IMPLEMENTATION OF SANT GADGEBABA GRAM SWACHATA
ABHIYAN IN KAMBALWADI VILLAGE
INTRODUCTION :
The village is located at the banks of river Bhogawati in Kolhapur district. The
village is very small with the population 1003. It has religious and social history. The
religious blessings of the King of Deccan, Shri Jyotirling and Shri Mahalaxmi of
Kolhapur are the features of this village. The social, educational and revolutionary
teachings of Rajarshi Shahu has also nourished the village.
Back in the history Kambalwadi was politically sensitive village, people use to
attend court regularly on either of a political dispute. There were no basic infrastructural
facilities available in the village. No road to walk, no water to drink, the entire village
was full of dirt and dust.
The Sant Gadgebaba Gram Swachata Abhiyan has changed the village upside
down and came upward as an ideal village in the state of Maharashtra. Sant Gadgebaba
Gram Swachata Abhiyan brought scattered people together, developed love for the
village in their heart, developed a sense of belongingness, sense of commitment among
the people for their native village.
A common village, unknown become popular throughout the country because of
Sant Gadgebaba Gram Swachata Abhiyan. Out of the efforts and hard work done by each
and every citizen of village including a child, an old man and women. The Abhiyan has
change the social, environmental scenario of the village, it was out of the determination
of the villagers, their willpower, their sacrifice for the village. It was a sojourn from
darkness to light.
The researcher has taken an overview of implementation of Sant Gadgebaba
Gram Swachata Abhiyan from 2nd
October, 2004 to 30th
October, 2004, as per the
schedule decided by the government.
1. 2nd
October to 30th
October 2004 :
On 2nd
October, a meeting of villagers (Gramsabha) was organized in the
village. The villagers were informed well in advance through ‘Sanskar-Vahini’ to
gather to discuss over the matter of implementation of Sant Gadgebaba Gram
Swachata Abhiyan in the village Kambalwadi. The Village Development Officer
and Sarpanch took initiative for the meeting. In this meeting 110 villagers (head
of the family) were present. The Village Development Officer started discussion
over the implementation of Sant Gadgebaba Gram Swachata Abhiyan in the
village. It was decided to implement 16 activities in the village. A work plan was
prepared on paper and it was decided to form Sant Gadgebaba Gram Swachata
Abhiyan Committee in the village to take care of all the activities, the chairman of
committee was also selected unanimously by all the villagers. An appeal was
made by Village Development Officer to clean the village and prepare for
competition.
2. 3rd
& 4th
October :
A day for village cleanliness and freedom from dirt. On this day the
Sarpanch along with some prominent inhabitants of the village started sweeping
and cleaning of village. Other villagers followed them and joined their hands. The
member of youth committee, students in school started cleaning village as per the
responsibility led on them. Every body in the village participated in cleaning.
The rubbish-dirt in the village collected together and disposed off the
village into tractors and trolleys. Near about 150 villagers participated in cleaning
of village. It was disposed off in the dumping ground for compositing. There were
six compositing centres already decided by Grampanchayat. It was also decided
by the villagers to keep a dustbin in every house and the dirt in the house will be
collected and disposed off in a dustbin kept at public places. Everybody in the
village decided to follow it, it was also decided that the person will be charged
with the fine of Rs. 100/- if put the dirt in the place other than dustbin in the
village. Everybody decided to follow it with great enthusiasm.
3. 5th
& 6th
October :
As per the plan, all the villagers on 5th
and 6th
October, decided to dig
underground absorption blocks and construct. Near about 210 villagers
voluntarily worked for digging of underground blocks. During these two days 130
underground blocks were prepared. The pit holes were filled with pieces of bricks,
small stones and sand, the waste water is allowed to fill in these pit holes for
absorption. It helped to maintain cleanliness in the village and prevented the
waste water accumulating in roads, open grounds etc. It also helped to avoid
mosquitoes and bad odour in village.
4. 7th
& 8th
October :
A day for cleaning schools and public buildings in the village. School in the
village is a temple of knowledge and culture. It is a place for cultivation of virtue
in tender minds, it’s a place where future citizenship is build. On these two days
villagers, teachers and students in the classes 1st
to 4t cleaned the school building
and school campus. The minor repairing in the school building were done. The
entire building was beautifully coloured and decorated the walls with slogans and
pictures. A welcome arch was constructed by people out of voluntary work. The
ground of school leveled. The other buildings in village, the building of
Grampanchayat, Co-operative Society was equally cleaned and decorated by
villagers.
5. 9th
& 10th
October :
Cleaning to houses and surroundings. Construction of four walls does not
mean a home. There is a need of love, affection and beautification of home. Sant
Gadgebaba Gram Swachata Abhiyan taught this to the villagers. Near about 286
houses in the village were cleaned during these two days. Every part of the house
was cleaned, coloured and decorated, including cattle shed and wash area. All the
houses in the village apart of their social background, religious background,
financial status were coloured in the same colour. It was a symbol of integration.
The surroundings were also cleaned all the villagers with a positive attitude and
enthusiasm cleaned their own houses and decorated. It gave a beautiful look and
identity to the village.
6. 11th
& 12th
October :
On these two days an exhibition of implements/items useful for cleaning
was carried out. All the useful items were demonstrated to villager, it was shown
practically how to handle, use and maintain required implements. Dustbins of
different types, spray pumps, sweepers with handles, floor cleaners, different type
of detergents, disinfectants, fungicides, roderat cides were also exhibited. The
care to be taken, the problems to be faced, the maintenance to be done, etc. was
demonstrated to villagers by experts. A session for clearing doubts was also
conducted, by interaction between villagers and experts. It proved very much
helpful for the villagers specially for women in Kambalwadi village.
7. 13th
& 14th
October :
A day for construction and repairing of toilets. Construction, repairing and
use of toilets by villagers is the soul of Gadgebaba Gram Swachata Abhiyan. The
basic purpose of this Abhiyan is to prevent open excrement in village and to
develop the habit of using toilets by villagers. Open excrement resulting in
environmental pollution is responsible for several epidemic diseases in the
village. It was already decided by villages to make the village free from open
excrement. In the houses where there was no toilet, new toilets were constructed
and some of the toilets were repaired. The most important deed was to teach the
villagers, the importance of using toilet and to develop the habit of using them by
the villagers. The entire two days were devoted to this purpose.
8. 15th
& 16th
October :
A day of training for water purification. Basically water is life giving, but
if it is polluted it takes the life. Polluted water is a sources of several water borne
diseases, where there is risk of life. Thus water play a vital role in the life of
human beings. There are different sources of drinking water in River Bhogawati,
two motor engines of 5H.P. lifts water and stores in water tank with capacity

18,000 litres. In some parts of village hand pump is also used as a source of
drinking water. On these two days the Gram Swachata Samitee inspected the
water tank and took samples for chemical analysis of water. It was brought into
the notice of villagers that the water from both the sources in village is fit to
drink. There are 89 tap connections of drinking water in Kambalwadi village. The
annual water tax is Rs. 360/- and Rs. 100/- additional on the use of drinking water
T. C. L. powder of the trade name Vikram is regularly used in the village for
purification of water. On the day the demonstration of water purification was
given to the villagers. The purifications to be taken for prevention of water from
pollution hygienic handling of water, household methods of purification of water
like boiling, filtration, use of candle filter etc. were taught and demonstrated to the
villagers.
9. 17th
& 18th
October :
A day for individual hygiene and sanitation. Individual hygiene and
sanitation plays a vital role in maintaining health. Lack of individual hygiene and
sanitation my result in several diseases. On 17th
and 18th
October, the importance
of individual hygiene and sanitation was brought into notice of all the villagers.
The importance of regular bathing, cleaning of head, cutting nails, washing cloths
regularly, washing hands before meal and after toilet was well explained by the
experts to all the villagers, specially to women and children in the village
Kambalwadi. Individual hygiene comprises of clean body and clean cloths was
understood by all the villager during these two days. It was shown practically to
women and children and an appeal was made by experts to develop the habit of
individual hygiene and sanitation.
10. 19th
& 20th
October :
A day for repairing, cleaning of roads and voluntary work. As per the plan,
all the villagers and volunteers voluntary worked together for cleaning and
repairing of roads in the village. The members of youth committee, members of
credit cooperative society and school children worked together for cleaning of
roads from Gadgebaba Chowk to the main road. Three interior roads in

Kambalwadi were repaired where there was the need of minor repairs. All the
roads were cleaned and beautified with plantation on both sides of road. It was
unanimously decided by the village not to put the solid waste and dirt on the road,
if somebody makes the road dirty, he will be punished with fine. The road
between Vivekand Galli and Tukdoji Maharaj Galli was constructed out of
‘Shramadan’ using tractor by the villagers.
11. 21st
& 22nd
October :
Cleaning of cattle and cattle shed. Cleaning of cattle and cattle shed is one
of the important activities in implementation of Sant Gadgebaba Gram Swachata
Abhiyan. The two days are devoted solely for this purpose in the plan. During
these two days all the owners of cattle in the village are called together for
guidance by Dr. Patil, Live Stock Development Officer, Panchayat Samitee. Dr.
Patil guided 413 owners of cattle in Kambalwadi, regarding hygiene of cattle and
cattle shed. He gave information on common medical problems of animals and
how to cure them. He also spoke on the different vaccinations made available by
the government at dispensary for animals. On the next day some of the animals
were vaccinated. A competition ‘clean cattle and cattle shed’ was organized by
the village committee. 139 owners of cattle participated in the competition after
cleaning their cattle and cattle shed. Dr. Patil supplied some literature on this
subject to villagers.
12. 23rd
& 24th
October :
A day for plantation, gardening and non-conventional energy.
Environmental protection and freedom from pollution is the slogan of Sant
Gadgebaba Gram Swachata Abhiyan. Trees plays a very important role to keep
the mankind away from pollution and to maintain environment, it also helps in
natural beautification of village. Trees are helpful in maintaining natural balance.
Thus two days were spent in kambalwadi for the purpose of plantation. During
these two days more than 100 new plants were planted and decided to grow by the
villagers. It was unanimously decided by the villagers that they will plant a tree
each, and will take the responsibility of growing tree. It was also decided to reuse

waste water for watering these new plants and garden in the village, the villager
undergo a vow not to cut the tree.
Another important activity is to develop awareness among villagers
regarding the use of non-convention energy sources like biogas, gobargas and
solar energy, it was followed by demonstrations.
13. 25th
& 26th
October :
A day for slogan writing, essay writing and freedom from addiction. For
propagation, publicity and spread of thoughts of Sant Gadgebaba and Tukdoji
Maharaj, as a part of Sant Gadgebaba Gram Swchata Abhiyan a competition of
writing slogans, essay was organized on these two days in the village
Kambalwadi. Women in the village very enthusiastically participated in this
competition, for the first time in Kambalwadi, they came out of their houses. The
competition proved that the women in village Kambalwadi are no less than the
men. By the end of competition the women who secured prizes were honoured.
Another important event of the day was freedom from addiction. There were
number of people who were victims of tobacco, smoking and Gutkha addiction.
The slide show was organized to show the effect of addiction on human health. It
was decided in a meeting that no villager will keep tobacco with him. It was
unanimously banned in the village. It was also decided to make the village clean
and beautiful by carrying voluntary work.
14. 27th
& 28th
October :
Healthy child competition. Children are the future of a nation, it is
necessary to keep them healthy. It is one of the important activities of Sant
Gadgebaba Gram Swachata Abhiyan. On these two days a competition of healthy
child was organized in the village, number of children have participated in this
competition. The first, second and third rank children were honoured with cash
prizes.
Medical officer of the Primary Health Centre, in a meeting, after
competition spoke on role of a mother in growing a child healthy. Medical officer

has given several tips to present mothers on the care of a child. The need of
different vaccinations was also emphasized by the doctor. The demonstrations on
health, hygiene and sanitation were shown in the function. The function come to
an end by interaction between the doctor and mothers.
A medical camp for medical checkup of villagers was also organized on
the same day. The people who were in need of medicine were provided with it by
the public health centre including vaccinations.
15. 31st
October :
A day of Resolution. 31st
October is celebrated as a day of resolution in
Sant Gadgebaba Gram Swachata Abhiyan. Kambalwadi village, before this day of
resolution was a village lying in the western corner of Kolhapur district, unknows
and unpopular. But Sant Gadgebaba Gram Swachata Abhiyan made it popular on
the national map. It spread the message of hygiene and sanitation throughout the
country. The efforts taken by the villagers are really appreciable and incredible
which cannot be described in words.
The people were fully resolved and determined in the implementation of
Abhiyan. Each and every citizen of Kambalwadi devoted himself at his level best
for the success of Sant Gadgebaba Gram Swachata Abhiyan. The women were
also come forward and have shown equal courage to the men in village.
Everybody worked together to change the entire village upside down.
During the period of implementation of Sant Gadgebaba Gram Swachata
Abhiyan everybody work selflessly. They have shown a good example of unity
and teamwork. The team spirit of the villagers was worthy to appreciate. They
worked hard to achieve the desired goal and brought the dream in reality. Their
determination, consistency, love, affection, teamwork, team spirit, devotion, sense
of commitment, sense of belongingness was a set example in the state of
Maharashtra. A village lost in the hills and valleys, lost in the forest come upward
with a identity of its own and got the fame and name.

They resolved that the efforts they have taken will not come to an end but
they will carry it on and on. It was not limited to achieving an award only but they
will continue it at their level best.
The village will now no more wait for the government assistance for their
own development but they will work at their own. Their efforts will be endless
and limitless.
As per the resolution and determination, even today, the village is actively
participating in Sant Gadgebaba Gram Swachata Abhiyan every year, and getting
awards. Sant Gadgebaba Gram Swachata Abhiyan was a lesson for them, to
continue their future sojourn from hygiene to prosperity.

A. IMPLEMENTATION OF SANT GADGEBABA GRAM
SWACHATA ABHIYAN IN JAINYAL VILLAGE
A brief history and background of the village Jainyal :
Jainyal is the village located in the hills and mountains, 48 kms. away from
Kolhapur in Kagal tehsil. The village was known in the tehsil for its addicted citizens
who were the victims of superstition. It was a very dirty village full of ignorance and
poverty. The population of the village is 1632, divided into 286 families, but people in
the village were known for their affectionate behavior and hard work.
Sant Gadgebaba Gram Swachata Abhiyan began in the village in 2002. While
travelling in a state transport but the identity of the village was the bad odour of open
excrement in the village, where people use to close their nostrils by handkerchief. But
today the village has totally changed and developed a new identity of its own. The village
previously known for addiction, disputes, struggles and court matters is today known for
its cleanliness and beauty. It was the outcome of the determination of village to
participate in Sant Gadgebaba Gram Swachata Abhiyan. The villagers have shown their
willingness even in financial share in the development project. The village was politically
too sensitive, there were two politically strong opponent groups, out of this scenario the
village has achieved great success in Abhiyan.
From the year 2002, the village Jainyal is the recipient of awards at different
levels in Sant Gadgebaba Gram Swachata Abhiyan. In 2002-03, the village Jainyal, stood
first at tehsil level competition and second in district level competition and received cash
award of Rs. 25,000/- and Rs. 1,50,000/-. In the year 2003-04, the village Jainyal stood
first at tehsil level, district level and regional level competition of Sant Gadgebaba Gram
Swachata Abhiyan and received cash award of Rs. 1,50,000/- , Rs. 5,50,000/- and Rs.
10,00,000/- in the same year. The village become popular throughout the state of
Maharashtra. In 2005 again, Jainyal received third prize in the state level competition
with the cash award of Rs. 6,25,000/-. In the same year Jainyal was the recipient of Sant
Tukdoji Maharaj Nirmal Gram Award with the cash prize of Rs. 2,00,000/-.

In 2005, Jainyal received Yashwant Gram Puraskar by the state government. The
Village Development Officer Dr. R. Y. Nulle received the award of excellent V. D. O. of
the state government. Former Sarpanch of Jainyal Shri. Parshuram Shinde and V. D. O.
Dr. R. Y. Nulle were the recipients of ‘Chikotra Bhushan’ award. Sarpanch Pandurang
Gurav and V. D. O. Dr. R. Y. Nulle were again the joint recipients of ‘Hemgaurav’
award. The village Jainyal is the recipient of Best Village Award given by the state
government.
Now the identity of Jainyal is completely changed, it is not necessary to close
nostrils to save from bad odour of open excrement, but immediately after getting down
from state transport bus, there is an arch welcoming arrival, very close to the arch a hut
for rest with a earthen pot full of cold drinking water, a glass. The village is green with
beautiful trees like Duranda, Banana, Badam, Coconut and Ashoka on both the sides of
road and clean roads. In Sant Tukdoji Maharaj Chowk, there is stage beautified with
greenery and open space. It is difficult to perceive whether Jainyal is a village or
beautiful garden. Visiting Jainyal is now a joyful experience of beauty. The village has
public dustbins kept at regular distance, a separate dustbin for wet waste and dry waste.
There are special vehicles (Ghanta gadi) to carry the solid waste and to dispose it off. The
members of youth committee are very alert and attentive. There is a project of earthwarm
composting in Jainyal. The collected solid waste is used for this purpose. Nadep project is
also working in Jainyal for decomposition of solid waste to prepare manure.
List of projects implemented in Jainyal as a part of Sant Gadgebaba Gram Swachata
Abhiyan and Sant Tukdoji Maharaj Nirmal Gram Spardha. The researcher has used
primary data supplied by Village Development Officer regarding implementation of the
two projects in the village Jainyal in the year 2002-03.

Details of implementation of these projects are as below :
1. 2nd
October 2003 : Organization of Gram sabha :
On 2nd
Oct, all the villagers were invited for meeting, through ‘Sanskar
Vahini’. The Sarpanch, former Sarpanch, Village Development Officer and 154
villagers were present for the first meeting. A plan for implementation of Sant
Gadgebaba Gram Swachata Abhiyan was prepared in this meeting. It was decided
to implement 16 projects, these projects were designed on paper with discussion
and consent of all the villagers. The youth committees, women’s committee was
formed along with the chief monitoring committee. The executive committee and
chairperson were nominated unanimously.
Villagers present in the meeting decided to clean the village and
participate in Sant Gadgebaba Gram Swachata Abhiyan and started their efforts
on the same day.
2. 3rd
& 4th
October 2003 : A day for clean village and freedom from dirt :
Before implementation of this Abhiyan, the village Jainyal was too dirty
and full of bad odour everywhere in the village, dirt was the identity of this
village.
On 3rd
October, villagers gathered together in the ground of Grampanchyat
Office, there was a morning-march in the village to bring awareness among the
villagers. Almost everybody in the village participated in this march the children,
grownup people, teachers, students, member of 11 youth committees, member of
women’s committee, members of 24 saving groups, member of self help groups
etc. By the end of morning march Grampanchayat office, surroundings of office,
roads and a few colonies in the village were cleaned. People voluntarily worked
together.
The total number of villagers participating this campaign were 285. The
collected waste was divided/ separated and carried away through tractor-trollies in
the dumping ground. The wet solid waste was used for earthwarm decomposition.
People decided to work like this regularly in future.

3. 5th
& 6th
October 2003 : A day for cleaning of underground absorption blocks and
construction :
Before implementation of this Abhiyan, waste water was flowing on the
open street and at several places it was accumulated on grounds. The existing
drainage line was very small and insufficient in length to carry waste water.
Ultimately the village was full of mosquitoes and people were suffering of the
diseases like malaria and typhoid.
During implementation of Sant Gadgebaba Gram Swachata Abhiyan on
5th
October, early in the morning, villagers gathered in Grampanchayat office. In a
meeting, the houses without drainage line connection and improper facilities of
waste disposal were identified. There were 40 to 45 houses in Jainyal with such
problems, for these families it was decided to dig and construct underground
absorption blocks for disposal of waste water. The technical side of the campaign
was on the shoulders of Village Development Officer and agricultural assistant in
Jainyal. Members of 11 youth committees in the village took the responsibility of
digging earth and construct underground absorption blocks and to prevent flowing
of waste water in the streets of Jainyal. Under this campaign villagers digged and
constructed 42 underground blocks in the village and developed infrastructure to
make reuse of waste water for gardening into 146 houses in Jainyal.
4. 7th
& 8th
October 2003 : Cleaning of School building/ government buildings :
The school building, office buildings and other public buildings in Jainyal
were purposively neglected about its cleaning, repairs and colouring before
implementation of Abhiyan in Jainyal. The primary school for std 1st
to 4th
was
waiting for colour since a long time. There was no furniture, no black boards, no
safe drinking water in the existing school and the dropout rate was very high, but
Sant Gadgebaba Gram Swachata Abhiyan has changed the school. Temples in
Jainyal were cleaned only before annual yatra; the walls were in need of repairs. It
was the predicament of school and public buildings in Jainyal.
During implementation of Abhiyan on 7th
October, villagers come
together in the school and decided to work as per the plan for cleanings of school

and public buildings in Jainyal. It was decided to extend school building by
constructing one room for school, and add additional three classes of standard 5th
,
6th
and 7th
. Villagers, teachers, students, members of youth committees, member
of women’s committee, members of saving group first of all cleaned school
building. The collected solid waste was sent to dumping ground for manure.
There was need of one graduate teacher to teach new three classes, a young
science graduate in the village, Digambar Shelke come forward and voluntarily
decided to teach the new three classes without salary, till a new teacher joins
schools. another graduate in Jainyal M. S. Kamble promised to teach the adults in
village, Jainyal, both of them also promised to enhance quality of excellence
among school children.
After cleaning school, the group of volunteers cleaned temple,
Grampanchayat office and surroundings and it was decided to raise some funds
for major repairing of Shri Datta temple in Jainyal.
The post Abhiyan implemented village was changed a lot. Now the
student need not travel a distance of 5 kms. for the secondary school in Kapasi.
Now there is a beautiful garden in front of school, enough furniture, safe drinking
water, colourful walls. All these changes in school also brought discipline in
schools, the dropout rate come down. The construction of 6 urinals and toilet each
both for girls and boys provided facility for hygiene and sanitation in school. Now
there is a toilet in Grampanchayat office and at the bus stop. Even now there is a
project for gas on human excrement.
Surrounding of school is beautified with plantation of trees like Badam,
coconut and ashoka. A new activity ‘Swachata Doot’ is started in school, it helped
to develop habits of hygiene and sanitation among school children. Every Monday
was decided a day for individual hygiene of student and medical checkup.
New building of Grampanchayat is very attractive with an auditorium.
There is a special office room for Village Development Officer, Sarpanch and
Deputy Sarpanch. A guest room, toilet, urinal and bathroom has added hygienic
beauty to Grampanchayat building. Another attraction of Grampanchayat building

is newly developed greenery and at the centre a stage for public function like
Ganesh Jayanti.
The public cremation ground was also cleaned and beautified. A garden
‘Smrutivan’ was developed and it was decided that every funeral march will plant
a tree in ‘Smrutivan’. The name was also given to it as ‘Vishranti’.
5. 9th
& 10th
October : Cleaning of house and surrounding and decoration :
Before implementation of Sant Gadgebaba Gram Swachata Abhiyan, there
were 35 encroachments in Jainyal, some of on the public places and some were on
the land of others. On 9th
October, in a meeting of villagers, it was decided to
remove these encroachments. There was a lot of dirt in and around the houses, as
the women use to go to work in the agricultural farm early in the morning. The
houses were cleaned only on Dashera and Ganesh Chaturthi and coloured at
Dasera only. The interior of the house use to be blackened by the smoke.
On 9th
October, everybody decided to clean his own house and
surrounding after removing encroachment. Every house and its surrounding,
every street in Jainyal was cleaned up during these two days. Women in the
village decorated their houses with beautiful Rangolis. Later on there was a
competition held by Grampanchayat. In the function of distribution of awards the
Sarpanch made an appeal once again to keep village clean, to create proper
facilities for drainage management, toilet management and plantation.
Members of the youth committee worked to spread the message of Sant
Gadgebaba ‘Bring change in yourself the world will change’, ‘bring change in
yourself, the village will change’, these were the two important slogans of the
day. The members of youth committee make a round throughout the village, those
who failed to cleaned the houses, surrounding and drainage line, that is cleaned by
the members of youth committees and it was considered as a mark of punishment.
The women in Jainyal, took responsibility to spread message of Sant Gadgebaba
among the women in Jainyal. They arranged several meetings of women saving
groups and self-help groups guided them and planned activities under Sant
Gadgebaba Gram Swachata Abhiyan.

Another remarkable observation in village, Jainyal as an outcome of Sant
Gadgebaba Gram Swachata Abhiyan is, the legal ownership of houses was given
to women. In 286 families in Jainyal, names of women were recorded on 7/12
forms and made them the legal owners of houses. It was the first and only event in
the state of Maharashtra. On 3rd
January, a day of ‘Savitribai Phule Jayanti’, all
the women gathered together and some of the women were awarded and honoured
by Annasaheb Nawane with cash prize of Rs. 10,000/- each. Zilla Parishad
introduced the scheme of dual ownership of house in the joint names of husband
and wife, but the village, Jainyal, a step forward, gave complete legal ownership
in the name of wives. The girls in Jainyal, undergo a vow, that they will not marry
with a boy who will demand dowry. It was unanimously decided in Jainyal that
neither the village will accept dowry and nor give/pay dowry. All the wards in
Jainyal were named after the great Marathi saints.
Implementation of Sant Gadgebaba Gram Swachata Abhiyan in Jainyal,
brought number of remarkable changes in the village. The houses were coloured
in the same colour as a mark of integration. The exteriors as well as interiors of
houses have completely changed. The villagers have developed good habits
hygienic handling of food and drinking water. The use of non-conventional
energy sources like solar cooker, bio-gas, gobargas, smokless kitchens is very
common in Jainyal. The cleaning of cattle and cattle shed, a common ghat for
washing of cloths at the bank of river Bhogawati, a good management of drainage
system, use of solid waste for compost manures are some of the achievements of
villagers after implementation of Sant Gadgebaba Gram Swachata Abhiyan in the
village.
6. 11th
& 12th
October : A day for exhibition and demonstration of implements and
technical training useful in cleaning :
On 11th
October, Local Sant Gadgebaba Gram Swachata Abhiyan
committee organized an exhibition com training camp in Jainyal regarding all
equipment and implements useful for cleaning, hygiene and sanitation. Health
Officers and employees guided the gathering of villagers. All the chemicals useful

for cleaning of toilets were kept in the exhibition, the experts have also shown
demonstration to villagers. The main emphasis was washing of hands after toilet
and before meals with a soap. The proper disposal of waste water either in the
drainage line or underground absorption blocks is very important to maintain
hygiene and sanitation in the village. Purification of drinking water, use of T. C.
L. powder, hygienic handling and storage of drinking water and food were some
of the issues discussed by villagers with experts. The exhibition proved to be very
fruitful to bring awareness among students and villagers for hygiene and
sanitation.
The impact of this exhibition is noticed in post-Abhiyan activities of
people in Jainyal. People have developed the habit of using toilets regularly and
keeping them clean, washing hands before meals and after toilet is a new thing
acquired by the villagers, disposal of waste water and solid waste, use of T. C. L.
powder in drinking water, hygienic handling of storage of food and water are
some of the remarkable achievements of people in Jainyal.
7. 13th
& 14th
October : A day for repairing and construction of toilets :
There are 286 families in the village Jainyal, before implementation of
Sant Gadgebaba Gram Swachata Abhiyan only 104 families have toilets and
remaining people use to go on open grounds for excrement, thus the village was
full of dirt, pollution and bad odour.
On 13th
and 14th
October, all the villagers were guided on the use of
toilets, hygiene and maintenance. The Gram Panchayat arranged a special class
for mansions in the village to construct cheap toilets. The Village Development
Officer provided technical assistance to these mansions. It was decided by all the
villager, who does not have toilet, to construct toilet out of their own funds, the
people who does not have money will be provided loan by Gram Panchayat for
construction of toilet, it was determined that there will be no house without toilet
in Jainyal, the village will be free from open excrement.
Today Jainyal is really free of open excrement and the recipient of Tukdoji
Maharaj Nirmal Gram Award in 2005, with a cash award of Rs. 20,000/-. The

toilets in Jainyal were maintained by individual owner. The school toilets were
constructed out of public share. The Gram Panchayat declared a fine of Rs. 100/-
for open excrement and award of Rs. 50/- to the person who will bring the
incident of open excrement into notice of Grampanchayat.
8. 15th
& 16th
October : A day for purification of water, training and demonstration :
Basically there was scarcity of water in Jainyal, there was only one
common well as a source of drinking water, during summer the drinking water is
supplied to Jainyal through government tankers.
As a part activity of Sant Gadgebaba Gram Swachata Abhiyan the source
well was cleaned and it is purified with T. C. L. powder. The water was examined
for purity with O. T. solution. The water supply line in Jainyal was in need of
some minor repairs, the local committee repaired the supply pipeline. It was
decided to use water economically specially during the season of summer and the
rationing system for use of water will be applied if found it necessary.
A new bore-well was taken up to the depth of 450 feet, with a submersible
pump of 5 H. P. capacity and the water lifted to old water tank with the capacity
of 33500 liters, a tank in Santaji Nagar with capacity 3000 liters, a tank in
Shramanagar of capacity 3000 liters were filled with this lifted water for further
distribution and supply of water in Jainyal. These tanks are filled twice a day the
tank and surroundings were kept clean and hygienic. The Grampanchayat is
carrying regular examination of water. All the taps in the village, specially public
water supply line were repaired to avoid wastage of water.
Under the scheme ‘Shivkalin Pani Sathwan Yojana’ a new tank at the
ground level with the capacity of 10,000 liters was constructed and it is filled with
water during monsoon with the help of rainwater harvesting system from the
terrace of Anganwadi building. This water is used during summer, to avoid the
scarcity of water. The members of the women’s committee visits every house in
Jainyal, during summer, to bring awareness among women for economic use of
water and to avoid wastage of water. As the entire village uses pure and safe
drinking water, there are no epidemic or waterborne diseases in Jainyal. The

Grampanchayat charges minimum water tax at the rate of Rs. 100/year and it is
deposited by all the villagers on 1st
April every year, without any notice and
persuation.
9. 17th
& 18th
October : A day for individual hygiene and sanitation :
Health is the true wealth of mankind, the healthy body can only keep the
mind healthy. Individual hygiene and sanitation is the basic requirement of
individual health. These two days were devoted for individual hygiene and
sanitation. In the primary schools in Jainyal, a special class of health employees
was arranged, to bring awareness among students about hygiene and sanitation.
The students were asked to cut their nails and hairs regularly, to bath daily with
soap, to wash their cloths regularly, to wash their hands after toilet and before
meals regularly ect.
A special meeting of all the villagers was also arranged by the
Grampanchayat to bring awareness among them for all healthy habits. Right from
the establishment of Grampanchayat there was no evidence of epidemic diseases
in Jainyal, in the year two blood donation camps were organized by Jainyal
Grampanchayat and it was actively participated by the villagers including women.
Every inhabitant of Jainyal is known with his blood group. The Grampanchayat
supplied ‘Kutumb Sanjivani Card’ to each family in Jainyal. To maintain peace,
social harmony and safety in Jainyal the Grampanchayat undertakes programmes
for prevention of liquor and other addiction and several schemes of family
welfare.
10. 19th
& 20th
October : A day for repairing and cleaning of roads by voluntary work
(shramdan) :
Before the implementation of Sant Gadgebaba Gram Swachata Abhiyan,
the roads in Jainyal were dirty, with accumulated waste water, both the sides of
road were full of bushes and shrubs shortening width of road.
On 19th
and 20th
October, all the villagers decided to clean and repair
roads in Jainyal, 2 Kms. of road on 19th
October and remaining on 20th
October.

First of all the roads were cleaned and the shrubs at both the sides were removed
to increase the width of road. The road from S. T. stand to Grampanchayat office,
other road from S. C. colony to the brook were cleaned and repaired by putting
road metal on both the sides. The member of youth committees in Jainyal have
actively participated in this repairing work of roads. The small ‘Panand’ roads
were also cleaned and repaired.
Today the village Jainyal have all the tar roads, constructed out of funds
from Hasan Mushrif and public share worth Rs. 8 lacs. There are beautiful trees at
both the sides of road. There was not even a single public dust bin, but now there
are several dustbins and facility for classification of solid wet and dry waste,
facility of decomposition of waste for manure, facility to convey the waste
through tractor trollies. The most important thing is that the Grampanchayat has
banned use of plastic and polythene bags in Jainyal.
11. 21st
& 22nd
October : A day for cleaning of cattle and cattle shed :
Agricultural is the chief occupation in Jainyal and breeding is the joint
occupation. They are in need of bullocks for agriculture, buffalos, cows and goat
for milk. Almost every family in Jainyal have cattle and negligence towards
hygiene and sanitation of cattle and cattle shed.
During these two days of Abhiyan the villagers were guided by the Live
Stock Development Officer regarding care taking, hygiene and sanitation of cattle
and cattle shed. The Veterinary Officer also spoke on different disease and
vaccination of cattle in a meeting. Cleaning and disinfection of cattle shed plays a
very important role in maintaining hygiene of cattle. The demonstrations were
shown to the villagers. All the cattle and cattle shed, attached to every house in
Jainyal were cleaned properly. A competition of clean and hygienic cattle and
cattle shed was also organized by the Grampanchayat.
The researcher has interviewed the villagers for the collection of primary
data in Jainyal and observed that all the villagers are taking very much care of
hygiene, sanitation, cleaning of cattle and cattle shed. The excreted waste of
animals is used for compost manure and gobar gas, animals were regularly

vaccinated. The lactating buffalos and cows were fed with a special food for
maximum milk yield. Implementation of Sant Gadgebaba Gram Swachata
Abhiyan has brought a remarkable change about the cattle in Jainyal.
12. On 23rd
& 24th
October : A day for growth and plantation of trees, gardening and
non-conventional energy source :
Trees are very important for environmental protection. Trees were there in
Jainyal but neglected about their growth. There was no garden in the back yard,
cutting of trees was very common.
During implementation of Sant Gadgebaba Gram Swachata Abhiyan,
people started using waste water for plantation and gardening. The Abhiyan
committee suggested villagers to create garden into backyard specially for reuse
of waste water. The trees like banana, mango, sapota, badam, coconut and ashoka
were planted by villagers, these trees are alive and growing even today. Every
student in Jainyal, took the responsibility of growing a tree and adopted it to take
care. In some house, medical plants were also observed by the researcher during
his on-site visit. The Grampanchayat has developed ‘Oxygen Park’ and planted
several species of Tulsi and some other medicinal plants. The oxygen park has a
beautiful statue of Lord Shiva at the centre and it is surrounded by the facility to
seat and take rest. The plantation in Jainyal has largely helped for clean, healthy
and hygienic environmental protection.
Jainyal is the first village in the state of Maharashtra with its street light
working on non-conventional energy source. The founder chairman of Chatrapati
Shahu Sugar Industry donated street light working on solar energy worth Rs.
50,000/- to Jainyal Grampanchayat. The researcher has observed, during his on-
site visit to Jainyal, 225 smokeless chulhas, 71 bio-gas plants, 4 solar cookers, 13
solar street lamps etc. as the use of non-conventional energy source. The
‘Sanskar-Wahini’ is the another remarkable identity of Jainyal working as a
source of information, knowledge and entertainment in Jainyal.
13. 25th
& 26th
October : A day for slogan writing, essay writing competition and
freedom from addiction campaign :

Five years back Jainyal was famous for addicted people in the village. It
was too sensitive, the gathering of people in Annual Yatra never took place
without police protection. There were number of disputes and struggles in the
village. Some of the respondents in interview reported that the Grampanchayat
office use to be full of empty bottle of wine.
During the implementation of Sant Gadgebaba Gram Swachata Abhiyan,
the villager took decision to make the village free from addiction like drinking,
smoking, chewing tobacco and Gutkha and gambling. Anti-addiction Committee
was formed in Jainyal, under the supervision of committee villagers specially the
youth, undergo a vow to free themselves from different addictions. The women in
the village played a very important role in Jainyal with the cooperation of
members of youth committees. All the wine shops/ liquor shops in the village
were closed by women. All the victims of addiction were collected together, to
bring awareness among them to keep themselves away from any type of
addiction.
On the same day a competition of slogan writing and essay writing was
organized by the committee for school boys and villagers, to bring awareness
among the villagers for more effective implementation of Sant Gadgebaba Gram
Swachata Abhiyan in Jainyal. The successful participants in these competition
were awarded and honoured. The best few slogan selected out of this competition
were painted on the walls of schools and public buildings in Jainyal. At the entry
gate of Jainyal it was inscribed in bold letters that ‘Attention, this village is free
from every addiction.’ The villager who were the victims of addiction were now
completely free from addiction, the credit goes to Sant Gadgebaba Gram
Swachata Abhiyan. There is complete ban in Jainyal on sale and consumption of
liquor, tobacco, cigar and Gutkha.
14. 27th
& 28th
October : A day for Mother-Infant care, healthy child competition,
prevention of epidemic diseases and medical checkup :

Villagers were unaware of close relationship between cleanliness/hygiene/
sanitation and health. There were number of epidemic diseases in Jainyal due to
flowing and accumulation of waste water on the streets.
On 27th
and 28th
October, all the villagers were guided by the Medical
Officer regarding cleanliness/hygiene and its closeness with health. Medical
checkup camp was also held, in which all the villagers including women and
children were checked up. The competitions of healthy child, mother-infant care
taking were also organized. Need of balanced diet for healthy growth of child was
one of the important factor which is to be considered by mother.
During these two days vaccination camp for children, camp for
identification of blood groups, camp for checkup of pregnant and lactating
mothers were also organized.
15. 29th
& 30th
October : A day for drainage line management and reuse of waste
water :
Before implementation of Sant Gadgebaba Gram Swachata Abhiyan in
Jainyal, waste water use to flow and accumulate on roads due to small drainage
line of insufficient length. There were mosquitoes every where in Jainyal. Several
houses neither have the underground absorption blocks or connection with
drainage line for disposal of waste water.
It was decided to repair drainage line, construct new drainage line,
construct underground absorption blocks etc. the existing drainage line of 260
meters in Jainyal was extended to 2100 meters out of public share, and closed it.
Anti mosquito fish project was also started in Jainyal. There are 146 backyard
garden, where waste water is reused and 42 underground absorption blocks for
disposal of waste water. The Grampanchayat has developed a garden of medicinal
plants where the waste water is reused. Some of the farmers are using waste water
for agricultural and paying Rs. 500/- to Grampanchayat as tax on water. There are
several trees of sapota, mango, banana, coconut and ashoka flourishing and
fruiting on waste water.

16. 31st
October : A day of resolution/ determination :
Last day in the implementation of Sant Gadgebaba Gram Swachata
Abhiyan is the day of resolution and determination. On this day all the villagers
gathered together and declared that there are no disputes and struggles among villagers.
Everybody was happy and satisfied because they worked together for a common goal
in the last month. A resolution was taken to work continuously for cleanliness, hygiene
and sanitation in the village Jainyal. All the villagers took the vow of national loyalty,
and decided to carryon all the projects taken in the month even for the future and
participate in Sant Gadgebaba Gram Swachata Abhiyan every year.
As per the resolution passes unanimously the villager in Jainyal are continuously
participating in Sant Gadgebaba Gram Swachata Abhiyan every year with great
enthusiasm and Jainyal is the recipient of several awards in the last five years. Now
the village is clean and beautiful upside and down. It may be described as a sojourn
of village Jainyal from cleanliness and hygiene to prosperity.
