• Nearing completion…awaiting inputs
– Held a Centrals Conclave at IPO, 1-3 May
– Recently received consolidated inputs from follow-up Centrals’ July TIM
– Received Central IDPS CONOPS Appendices from NAVO and FNMOC…awaiting AFWA and NESDIS

GAO Review of NPOESS
• Requested by House Committee on Science• Study Initiated in August 2001• Overall Objectives
1. Evaluate the status, plans, and technical and programmatic risks associated with NPOESS acquisition and operations
2. Identify challenges in managing the vast streams of data from NPOESS satellites
3. Determine whether the IPO is effectively applying lessons learned from prior NOAA satellite acquisition efforts
• Entrance meetings with NWS and IPO in August• Numerous meetings with IPO to discuss all 3 objectives• No definitive schedule for completion of review
– Draft report may be available for spring Congressional hearings after release of FY 2003 PB

Satellite Data Assimilation
• COPC requested IPO to “lead and fund a vigorous data assimilation plan”
• IPO agrees with COPC precepts– Effective assimilation of satellite data into operational products is important
to success of future satellite programs (NPOESS/GOES-R) --- However IPO is not authorized nor funded to develop satellite data assimilation
techniques as part of approved program• IPO has provided >$3M over last 5 years for satellite data assimilation
experiments and development of techniques for processing data from precursor instruments– NCEP, OSDPD, AFRL, NRL, and academic institutions– (AIRS, MODIS, SSM/IS, WindSat)
• IPO will provide up to $500K annually to the Joint Center for Satellite Data Assimilation– Funding contingent upon integration of DoD OPCs (FNMOC, NAVO,
AFWA) into the JCSDA
