area. (3) On 8 November 1969, a US MI source reported the following information:

On 27 October 1969, the Son Tinh VC District Sub-committee held a political training course in the :3ong Gian river area (BS 3908:00) (AY~: Dong Dien rice field area), Ha Lam (Y), Son Ha (D). Teaching the course were two instructors; Nguyen Dau, member of the Son Tinh VC District Suh-committee and Tran ::loan, member of the Son Tay VC Village Coromi ttee. A ttending were 60 residents from the Doi Dien area vicini.ty (BS 440770), the Hoa area vicinity (BS 430770) and the Tan An area vicinity (BS l"43789).

The course was held to regain the people1s confidence and propagandize political subjects in order to keep the people frcm worry"ing. They propa£;andized t:le revolutionary policy and told the people to organize food support programs. The VC told the people they would protect their property and cattle from damages while they moved to the ~iC controlled area. They infor:rred the people that if they forgot any thine" their children could return for it. The VC told the people they would build a VC ref~ee camp in the IJC controlled area where the residents could live temporarily. During the night of 3 November, vcr personalities" 19 Ngo and Dang Cong }llion, led a group of 15 men into Thach Nhon (H) (AT 946717), Hoa Thinh (,)~ Tr~s group came as a show of force to demonstrate to the people that trill VC can control the hamlet whenever they desire and to de.'1land from each ia'7lily or house, 20 kilos of rice and other foodstuffs. They told the people that they wau1d return to pick up the su.P~lies in three or four days. The goods \wuld be picked up at each house. The 44th Q.lang Da Front (Front 4) has ordered all MF and LF units to attack US/GVN outposts on the, Q.wlg Da battlefield. Attacks were planned for moonless rdghts between 10 and 20 November 1969. The Rca Hieu Local Force 1s responsible for the H1eu Due Distri.ct Headquarters, Tuy Loan District busineas quarter. To support city penetration agents in launching assassination/sabotage activi.ties against US/GVN establishments, all artillery units will shell Danang and Marble Mountain airbases. A large offensive was planned for earlT December 1969, after a period of recuperation and receiving of rep.l.acementso The attacks are ai.med at annihilation and destruction of material to hamper the Vietnamization of the war. (1) On 4 November 1969, elements of the America! Division, while operating in the vicinity of (BT 15425J) discovered an enelJl7 dOCWllfl:n.t containing the following information:

ufficial letter, dated 26 October 1969, from an unidentified individual, to Hao and Co (nii), informs them that in accordance with orders from the Region (possibly Region 5) Party Committee, they were to COlltinue making counterfeit US currency in order to keep their customers (possibly dealers who knowingly use it) supplied until furthElr instructions (poesib13 from Region 5 Party Committee) were received. An all-out plan would be formulated (possibly by Region 5 Party Committee) to disrupt the eneuw. Hao and Co had to limit the amount, of US currency counterfeited to $lOOUS per day_ The author also instructed Hao and Co to find a market for the merchandise "Z" (poseib~ marijuana) which would be provided to them by K (possibly Region 5 Party Committee). (2) On 4 November 1969, elements of the America1 Division, while operating vicinity of (BT 154253) discovered an enemy document containing the following information:

Official letter, dated 27 October 1969, from an unspecified indiv:ldual to Hao and Co, reveals tha.t a large amount of merchandise liZ" wl;)uld be provided to Hao and Co. The author informs Hao and Co that l~he enemy (FWMAF!RVNAF) troops were l.n Hamlets 6 and 8 (nti), Hoc Thap and Doi Chay a.reas, and K1' Que and Ky Son Villages (possibly Tam Ky (D), ~ang Tin Province, Military Region 5). (1) A VC rallier ot 19 October 1969, stated that on 30 September 1969, one platoon of H 16 company received orders to be under the operational control of the 83rd Bn temporariJ.;y. Subject also st.ated that seven ('1) _n in the H 16 com~ had just completed training in underwater sapper tactics, and would be employed for supporting other units. (2) An interrogation report of a va Returnee, Phan van Trung (AKA: Thanh Co), of 21 October 1969, at Mo Duc (D), Q1ang Ngai (p), disclosed the following information:

Source stated that he was a Senior iieutenant Cryptographer ot the Special Mission Group of MR-5.

In August 1969, source stated that he read a directive tram the Q.l,ang Ngai Unit to LUc Pho (D) and Mo Due (D) which revealed the future activities of MR-5 forces a8 tollows:

d. Military Region 4. on 7 Novemer 1969, a US III Douree reported the following information:

Froll 21-.25 October 1969, Militar;y Region 4 conducted a JDt'teting at an unkn.own location in Ha Tinh Provine., North Vi.tn&Dl. The purpoee of the meeting was to outline plans of higher Headquarters and l.ow level installations of Military Region 4 for the forthcoming winter-Spring Campaign. Participants at the meeting included Military Region 4 cadre, provincial. district, village and hamlet cadre, and approximate17 ,300 soldiers trOll Military Region 4. The meeting waD held to outline wqa by which the overthrow oi' the Government of South Vietnam could be accomplished by the end of 1969. The following resolutiorlll ore reached and the requirements for execution thereof, were levied upon the various cadre, as followe:

(a) The formation of transportation labor groups tor the purpose of transporting weapons, amglnition, and rations troll storage area8 in ~ Ta. (CNA), ViM Linh Special Zone, and the Thuy Can area (Cm), into the Khe Sanh area to suPP17 7th Front and B-5 Front.

(b) The formation of volunteer ambulance cadre groups to infiltrate SVN in early November 1969.

(c) Organization and training of stay-behind cadre who have an understanding of the political aims of NVN.

(d) The organization of elements to infiltrate the RVN Government agencies, and act as contacts between communist cadre and the local populace of South Vietnam and as contacts between the NVA military forces and the local popuh.ce (SVH). These elements will penetrate their targets during the attack phase of the winter-Spring Campaign.

<e) District, village and hamlet cadre will recruit and train new cadre. Special emphasis will be given to the recruitmnt of youths from 10 to 15 years of age.

(f) Organization of North Vietnamese youth GrOUp8 for accelerated training and infiltration into the Tri-Th1en area tar the purpose of influencing and recruiting the local youths and to aid in their training.

(YD 348496) va entered the Phuoc Mon Resettlement area in Hai Phu (V) and assaesinated Mr. Tran Van Bac, Chief of 29th RD Team, one woman and two children.

(YD 230677) Three (3) va entered the home of Truong Quang Thuc (age: 50) and kidnapped him. Thuc was formerly a member of the communist party, until 1960. Presently he is chairman of the village self help project. Local officials believe that the va captured him to instruct political indoctrination course.

\ YD 363102) An unknown number of VC entered the house of Nguyen Thi Tho, led her to vicinity (YO 3595.10), where they assassinated her. Preliminary investigation re·­vealed that she WaS the girl.­friend of the assistant group leader of the 20th RD Team.

(AT 987624) On the night of 26 October 1969, an unknown number of VC entered Thai Cam (H) and tore down a tent that had been erected for some refugees. The va booby trapped the tent by planting an M-26 grenade in its folds. One VN civilian waS killed and two wounded when they attempted to reerect the tent.

(BT 033507) VO entered the Xuyen Hiep refugee area and assassinated a commissioner (nfi) of the Ivcal village cornmi ttee.

Marines TAOH were extremely active. This activity is believed to in­dicate substantial rice gathering operations are still in progress by tl1tl enemy. RF sensors in the 'lth Marinas TAOK were also active during the reporting priod. Both .line sensors and R.F sensors canbined detect­ed 43 targets. Bomb damage assusment confirmed three enemy KIA, three ~nemy WIA, and one sampan sunk as a direct result of sensor detections during the reporting period. A reconnaissance of th~ aNa in the vicin­ity of AT 881808 on 15 November after a fire mission in response to a line sensor d~tection found scattered rice, blood trails, and drag marks.

e. Amdrical Division sensors detected 20 targets during this re­porting period and fired 14 missions. The enemy activity was concen­trated on the main supply and infiltration routes. The sensors located on the approaches to the Fire SUPl-ort Bastls and InstallatioIB were inact­ive. Overall sensor activity in the Americal TkOn deCrd&3ed slightly this reporting period. Sensor detected movement on the supply routes throughout the TAOR continues at a reduced rate whil.e movement detected in the coastal plain a~a was minimal.

(2) The 2d AR~~ Division sensors detected five targdts and fired five missions in response. On 9 November 1969 sonsors located at ES 552-635 detected a platoon size unit. An artillery fire mission was called resulting in two enemy KIA.

(3) The ,1st ARVN Regiment sensors detected one target during the ~ reporting ~riod. This occurred on 13 Novanber 1969 in the vicinity of AT 794604. An artilli;lry fire mission was called resulting in two enemy KIA.

Reported VC/VCl counterintelligence related activities reflected continued adherence to the tactics of the past several months. No signiticant change in the scope or intenSitY' of reported activities was discernible, however major difficulties regarding implementation of enemy plans continued to be revealed.

Despite concerted emphasis on the propaganda explOitation ot anti-war dissent in the U.S.; the rising prices of commodities in RVN particularly food; travel restrictionsj militar,. conscription; and: various war damages; en~ plans to instigate wid.spread dissent and political struggles against the GVN bave failed to .. terialize.

a. QUANG TRI (P). Action in QT'At\'G TRl Province W&l li~ht last week, confined to the area south of the DMZ a~d north of DONG HA - CAM to segment of Route 9. There were three attacks by fire in this area early in the week, directed against 1/5 Mechanized Brigade and ARVN units.

Ground action was sporadic and light; however, interrogation of pwJs taken substantiates the presence of the 27th Regiment operating in the area, with one battalion at a time rotatinj1; south of the DMZ for periods of about one month. Friendly initiated contacts between the 16th and 19th of Nove.ber, ~ a.ll in the area north of Route 9, resulted in five N's, two fro. the 27th ., Regiment, two from the 31st Regiment and one from the CAM to Diatriet Armed Unit. Sweeps of the area have uncovered bunkers, a cache of 440X82mm mortar rounds and other ordnance, 55 ene~ bodies killed previously, and involved contacts in which It t.otal of an additional 16 eneJllT were KIA. Other actions resulted in one US helicopter shot down by automatic weapons fire (YD 110700) on the 16th, while three ARVN APC's from 2/7 ACAT hit mines (approximately seven kilometers northwest of DONG HA) on 1a November.

b. THUA THIEN (P). There was no 8ignificant activity reported in THUA 'lH lEN Province during the past week, which lends credence to PW and returnee interrogations indicating that ene~ forces in the area are re­maining out of contact, concentrating on gathering rice, organizing the VC Infrastructure and reconnoitering ARVN and US operations in the area.

Another attempt to mine the DANANG-Ht'E Railroad lIIlB thwarted last week when two Vietnamese boys reported finding a rail mine (zn 0701) on 14 November. The deTice, consisting of 12-15 pounds of C-4 in a sandbag, was subsequently disarmed by EOn personnel.

Documents captured by the 101st Airborne Division have added further evidence that the K.4C Battalion, 4th Regiment is located in the TROUl Mountain area of PHU LOC District (YC 9496). In a 66 page notebook kept by a member of the battalion from 13 February 196a to early November 1969, an entry dated 31 OctOber 1969 revealed the location of the battalion and graphically described the near combat ineffectiveneas of the unit due to hunger, sickness, continual combat failuref and the results of ambushes and artillery. In addition, it states that the unit's morale has deterio­rated, as has the effectiveness of its unit commanders. While further in­telligence is required to confi:nn this information, this document suggests that the capability of the K.4C Battalion to con::luct SUccessful combat operations at the present time may be quite limited.

in QUANG NAM Province during the past week. Activity continued. in the QUE: SON Mountains, &15 elements of the 7th Marines on 20 November discovered large caches of rice, ordnance, and a hospital identified as the 78th Hospital, Front 4, in caves eight kilometers northwest of QUE SON (AT 961 394). Two cavel contained. weapons and ordnance while the third included. the hospital and associated medical ~quipment. The major items captured inchded five late model Soviet flame-throwera,a 12.7m AA gun, 425 round!1 of mortar, RR and RPG aJIIIlunition, over 40,000 rounds of .50 caliber and 7.62 ammunition and SOO pounds or rice, probably belonging to the 36th NV~l Regiment. Early in the reporting period ARVN and RF units engaged enemy forces south of HOI AN, regist.er5ng large nUJJbers of KIA's and N's. On 16 November the lst/23d RF Group engaged an unknown size enemy force six kilometers south of HOI AN (BT 145505) ~sulting in 62 enemy IIA and 45 P\'1's, probably ft'Om the V.25 MF Battalion. On the 17th, the l6lat RF Com-. pany and 3/17th ACAT contacted another unknCMn size enemy force nine kilo-. mete rs south of HOI AN (BT 140480). Interrogation of P\-l'l!I indicates that the enemy -7 be planning to con·· duct more active and 1a rger scale operations in the lowlands than he hal in the recent past. A P'wi (BT 143480) from the V.25 MF Bat.ta11on. stated that the future miSsion of his unit was to combine with the R.2O MP' Bat­talion for future attacks on HOI AN and DlEN BAN, while another pri8oner, a eergeant from the 703d Communication Battalion stated that the 3d Infan1~ry Battalio.,QUANG DA Special Zone, had been deactivated and its ele~nts used as replacements for III VC District Forces, DIEN BAN local force unU., and the ,6th NVA Infantry Regiment. Another PW captured eight kilometers south of HOI AN (BT 170485) ::laimed to be from the T.S9 Main Force Sapper Battalion which he stated had moved to the lowlands to operate in conjuncUon with local torce unite.

In scattered friendly initiated actiona located generally north of AN HOA throughout the week, 76 eneDl1 were killed in nine separate actions wUh negligible friendly casUlltie s or damage.

d. UANG TIN P. Action in QUANG TIN Province, particularly in the eastern THANG BIN BARRIER ISLAND area, has resulted in a substantial number of enemy kills and N's. In addition, reports indicating that the enelll1 is suffering from lack of food and _dical supplies verify the success ot the aggressive search and clear operations being carried out. PW interrogations and statements of Hoi Chanhs indj' ate that the 70th Main Force Battalion, 72d Local Force Battalion and 76tn Local Force Sapper Battalion are moving from the piedmont and are returning to their normal AO's in the coastal lowlands of THANG BINH and BARRIER ISLAND.

The remaining action in QUANG '!'IN ;.Jvince was priIMrily friemly initiated with ARVN, RF 8000 PF units engaging small enemy units focused mostly in an area five to ten kilometers west-southwest of TAM KY. This action resulted in over 80 enemy KIA's with very light friendly casualties.

e, QUANG NGAI (P). The ,:attem of successful friendly initiated con­tacts and the di scovery of 1a rp:,~ C:", -:hefl of rl ce was evident also in QUANG NGAl Province this week. In numerou5' widely scattered incidents, ARVN, RF and PF units killed more than 80 ':~'£11JY, while US tnli ts located over 21 tons of rice. The largest amount, b~'ing collected over a period of several .... days (11 kilometers southeast of MO fIJC~ amounted to 15 tons. Increased .-numbers of Hoi Chanhs and ?WI e indicate ilia t the shortage of food and the eucce88 of friendly search and clear operations may be laving an adverse effect on the enemy's morale. Initial interrogation indicates that many of the PW's were on rice ~thering ~;~sions when captured.

Reports this past week also indicaL,"r1 tr18.t the 2d NVA Regiment has moved into northern BINH DINH Province to participate in attaclal which are part of the Winter-Spring offensive, but will retum to QUANG NGAI near the end of the year. PW's from the Jd NVA Division have now stated that the entire 3d Division Headquarters, and its supporting elements as well, have also moved south across the border into BINH DINH Province.

The pattern of reinforcement of local force units continues in QUANG NGAI Province. Reports from a varittty of sources have given some evidence of a build-up of the 48th Local Force Battalion by the C.2l Sapper Company, 506th Sapper Company and the gIst Local Force Company in the SON TINH Dis­trict in preparation for an attack on QUANG NGAI City in the future.

f. ANALYSIS OF '!HE ENEMY SITUATION. Activity in lCTZ during the past week was characterized by friendly initiated contacts and meeting engage­ments principally between ARVN, RF, am PF units and varying sized enemy. elements. It is significant that major NV A units are remaining out of con­tact with the exception of the area south of the DMZ in northern QUANG TRI Province. It is .ost problble that they are preparing for later phases of the Winter-Spring Campaign, while the brunt of the current action is being taken by local and main force units.

Meanwhile the enemy' 25 loss of large caches of rice, ordnance and other 5uppl1ee in QUANG NAM an:i QUANG TIN Provinces during the past week will probably have an adVerse effect on the scope and intensity of enemy activ­ities during coming weeks.

On the ()ther hand, if the enemy has planned to use this material during later phases of the Wintel'-Spring Campaign" he may be forced to undertake an increased logistics effort to replace these 1058es or be forced to cancel or reduce some of his future operations.

In any event, in the absence of positive indications of stepped-up operations :in the very near future, it is estimated that major NVA/VC unite will continue to regroup and retrain during the coming week while efforts to gather and stockpile rice continue.
