Angolan law requires that all cargo purchased abroad for importation to Angola requires a loading certificate (also known as
Waiver / ARC / CNCA Certificate). The loading certificate number (waiver number) must be shown on all documentation related to
the cargo shipped under that loading certificate.

FERI can be issued with the following documents:● Stamped copy of BL (Bill of lading)● Commercial Invoice of the goods.● DU document
REGULATIONS
● A CNCA (Conselho Nacional de Carregadores) certificate is required for shipments to Angola.
● Shipper/ forwarder must obtain the loading certificate from a CNCA agent, before loading the cargo.
● If above fees are not paid when cargo is loaded CNCA fees will be doubled and an additional fine of US$5,000 can
be issued per incident.

A Cargo Tracking Note (CTN) / Bordereau de Suivi de Cargaison (BSC) must be obtained at the port of departure/load (POL).
This is mandated by the Port Autonome de Cotonou (PAC) as outlined by the Direction Generale on October 10, 2017 in order to monitor maritime cargo.
PROCEDURE
BSC can be issued with the following documents:● Original Bill of lading Copy● Commercial Invoice● Freight invoice (if not mentioned on commercial invoice)
REGULATIONS
● Failing to submit the BSC certificate, cargo cannot be cleared and will be sent back to origin.
● All BSC must be validated NO LATER THAN 5 DAYS AFTER SAILING.

For tracking the transport costs, security and transportation of the goods, Cameroon introduced the law 00557/MINT on 11th July 2006. By this law, for all cargo to or from Cameroon, the shipper or its representative must establish the ECTN (Electronic Cargo Tracking Note) in order to unload the cargo in Cameroon.
PROCEDURE
ECTN can be issued with the following documents:● Stamped copy of BL (Bill of lading)● Commercial Invoice of the goods.
REGULATIONS
● ECTN (BESC) must be presented to the CNSC (Cameroon National Shippers Council) within 5 days after the departure and 5 days before the vessel arrives to the port.
● Shipping or arrival without ECTN, or false information in ECTN results a fine of an amount that is equivalent to the cost of the ECTN, plus the regularization charge determined by CNSC.

FERI (Fische Electronique de Renseignement à I'importation) is a mandatory loading certificate that must be issued for unloading the cargo in Democratic Republic of Congo.(011/18 - 11th April 2011)
PROCEDURE
FERI can be issued with the following documents:● Stamped copy of BL (Bill of lading)● Commercial Invoice of the goods.
REGULATIONS
● Shippers or the forwarder agents have to submit FERI certificate 5 days before the vessel arrives to the territorial waters of Democratic Republic of Congo.
● If FERI is absent, the FERI issuance will be paid at the arrival, plus, a fine of %20 on the freight value. (409/021 – 23th March 1992)

An ECTN certificate is to accompany all shipments/ cargo heading towards the Republic of Congo. Once the ECTN has been granted, the ECTN will receive a Unique Registration Number or URN number.
This number should be endorsed on the Bill of Lading and is required by the Congolese Shippers Council (CCC) when clearing the goods.
PROCEDURE
ECTN can be issued with the following documents:● Stamped copy of BL (Bill of lading)● Commercial Invoice of the goods.● GUOT Document
REGULATIONS
● The ECTN should be obtained within 5 consecutive days after vessel's departure.
REPUBLIC OF CONGO: ECTN

In order to monitor all Côte d'Ivoire volumes, the Office Ivoirien des Chargeurs (OIC - the Ivorian Shippers Council) has introduced a
Bordereau de Suivi de Cargaison (BSC) - a cargo tracking note. Custom clearance is not possible without the BSC and cargo can consequently not be delivered.
PROCEDURE
BSC can be issued with the following documents:● Bill of lading● Commercial Invoice● Certificate of Origin● Customs Declaration● Insurance Copy● FDI document (If the FDI number is not on the Insurance copy.)
REGULATIONS
● Failing to submit the BSC certificate, cargo cannot be cleared and will be sent back to origin.
● Customs Declaration amendments are subject to a fine of 2500 USD per Bill of lading. This amount will be debited to the agency that requests the correction.
IVORY COAST: BSC

For all shipments to and from Libya (all cargo in transit included), the shipper or his forwarder are required to issue an ECTN in the port of loading and submit it to Antaser for validation.
Each Bill of Lading must be covered by at least one ECTN and its unique number needs to be inserted in the Bill of Lading and Cargo Manifest under penalty of fines for the shipping line.

LIBYA: E-CTN

All cargo shipped to Madagascar as from 24 March 2007, requires a Cargo tracking note (CTN/BSC - Bordereau de Suivi des Cargaisons). (Order n° 01/MFB/SG/DGD - 2007)
BSC certificate is an obligation for all shipped cargo, and it enables the Malagasy authorities to control, track and identify all necessary information on cargo traffic. BSC must be acquired by the shipper or the forwarder, at least 3 days before the submission of the declaration.

MADAGASCAR: BSC

A Cargo Tracking Note (CTN)/ Bordereau de Suivi Cargaison (BSC) is
required for all exports to Togo under ministerial decree. Cargo
Tracking Note/ Bordereau de Suivi Cargaison is available from the Togo
Shipping Council/ Conseil National de Chargeurs Togolais (CNCT). The
CTN/BSC number must be shown on each Bill of Lading (BOL) and per
vehicle unit, and indicated on the shipping manifest. The CTN/BSC is
also applicable for transit cargo to Hinterland destinations.
