TSA Biometrics Vision & Objectives
Vision: A biometrics capability, built with strategic partners, that enhances aviation security, streamlines operations, and simplifies the user experience.
Guiding Principles: Security Effectiveness & Operational Efficiency, Privacy, Cyber Security, DHS Unity of Effort, Public-Private Partnership, Usability, Passenger Experience, Interoperability, & Adaptability.
16
Goals
17
Purpose & Scope
• Aviation & Transportation Security Act:– Identify passenger biometrics (per
TSA applicable laws & regs.)• Increase security efficiency:
– Improve operational efficiency– Passenger experience
• Fingerprints– Currently the primary biometric
modality– Trusted Traveler & other credentialed
enrollments & security threat assessments
18
Domestic Travelers
• Objective 3.1 : Perform Business Case Analysis for Domestic Traveler Biometrics – Partner with TSA Pre✓®
• Objective 3.2: Evaluate Biometric Solutions for Domestic Travelers– Real ID & other stakeholders
• Objective 3.3: Effectively Use Existing and Available Traveler Data– DHS database, Passport photos, etc.
• Objective 3.4: Establish Partnerships to Implement Scalable Solutions
19
Biometric Mobile Application
• CBP made progress towards meeting biometric program goals;
• CBP tested the pilot program (biometrics) as well as conducted regular operations (screening boarding passes);
• Tests were conducted at 4 different airport in the nation.

CBP Biometric Air Exit Pilot Goals & Outcomes
GOALS1. Facial Photograph
Availability2. Technical Match Rate3. Scalability4. Boarding Process
Impacts5. Match Performance
Trade-offs
OUTCOMES1. Demonstrate photos are
sufficient for auto matching;2. Live traveler photos vs. gallery
photos in CBP data source;3. Large-scale processing is
feasible;4. Impacts of facial recognition
during boarding process;5. True match rates were
identified.
21
Inconsistent Match Rates
Due to the following:• Age of photo stored in data base;• Matching certain nationalities (example:
U.S. Citizens take an updated visa photo every 10 years);
• Low biometric matching in U.S. due to illegal entry into the country (results in fewer stored photos in the data base);
• Quality of photo in data base creating “false rejects”.
22
Outstanding Questions• Funding for the program - CBP
receives visa fee & airport stakeholders;
• Increased staffing through FY2025 in order to incorporate biometric program & support of airline staff;
• Other DHS components are still questionable.
23
Security Breaches
• U.S. Customs and Border Protection says photos of travelers were taken in a data breach; June 10, 2019
24
The Airport Experience
• Airports• Airlines • Security • Concessions
