Starting the preparation of an ETSI deliverable Each ETSI deliverable is produced as the result of an ETSI “work item”
An ETSI work item is a description of a standardization task approved by an ETSI Technical Body (Technical Committee etc) and adopted by the ETSI members
A proposal for a new ETSI work item must be supported by at least four ETSI full and/or associate members
The supporting members are expected to contribute to the new work A single individual is named as Rapporteur for the ETSI work item, and
he/she acts as the prime contact point on technical matters and for information on progress throughout the drafting phases

Initiation of a Work Item
The description of a task defined in terms of the: title intended deliverable type technical scope, including field of application schedule of tasks for its production identities of the supporting members identity of the rapporteur

Applies ONLY to European Standards (EN) including Harmonized Standards and Community Specifications
ETSI starts work on an EN… National Standards Organisations (NSOs) and ETSI Members are required
to stop any national standards work that could prejudice that EN ("Standstill")
ETSI publishes the EN… NSOs are required to adopt the EN at national level… ("Transposition")
…and to withdraw any conflicting national standards ("Withdrawal")
