While the strategies described in this plan offer many opportunities to enrich the riverfront environment, the quantity and complexity of the recommendations can appear to be daunting when viewed collectively. The key to successful implementation is to understand, up front, that the riverfront enhancements will be the product of incremental and continuous change over many years. It will be vitally important for Village leadership to provide riverfront stakeholders and the community at large with information regarding overall objectives, goals and implementation progress on a regular basis.

Overall project budget as illustrated should be set between $20-$30 million for public improvements.

Project needs to be broken into manageable phases that allow for financial partner involvement and taking advantage of both private and public opportunities that arise.

Each phase should show visible and useable progress.

Each phase should have direct or indirect revenue generation opportunities.

The first phases need to be smaller than the future ones. Each phase identified below will have at least two sub-phases.

Riverfront projects are usually complex undertakings that require long lead times to implement because of the jurisdictional requirements of multiple regulatory agencies. It is therefore desirable to begin establishing the groundwork for improvements as quickly as possible.

We have proposed a 4-year cycle, represented in concept by the diagram to the right, for each phase of Catalyst projects that can overlap as resources are available. It is important to review these each year and adjust as needed to meet current conditions.

Below is a list of initiatives for the years 2010-2015.

Implementation:Short-term Opportunities

1) Adopt the master plan as policy. 08/10/10

2) Establish working intergovernmental agreement with Will County Forest Preserve District. 03/10/10

3) Establish a Riverfront Advisory Committee.

4) Adopt a funding and phasing strategy and begin budget allocations for FY 2011 budget.

5) Submit IDNR Bike Path Grant to construct the first ½ mile of trail along the recently acquired property along Westshore drive. 02/01/10 03/15/10

6) Submit IDNR BAAD grant for Riverfront Park Boat Launch.

7) Implement pre-planning, planning, and preliminary design & engineering for the Phase I Catalyst projects.

8) Document and continue acquisition and entitlement strategy.

9) Review and adjust critical ordinances to align with proposed master plan.
