Inquiry into Queensland Manufacturing
I am writing to direct the Queensland Productivity Commission to undertake an Inquiry into Queensland Manufacturing, pursuant to section 23 of the Queensland Productivity Commission Act 2015. The Inquiry should also include a review of international reshoring initiatives.
Queensland's manufacturing sector is a significant contributor to employment, as well as regional and economic growth within the State. Manufacturing also has a strong regional presence and is a significant employer in regional economies.
In 2014-15, Queensland’s manufacturing sector:
• represented $20.3 billion (7.1 per cent) of State output;
• directly employed 169,700 persons (December quarter 2015);
• contributed $15.9 billion (33.8 per cent) of the total value of Queensland's international merchandise exports; and
• invested $2.29 billion in private new capital expenditure (nominal terms).
A key priority for Government is ensuring that Queensland’s manufacturing sector continues to remain globally competitive, productive and innovative, and generates jobs into the future.
While there are significant emerging opportunities, the manufacturing sector is also facing a number of challenges including business costs and regulation, skills shortages and strong emerging international competition.
The objective of the Inquiry is to develop policy options to improve the productivity and competitiveness of the Queensland manufacturing sector.

This should include a focus on identifying opportunities to maximise existing advantages, improve weaknesses and take advantage of emerging domestic and international opportunities.
The Inquiry should encompass Queensland’s more traditional manufacturing base in agriculture and resources, and have a particular focus on high-value (advanced) manufacturing sectors including health, mining, transport and environment.
The attached Terms of Reference detail the scope of the Inquiry and matters the Commission should investigate and report on, consultation requirements and reporting obligations.

Terms of Reference
Inquiry into Queensland Manufacturing
In accordance with section 23 of the Queensland Productivity Commission Act 2015, I hereby direct the Commission to undertake an Inquiry into Queensland Manufacturing, including a review of international reshoring initiatives.
Background
Queensland's manufacturing sector is a significant contributor to employment, as well as regional and economic growth within the State. In 2014-15, the industry contributed over $20 billion to the Queensland economy. Despite this significant contribution, manufacturing's share of State output declined from around 12 per cent in 1989-90 to around 7 per cent in 2014-15.
While there are significant emerging opportunities, the manufacturing sector is also facing a number of challenges including business costs and regulation, skills shortages and strong emerging international competition. To remain competitive, the manufacturing sector will need to adapt and reposition itself to address these challenges and take advantage of emerging opportunities. This will include building the management and workforce skills and knowledge required to drive productivity and innovation.
Opportunities exist for the manufacturing sector to build on existing competitive advantages and advanced manufacturing niches, gain access to new domestic and international supply chains and other value-adding market opportunities, capitalise on export opportunities, apply advanced technologies, and foster a highly skilled manufacturing workforce. A reinvigorated manufacturing sector, using advanced manufacturing techniques in particular, has the potential to bring significant productivity gains and employment growth.
To achieve this, it is essential that the State's manufacturing businesses operate within a supportive business environment that encourages innovation, investment and growth.
Scope
The objective of the Inquiry is to develop policy options to improve the productivity and competitiveness of the manufacturing sector in Queensland. In this regard, the Inquiry should focus on opportunities to maximise existing advantages, improve weaknesses and take advantage of emerging domestic and international opportunities.
In undertaking the Inquiry, the Commission should investigate and report on:
1. the role of the manufacturing sector in advancing economic growth and productivity in Queensland;
2. the changing nature of Queensland manufacturing, including its composition, location, employment size and structure, and linkages with service industries and international supply chains;
3. the manufacturing sector's performance and potential, including a focus on employment and exports;
4. the characteristics of a productive and competitive manufacturing sector (noting the diverse nature of manufacturing in Queensland), including a focus on innovation and skills utilisation to promote longer term productivity improvements;
5. opportunities to improve the performance, productivity and competitiveness of the Queensland manufacturing sector;
6. experience from other jurisdictions, including in respect of reshoring initiatives (for example, the reshoring initiative in the United Kingdom);

7. the regulatory framework for manufacturing in Queensland, including changes that would reduce the regulatory burden on the manufacturing sector; and
8. the effectiveness of current policy settings for the manufacturing sector, and changes that would facilitate improved performance, productivity and competitiveness.
Public consultation
In accordance with section 25 of the Queensland Productivity Commission Act 2015, the Commission must undertake public consultation in relation to the Inquiry. This should include consultation with a diverse range of stakeholder groups including large and small manufacturers, key interest groups and affected parties, the Industry and Manufacturing Advisory Group, regulatory bodies, employee associations, government agencies, councils and research bodies.
Reporting
The Commission is required to publish a Draft Report for consultation by 31 May 2017.
The Final Report must be provided to Government by 31 August 2017.

OPC Work program since completion of electricity review.
• In addition to its ongoing regulatory review and competitive neutrality functions, the QPC undertakes inquiries on matters related to productivity, economic development or industry.
• Inquiries:
- The QPC’s first major tasks were inquiries into electricity pricing and solar feed-in pricing in Queensland. This was a significant body of work, with the QPC delivering final reports on the electricity pricing and solar feed-in pricing inquiries to Government on 31 May 2016 and 20 June 2016 respectively.
- The Treasurer wrote to the QPC today (15 September 2016) directing it to undertake a review into the manufacturing industry.
• Ongoing regulatory review functions:
- The Commission assists agencies to undertake quality assessments of regulatory proposals to support good policy development, consistent with best practice principles.
- Between 1 July 2015 and 30 June 2016, the Commission assessed over 400 proposals.
- From 1 July 2016 to 15 September 2016, the Commission reviewed 89 proposals.
• Competitive neutrality functions:
- The Commission receives, investigates and provides recommendations on competitive neutrality complaints on state and local government business activities.
- Upon commencement of the QPC Act and Regulations in late 2015, four active competitive neutrality investigations transferred to the Commission from the Queensland Competition Authority (the Commission received three further complaints, however the requirements for initiating an investigation were not met).
- These are expected to be finalised in the first half of 2016-17.

ManufacturingThe Treasurer has asked the Queensland Productivity Commission to undertake an inquiry into Queensland’s manufacturing sector, including a review of reshoring initiatives.
Issues PaperAn Issues Paper will be released shortly to assist stakeholders to determine how they can best participate.
OverviewThe inquiry will identify policy options to improve the productivity and competitiveness of the manufacturing sector in Queensland. It will examine the changing nature of the sector and opportunities to:
• build on existing competitive advantages and advanced manufacturing niches• take advantage of emerging opportunities, with a focus on innovation and skills utilisation• address challenges, with a focus on business costs, the regulatory framework, skills
shortages and strong emerging international competition• adjust to structural change, particularly for those manufacturing businesses and workers less
able to adapt and reposition themselves in a changing market.
TimeframeThe inquiry will be undertaken over 11 months, with the final report provided to the Treasurer inAugust 2017.
ConsultationIndividuals, businesses or organisations that have an interest in Queensland’s manufacturing sector, or the issues raised by the inquiry, are encouraged to contribute. There will be consultation opportunities at all stages of the inquiry, with two rounds of formal consultation.

Terms of Reference
Inquiry into Queensland Manufacturing
In accordance with section 23 of the Queensland Productivity Commission Act 2015, I hereby direct the Commission to undertake an Inquiry into Queensland Manufacturing, including a review of international reshoring initiatives.
Background
Queensland's manufacturing sector is a significant contributor to employment, as well as regional and economic growth within the State. In 2014-15, the industry contributed over $20 billion to the Queensland economy. Despite this significant contribution, manufacturing's share of State output declined from around 12 per cent in 1989-90 to around 7 per cent in 2014-15.
While there are significant emerging opportunities, the manufacturing sector is also facing a number of challenges including business costs and regulation, skills shortages and strong emerging international competition. To remain competitive, the manufacturing sector will need to adapt and reposition itself to address these challenges and take advantage of emerging opportunities. This will include building the management and workforce skills and knowledge required to drive productivity and innovation.
Opportunities exist for the manufacturing sector to build on existing competitive advantages and advanced manufacturing niches, gain access to new domestic and international supply chains and other value-adding market opportunities, capitalise on export opportunities, apply advanced technologies, and foster a highly skilled manufacturing workforce. A reinvigorated manufacturing sector, using advanced manufacturing techniques in particular, has the potential to bring significant productivity gains and employment growth.
To achieve this, it is essential that the State's manufacturing businesses operate within a supportive business environment that encourages innovation, investment and growth.
Scope
The objective of the Inquiry is to develop policy options to improve the productivity and competitiveness of the manufacturing sector in Queensland. In this regard, the Inquiry should focus on opportunities to maximise existing advantages, improve weaknesses and take advantage of emerging domestic and international opportunities.
In undertaking the Inquiry, the Commission should investigate and report on:
1. the role of the manufacturing sector in advancing economic growth and productivity in Queensland;
2. the changing nature of Queensland manufacturing, including its composition, location, employment size and structure, and linkages with service industries and international supply chains;
3. the manufacturing sector's performance and potential, including a focus on employment and exports;
4. the characteristics of a productive and competitive manufacturing sector (noting the diverse nature of manufacturing in Queensland), including a focus on innovation and skills utilisation to promote longer term productivity improvements;
5. opportunities to improve the performance, productivity and competitiveness of the Queensland manufacturing sector;
6. experience from other jurisdictions, including in respect of reshoring initiatives (for example, the reshoring initiative in the United Kingdom);

7. the regulatory framework for manufacturing in Queensland, including changes that would reduce the regulatory burden on the manufacturing sector; and
8. the effectiveness of current policy settings for the manufacturing sector, and changes that would facilitate improved performance, productivity and competitiveness.
Public consultation
In accordance with section 25 of the Queensland Productivity Commission Act 2015, the Commission must undertake public consultation in relation to the Inquiry. This should include consultation with a diverse range of stakeholder groups including large and small manufacturers, key interest groups and affected parties, the Industry and Manufacturing Advisory Group, regulatory bodies, employee associations, government agencies, councils and research bodies.
Reporting
The Commission is required to publish a Draft Report for consultation by 31 May 2017.
The Final Report must be provided to Government by 31 August 2017.

Government. The Commission was established to provide
independent economic and policy advice, with the goal of
increasing productivity, driving economic growth and
improving living standards in Queensland.
The QPC’s first major tasks were inquiries into electricity
pricing and solar feed-in pricing in Queensland.

wide-ranging
The Government is carefully considering the
Commission’s findings and recommendations, and will
release a comprehensive response before the end of the
year.
With the completion of these inquiries, I will now be
directing the Commission to commence an inquiry into
Queensland manufacturing.
The objective of the manufacturing inquiry is to develop
policy options to improve the productivity and
competitiveness of the manufacturing sector in
Queensland. This will include a review of international
reshoring initiatives, which was an election commitment
that highlighted the importance of the manufacturing

sector in the Government’s jobs plan, including a focus on
niche and high-value markets.
By reviewing reshoring experiences internationally, the
Commission will be able to assess whether and how the
Government can assist in bringing good, well-paying
manufacturing jobs back to Queensland. It may be
through assisting companies in properly assessing
reshoring costs. It may not be the case that overseas
options are always cheaper.
Manufacturing could benefit significantly from reshoring .
In the UK, reshoring created additional jobs in sectors
ranging from textiles to electrical equipment and other
machinery. It also assisted job creation in the services
sector with some UK data suggesting that significant
numbers of additional jobs could be created over the next
decade in the research and development, back-office
services and telecommunications sectors.

A strong manufacturing industry will be integral to a
growing and prosperous Queensland economy.
In 2014-15, manufacturing contributed around $20.3
billion to the Queensland economy, and accounted for
$15.9 billion in international exports, making it one of the
largest export industries in Queensland.
Queensland’s manufacturing sector is a significant
contributor to employment, as well as regional and
economic growth within the State. Manufacturing directly
employed 169,700 persons in Queensland in the
December quarter 2015.
A key priority for Government is ensuring that the sector
continues to remain globally competitive, productive and
innovative, and generates jobs into the future, both directly

in manufacturing as well as supporting job growth in
related industries and supply chains.
The inquiry will also complement work being led by the
Department of State Development on the Advanced
Manufacturing 10-year Roadmap and Action Plan, which
is one of a series of roadmaps for priority industries that
will guide how industry and Government work together for
the next 10 years. The Commission will liaise closely with
relevant agencies to build on the work and consultations
that have occurred on the Roadmap, and utilise the
significant existing knowledge base on the sector.
While the manufacturing inquiry led by the Commission
will have a focus on high-value advanced manufacturing
sectors including health, mining, transport and the
environment, the scope of the inquiry will also encompass
Queensland’s more traditional manufacturing base,
including agriculture and resources. The inquiry will also

rebalancing of the State economy following the end of the very
high resources-investment period. In 2014-15, manufacturing
contributed around $20.3 billion to the Queensland economy, and

The establishment of the Queensland Productivity Commission
was a key election commitment of the Government. The
Commission was established to provide independent economic
and policy advice, with the goal of increasing productivity, driving
economic growth and improving living standards in Queensland.
The QPC’s first major tasks were inquiries into electricity pricing
and solar feed-in pricing in Queensland.
Electricity prices soared under the previous Government, with
annual increases in the double-digits.

To ensure no stone is left unturned in considering options to put
downward pressure on prices, the Government set wide-ranging
terms of reference for the electricity inquiries. This was a
significant body of work for the Commission, and final reports have
now been provided to Government.
The Government is carefully considering the Commission’s
findings and recommendations, and will release a comprehensive
response within six months of receiving the reports, as required
under the Queensland Productivity Commission Act 2015.
With the completion of these inquiries, I will soon be directing the
Commission to commence an inquiry into Queensland
manufacturing.
The objective of the manufacturing inquiry is to develop policy
options to improve the productivity and competitiveness of the
manufacturing sector in Queensland. This will include a review of
international reshoring initiatives, which was an election
commitment that highlighted the importance of the manufacturing
sector in the Government’s jobs plan, including a focus on niche
and high-value markets.

Growth in Queensland’s manufacturing sector is central to the
rebalancing of the State economy following the end of the very
high resources-investment period. In 2014-15, manufacturing
contributed around $20.3 billion to the Queensland economy, and
accounted for $15.9 billion in international exports, making it one of
the largest export industries in Queensland.
Queensland’s manufacturing sector is a significant contributor to
employment, as well as regional and economic growth within the
State. Manufacturing directly employed 168,800 persons in
Queensland in the June quarter 2016.
A key priority for Government is ensuring that the sector continues
to remain globally competitive, productive and innovative, and
generates jobs into the future.
The inquiry will also complement work being led by the
Department of State Development on the Advanced Manufacturing
10-year Roadmap and Action Plan, which is one of a series of
roadmaps for priority industries that will guide how industry and
Government work together for the next 10 years. The

Commission will liaise closely with relevant agencies to build on
the work and consultations that have occurred on the Roadmap,
and utilise the significant existing knowledge base on the sector.
While the manufacturing inquiry led by the Commission will have a
focus on high-value advanced manufacturing sectors including
health, mining, transport and the environment, the scope of the
inquiry will also encompass Queensland’s more traditional
manufacturing base, including agriculture and resources. The
inquiry will also benefit from the Commission’s expertise in
providing an independent, in-depth economic analysis of complex
policy issues, and proposing recommendations to Government.
On an ongoing basis, the QPC will also investigate and report on
Queensland’s productivity performance, drivers of growth and
industry trends, and continue its standing regulatory review and
competitive neutrality functions.

Manufacturing
Manufacturing has been forgotten by the Newman LNP Government, abandoned outside the so-called "Four Pillars". Labor will work assiduously with industry/ unions and other stakeholders to re-position our manufacturing sector. Possibly more than any other sector, manufacturing stands to benefit from the importance highlighted in this jobs plan of focusing on niche and high end value markets.
Labor will, in its first term, ask the proposed Queensland Productivity Commission to undertake a thorough study of the success and learnings of the UK Reshoring ^initiative, and other related reshoring programs elsewhere in Europe. Labor also commits to:
• assigning a Minister responsible for Industry and Manufacturing . establishing a voluntary Industry and Manufacturing Advisory Group, reporting to the Minister, with high level representation from industry, government and unions
» supporting a Federal Inquiry Into the use and economic impact of section 457 visas.

The establishment of the Queensland Productivity Commission
was a key election commitment of the Government. The
Commission was established to provide independent economic
and policy advice, with the goal of increasing productivity, driving
economic growth and improving living standards in Queensland.
The QPC’s first major tasks were inquiries into electricity pricing
and solar feed-in pricing in Queensland.
Electricity prices soared under the previous Government, with
annual increases in the double-digits.

To ensure no stone is left unturned in considering options to put
downward pressure on prices, the Government set wide-ranging
terms of reference for the electricity inquiries. This was a
significant body of work for the Commission, and final reports have
now been provided to Government.
The Government is carefully considering the Commission’s
findings and recommendations, and will release a comprehensive
response within six months of receiving the reports, as required
under the Queensland Productivity Commission Act 2015.
With the completion of these inquiries, I will soon be directing the
Commission to commence an inquiry into Queensland
manufacturing, as well as a review of Indigenous communities’
service delivery later in the year.
The objective of the manufacturing inquiry is to develop policy
options to improve the productivity and competitiveness of the
manufacturing sector in Queensland. This will include a review of
international reshoring initiatives, which was an election
commitment.

Growth in Queensland’s manufacturing sector is central to the
rebalancing of the State economy following the end of the very
high resources-investment period.
Queensland’s manufacturing sector is a significant contributor to
employment, as well as regional and economic growth within the
State. A key priority for Government is ensuring that the sector
continues to remain globally competitive, productive and
innovative, and generates jobs into the future.
The review of Indigenous communities’ service delivery will
commence late in 2016, and will evaluate the value for money that
Government investment is achieving in key communities/areas of
Aurukun, Lockhart River, Yarrabah, Palm Island and the Torres
Strait. Although some work is underway, the Commission will
provide independent economic policy advice to Government and
undertake public consultation.
On an ongoing basis, the QPC will also investigate and report on
Queensland’s productivity performance, drivers of growth and
industry trends, and continue its standing regulatory review and
competitive neutrality functions.
