GUIDELINES ON THE NEW PRFORMANCE-BASED GRADINGSYSTEM
1. DepEd Order No. 79, s. 2003 moves the student evaluation processaway from the misleading effects of the transmutation tables towardsa performance-based grading system that provides a more reliablemeasure of what the students are actually learning on their classes.
The changes for the implementation of the new system are as follows:a. Ending the use of transmutation tables to arrive at the grades
of students;
b. The redesign of test-based assessment instruments (periodicexaminations, long tests, quizzes) to give appropriate weightsto the basic competencies covered in the classes; and
c. Basing the final, year-end mark on the average of the gradesobtained by the students in the four grading periods.

The transitional guidelines are as follows :
a For the 4th grading period tests, 70% of the items will be easy, 20% moderately difficult and 10%difficult.
b The passing mark for this year is 70 instead of 75.c The lowest grade to be indicated in the card remains
65.
2. The Department has deemed it necessary to introduce
additional guidelines to ease the transition into the newperformance-based grading system.

Department of Education ORDER No. 33 s. 2004
1. To continually improve the quality of learning outcomes,the lowest passing grades or the minimum performance
standard for students in public elementary and
secondary schools is set at 75% for SY 2004-2005 and
school years thereafter. The lowest failing grade thatmay appear in the report card is set at 65%.
2. In assessing learning outcomes, the construction of the
tests design should consist of 60% basic items, 30%more advanced items and 10% items for distinguishing
honor students. The items should cover only materials
actually taken up.

3. Rubrics, where appropriate, are provided to assess
performance in each of the following components:
participation/performance, projects/outputs, and
assignments, among others.
4. Transmutation tables shall not be used in the computationof grades. Test scores shall be recorded as raw scores.
5. The final grade shall be determined by averaging the marks
for the four quarters.
