For an organisation less than two years old, GPCA has done well in furthering the cause of the petrochemical and chemical industry in the Gulf Region, demonstrating the ability to perform the multi-faceted role:

Organise industrial conferences, seminars and exhibitions
GPCA organises various conferences like the GPCA Annual Forum, and other seminars and networking events which are designed to address key issues facing the industry. At the same time, these seminars, exhibitions and conferences provide the GPCA members access to information, knowledge and experience not generally available to the industry at large. The GPCA forums and conferences facilitate networking and provide unique platforms for idea exchange to chalk out the future course of the industry.

When we launched GPCA in March 2006, we had set modest targets.

During the year, we initiated a comprehensive study of the petrochemical industry in the Gulf which we did along with
the Gulf Petrochemicals and Chemicals Directory and started publishing the "GPCA Insight" - the quarterly newsletter of the association.
As a young regional association, GPCA has made conscious efforts not to try re-inventing the wheel. We have establishedcontacts with major chemical associations in Asia, Europe and North America.

We would like to strengthen these relationships both to be able to absorb their best practices as well as to benchmark our performance. We also believe it is useful for our members and our industry to have all regional trade associations sharing information to be able to better address issues of common interest and concerns.
In the course of the year, we explored the possibility of adopting “Responsible Care,” a Safety, Health and Environment initiative that is gaining global endorsement. We have plans to move forward on this important issue.
In 2007, GPCA conducted various committee initiatives and workshops for the

I would like to congratulate you for all your contributions in the evolution and rapid progress of GPCA. You have proved that working together really works. The year 2007 has been a landmark for us at GPCA with the attention we could direct at our region and ourselves with the emergence of our Annual Forum as one of the most sought after events of the petrochemical industry.
GPCA has already organised two successful international conferences in Dubai in 2006 and 2007. The 2nd Annual GPCA Forum in December 2007 was attended by over 800 delegates. The panel of speakers resembled a Who’s Who of the global petrochemical industry, and included presidents and CEOs of leading petrochemical and specialty chemical companies. The 2nd Annual GPCA Forum came to be recognised as the networking opportunity of the year for executives from chemical and related industries, with a level of participation not seen before in the region.

GPCA’s founding membership of eight companies with manufacturing assets in the region - Borouge (Abu Dhabi, UAE) , EQUATE Petrochemical Company (Kuwait), Gulf Petrochemicals Industries Co. (GPIC, Manama, Bahrain), National Industrialization Company (TASNEE), Riyadh, Saudi Arabia , Petrochemical Industries Co. ( PIC, Safat, Kuwait), Qatar Petrochemical Co. (QAPCO, Doha, Qatar), Qatar Vinyl Co. (QVC, Doha, Qatar) and SABIC (Riyadh, Saudi Arabia) – has
risen from 59 in the 10-month operations of 2006 to 110 by the end of 2007. GPCA has done well in achieving its main objective i.e. to identify, manage and promote the interests of the Gulf petrochemical and chemical industries and related businesses worldwide.
As very rightly observed by the Association’s Chairman Mohamed H. Al-Mady, the CEO of SABIC, GPCA has already become the regional voice in matters that concern the chemical industry. The association is playing a crucial role in promoting co-operation and understanding among our various stakeholders.
The formation of GPCA saw the dawn of a new era of co-operation among our members, associated businesses and our stakeholders. Today, GPCA has grown in stature to be able to co-ordinate the efforts of the regional players to foster competent human resources, promote creative organisation culture to ensure a brighter and more prosperous future for all.
The rise of the Middle East as the world’s export hub for petrochemicals is transforming the industry landscape. Regional producers are capitalising on low-cost feedstock positions to establish the dominant global export position in petrochemicals.
The scale of the build up is presenting challenges for producers in the region, most notably soaring engineering, construction, and labour cost, as well as project delays. Major ethylene projects in Iran, Kuwait, Qatar, UAE and Saudi Arabia

In 2007, we explored the possibility of introducing “Responsible Care”, a Safety, Health & Environment initiative and announced our plans to adopt the programme at the RCLG (Responsible Care Leadership Group) meeting held in Paris in October 2007. RCLG was set up by ICCA as a focal point for promotion as well as new member endorsement and approval. The presentation made by GPCA was well received and supported by all members of ICCA (International Council of Chemical Association). Issues like REACH and Corporate Social Responsibility are also part of our planned activities next year.
Broad objectives of GPCA achieved in 2007 were:

2007 marked a year of consolidation for GPCA having realised all of our planned activities. As on 31st December 2007, the surplus income was AED 2.297 million and GPCA’s employed asset totalled AED 7.302 million. Inclusive of AED 4.350 million Term Deposits.
For the year 2007, GPCA’s gross income was AED 5.961 million, 5% more than the planned AED 5.670 million. The association took action to control budgeted cost which was AED 3.800 million and actual operating expenses totalled to AED 3.664 million, which was 3.5 % less than the budget.
The revenue streams were optimised to reduce the dependency on membership subscription. Income from the 2nd Annual GPCA Forum was top grosser at AED 1.493 million, followed by Publication income at AED 0.199 million and Workshop income at 0.163 million.
If the response to our membership drive is an indication of the GPCA growth potential, we can safely project an all-round rise in revenue – from membership fee, conferences, seminars and publications during our 3rd year of operation.

Mohamed H. Al-Mady - GPCA Chairman and Vice Chairman & CEO of SABIC, in his opening address, expressed concern about rising project construction costs in the Middle East and also about the overbuilding accompanied by weaker markets. However, he was positive about the industry’s inherent strengths to be able to work through similar periods of overcapacity and slow growth in the past and emerge stronger.

* GPCA has set the foundation in 2007 for initiating ‘Responsible Care’, the next step is to introduce & educate member companies about the programme in a phased manner.
* The focus in 2008 will be to address common issues like ‘REACH’ and Corporate Social Responsibility (CSR). Also to tie-in and support the regulatory environment of the chemical industry.
* Form new committees for Plastics and Logistics.
* Continue to identify and raise common issues and address member concerns through projects initiated by the Working Committees.
* Institute an award for recognition of Petrochemical leaders both regional and global.
* Develop and strengthen relationship with other similar associations.
* Organise conferences related to issues handled by the Working Committees.
The 3rd Annual GPCA Forum will be held at the Atlantis, The Palm , Dubai on 2nd, 3rd and 4th December 2008. We expect about 1,000 delegates at this event which like the 2nd Forum will be co-organised by Chemical Week.

GPCA ORGANISATION
GPCA organisation is made up of the following principal structures:

The Secretary General may be appointed from amongst the members of the Board of Directors or outside. The Board of Directors may also appoint other committees and working groups drawn from the staff of the Members of GPCA which are tasked to look after a particular area of common interest to the Members of GPCA.

Steering committee members will comprise of maximum eight members which will include the Secretary General.
The purpose of the committee is to reveiw, plan and support all the activities of the association, liaise with the Board Members and the Secretary General of the Association, lead the working committee, develop strategies for the Association and offer recommendations regarding the issues and agenda items to the Board.

GPCA has constituted various sub committees which are chaired by members of the steering committee.
The sub committees are as follows:
1) Human Resource Development Committee chaired by a representative of Gulf Petrochemical Industries Company (GPIC)
2) Safety, Health & Environment Committee chaired by a representative of Borouge
3) Plastics Committee chaired by a representative of EQUATE Petrochemical Company
4) Logistics Committee chaired by a representative of National Industrialization Company (TASNEE)
