    The International Center for Research on Women has published a memo tothe next presidential administration, encouraging them to adopt a feministforeign policy. The Center argues that "a U.S. feminist foreign policy wouldensure that the United States’ interactions with other states, as well as socialmovements and other non-state actors, prioritize peace, gender equality andenvironmental integrity; enshrine, promote and protect the human rights of all;seek to disrupt colonial, racist, patriarchal and male-dominated powerstructures; and allocate significant resources, including research, to achievethat vision."

    Disinformation, Misogyny, and Hate Speech inthe 2020 Election

    Women's advocacy group UltraViolet is calling on Facebook COO SherylSandberg to stand up to misoygyny, hatred and verbal abuse against womenon the platform. Sandberg has come under fire recently after her refusal toacknowledge these abuses, as highlighted in this Newsweekarticle. Ultraviolet most recently released a powerful ad featuring differentwomen directly calling out Sandberg and demanding that this online abuseend. In addition, GW held a panel of US and international women lawmakersin August, discussing the issues of social media, misogyny and abuse. Formore information, check out the New Institute for Strategic Dialoguereport on gendered disinformation and the US Congress, which foundthat women and candidates from an ethnic minority background are more likelythan men to receive abusive content on mainstream social media platforms(Facebook and Twitter).

    MARKING THE 20TH ANNIVERSARY OF UNSCR 1325

    ON WOMEN, PEACE AND SECURITY

    Event Recap: Women Transforming PeaceUSIP and the U.S. Civil Society Working Group on Women, Peace andSecurity marked the 20th anniversary of U.N. Security Council Resolution1325. The discussion looked at how countries are expanding on the Women,Peace and Security agenda by adopting feminist foreign and developmentpolicies—and how civil society organizations have invested in masculinitiesprogramming as a complementary approach. These and other frameworks mayprove more effective in advancing gender equality in peace and security,especially in light of the challenges posed by the coronavirus pandemic.

    New Report:"Recognizing Women Peacebuilders"

    Drawing on two decades of desk and primary research and interviews, policydevelopment, and experiences in advocacy and Track One mediationpractices, “Recognizing Women Peacebuilders: Critical Actors in EffectivePeacemaking”, delves into the motivations and factors that propel women tobecome peacebuilders in the face of violence and conflict; the activities theyengage in that bridge the local and the global arenas; and how across time andgeography, they willingly and strategically harness, reframe, and deployexisting traditions, cultural practices, religious teachings, and kinshipstructures, alongside national and international laws, in their pursuit ofpeace, justice, and the power to influence adversaries and belligerent forces.

    Produced as a part of the She Builds Peace campaign led bythe International Civil Society Action Network (ICAN).

    Women Enabled International: Fact Sheet On October 29, 2020, WEI released this Fact Sheet on the Rights of Womenand Girls with Disabilities in Conflict and Humanitarian Emergencies inacknowledging the 20th anniversary of UNSCR 1325. Women, girls, andgender non-conforming people with disabilities are disproportionally impactedby conflict and humanitarian emergencies due to multiple and intersectingforms of discrimination that heighten their exclusion and risks.

    Despite the distinct challenges facing women with disabilities—and thus theimportant perspective they can bring to addressing these challenges—womenwith disabilities are routinely excluded from both peacebuilding processes andrecovery following natural disasters. Failure to engage women with disabilitiesin these efforts perpetuates exclusion, discrimination, and violations of theirhuman rights. Women and girls with disabilities are entitled to the rights andprotections under international humanitarian law and international human rightslaw, enumerated in several international and regional human rights treaties.

    WIIS: 1325 and Beyond Essay Contest WinnersIn February 2020, Women In International Security (WIIS) and the Heinrich-Böll-Stiftung Washington, DC, launched an international essay competition—1325AndBeyond—to mark the 20th anniversary of the United Nations SecurityCouncil Resolution 1325 (UNSCR 1325). WIIS President, Chantal de JongeOudraat, commented on the great number and high caliber of submissions fromaround the world, and stated that “this made the selection process extremelycompetitive.” “It led us to award two second prizes; two third prizes and sixhonorable mentions.” She noted that “the essays highlight innovative andimaginative ideas as well as concrete strategies to achieve the objectives ofUNSCR 1325 and the WPS agenda in the 2020s.”

    SHAPE ACT

    Speier, Castro, and Engel Take On Harassmentand Discrimination in the State Department

    Congresswoman Jackie Speier (CA-14), Co-Chair of the Democratic Women’sCaucus; Congressman Eliot Engel (NY-16), Chairman of the House Committeeon Foreign Affairs; and Congressman Joaquin Castro (TX-20), Chair of theHouse Foreign Affairs Subcommittee on Oversight and Investigations;introduced the State Harassment and Assault Prevention and Eradication(SHAPE) Act of 2020. The SHAPE Act requires stronger anti-harassment anddiscrimination policies and resources and better survivor care andaccountability at the State Department on behalf of the brave employees whospoke up about the toxic climate they have endured while making significantsacrifices in service to our nation.

    Speier, Lee, and Frankel Introduce Resolution inSupport of a Feminist Foreign Policy

    Co-Chairs of the Democratic Women’s Caucus Congresswomen JackieSpeier (CA-14) and Lois Frankel (FL-21), and Co-Chair of the Pro-ChoiceCaucus Barbara Lee (CA-13) were joined by 20 Members in introducing aHouse resolution calling for the adoption of a feminist foreign policy across allareas of foreign policymaking, including foreign assistance and humanitarianresponse, trade, diplomacy, defense, immigration, funding, and oversightmechanisms.

    “…(W)omen’s rights are human rights and foreign policy in the United Statesshould be representative, inclusive, responsive, and accountable tostakeholders, and should take an intersectional approach, utilizing a power-based analysis that reveals, acknowledges, and seeks to correct forinequalities…[and]… feminist foreign policy includes a focus on key thematicpriorities of bodily autonomy, peace, environmental integrity and justice, whichare often left behind in foreign policy development and discourse,” theresolution states.
