PRESIDENT’S MESSAGE
Assalamu’alaikum Warahmatullahi Wabarakatuh In the name of Allah, the Most Compassionate and Most Merciful. Alhamdulillah, Darul Arqam has been engaged with the Muslim community and has shared Islam with its public for 30 years (since September 1980 to September 2010). Reflecting on the past year’s activities, Darul Arqam is reminded of the honour and purpose to serve not only as a community organisation. We are pleased to be part of a positive Islamic movement that serves one and all, with the resources that put forward the importance of knowledge and creating understanding, as well as the significance of social bonding between Muslims and also with non-Muslims. As the focal point to the new learners of Islam, our courses and lectures continue to provide a platform towards understanding the religion through various perspectives. Our social and welfare programmes continue to develop towards fostering better relationship amongst Muslims and better support for our new Muslim brothers and sisters. Our financial aid programmes continue to offer monetary assistance and a series of motivational workshops for the poor and needy families that strive to improve and progress. For the youth, we have seen the establishment of the Youth Of Darul Arqam (YODA) and their emblazing spirit in the activities that revived the energy of the Association in many creative ways. The spread of projects that fortified the strength of Darul Arqam and vividly coloured our community is detailed further in this Annual Report. Alhamdulillah, the support, trust and confidence that accompany the responsibility of this Association is still strong. The care, contribution and feedback from members, volunteers, and donors, are highly valued elements that have helped us in fulfilling our duties. HUMAN RESOURCE MANAGEMENT & DEVELOPMENT
Skills Redevelopment Programme (SRP) Through the national funding incentive programme called Skills Redevelopment Programme (SRP), the Association managed to receive Absentee Payroll - a funding incentive paid to the Association. SRP was funded by the Singapore Workforce Development Agency (WDA). SRP aimed to provide the cutting-edge skills for employees to perform better at their current jobs, be better prepared for changes in their work environment and to take on higher value-added jobs.

Wellness Programme With grants from Singapore Sports Council and Health Promotion Board, a series of health and sports programme were executed. As a result of these programmes, the Association received the bronze award for the Singapore Health Award 2010. The award ceremony was held on 26 November at Suntec City Convention Hall with Guest of Honour, Mr Khaw Boon Wan, Minister for Health. This national award recognises the Association efforts in promoting health at the workplace. Board Policy Manual (BPM) Corporate Affairs Division commenced the drafting of the Board Policy Manual (BPM) as recommended by Ministry of Community Development, Youth and Sports. The aim of the BPM is to facilitate the Council members’ knowledge and understanding of the Association’s programmes, policies and procedures to improve corporate governance.
VOLUNTEER MANAGEMENT & DEVELOPMENT Volunteers contributed to a wide range of services from management to operational duties and assignments in accordance with the needs of the organisation. Each division conducted their respective volunteer management programme. BURSARY GRANT Darul Arqam provided bursary grants in January and July 2010. Applicants were interviewed to ensure their aptitudes and suitability in the area they wished to pursue. In all, 21 applicants had been awarded the education grant in 2010. INFORMATION TECHNOLOGY
IT Hardware & Software Upgrading Project Tender The IT Hardware & Software Upgrading Project had gone through the tender exercise in 2010. The three vendors – Network Architects Pte Ltd, Advan.Ed(ge) Technologies and MindWave Solutions Pte Ltd, submitted their proposals. The IT Sub-Committee handed over the best proposal to the IT Adjudication Committee for final selection. Executive Committee decided that the tender for the project be awarded to MindWave Solutions Pte Ltd in view of their expertise and cost-saving solutions. Procurement of New Copier System and EZ Link system The Association acquired 3 new copier machines. The copier at Al-Mawrid is equipped with an EZ Link card reader, which enables it to charge the end users whenever they photocopy the reference books in the library. Procurement of PCs for Al-Mawrid Four desktop computers were purchased for the Library usage. Procurement of Portable Speakers and Microphones Darul Arqam procured 2 sets each of the portable speaker systems and wireless in-ear microphones to complement the existing audio system at the Galaxy.

CONVERSION
In 2010, Darul Arqam managed 629 of the total number of 641 conversions to Islam in Singapore. This represented 98.12 % of all conversions in Singapore.

One-Stop Centre for Converts (OSCC) In 2010, Darul Arqam – as a One-Stop Centre for Converts – continued to facilitate the issuance of the Conversion Card and reimbursements of transport claims, circumcision fees, and the fees incurred by Converts when they insert their Muslim names in their identity card.

ENRICHMENT PROGRAMMES Befrienders Scheme The Befrienders Scheme was designed to assist those attending the Beginners’ Course on Islam (BCI) to have small group discussions after each weekly class. There were a total of 2 sessions of Befrienders and Befriendees Gathering during the BCI (on every fifth and tenth session). The gathering with Befrienders was held just before the class commenced. This allowed the Befriendees to interact with the Befrienders outside the formal class setting. Personal Coaching The Individual Personal Coaching (IPC) was provided for students who had irregular working hours, travelled frequently, and required a language other than English as the medium of instruction, or on a very short stay in Singapore. The IPC was conducted at the mutual convenience of the teacher and the student. In 2010, 153 students completed the IPC course. Monthly Discussion A total of 15 Monthly Discussions in English were managed with the support of the Filipino Converts, with about 40 participants for each session. The participants included born Muslims, Converts, and at times non-Muslims. The Asatizah who led the sessions were Ustaz Zhulkeefle Ismail and Ustaz Syed Esa Alkaff. The Monthly Discussions in Tamil for Converts and born Muslims were conducted for a total of 9 sessions. The sessions were conducted by the Imam of Masjid Abdul Gafoor, Moulana Hafidz Rafeek Ahmad and Ustaz Mohamed Sadkhdullah Abdul Kaiyoom, with an average attendance of about 40 participants. A total of 10 Monthly Discussions in Mandarin were conducted by Sis Kartinah Poh, Bro Jaafar Mah and Ustaz Omar Ma with an average attendance of about 16 participants per session. There were 12 sessions organised for the Monthly Discussion In Myanmar Language. The sessions were conducted by Ustaz Jamal U Soe Thein. The average number of participants for the session ranged between 50 and 70. Tahlil The Tahlil sessions were led by Ustaz Zainal Zakaria on the last Thursday of every month with an attendance of about 50 participants. CDD Presentation of Services at BCI The programme highlighted the services at CDD that the Converts or potential Converts could benefit from. It explained the process of coming to Islam and the education path available to the participants upon completing BCI. The presentation was conducted at the second last BCI class of each cycle. A total of 21 presentations were organised. They were conducted by Bro Muhd Remy Abdullah, Sis Safiyyah and Bro Muhd Amin Teo.

Internalising Islam 1 & 2 This programme was introduced in 2008 and it aimed to facilitate and improve the understanding of the Converts and potential Converts about Islam. The event was conducted on 23 and 24 April with Prof Dr Kamar Oniah Kamaruzaman as the resource speaker. About 70 participants attended the event.
COUNSELLING SERVICES Counselling Shari’ah Court Cases In 2010, Shari’ah Court referred 330 cases to the Association; 289 cases were closed, 4 cases were transferred to other agencies and 37 cases were brought forward to 2011. 111 walk-in counselling cases were also managed. Prison Counselling In 2010, the Singapore Prison Services (SPS) moved its operations to Clusters A and B and four of our Asatizah have been assigned to Clusters B3 and B5. The Asatizah, who provided religious counselling to the inmates, were Ustaz Umar Siraj Sharbeeni Noor Bakor, Ustaz Hanapi Kasim, Ustaz Zainal Zakaria and Ustaz Maruhan Bin Kyai Choteb. Kaki Bukit Centre (KBC) was attended by Ustaz Syed Esa Alkaff. SPS, in coordination with SACA, CARE Network, Yellow Ribbon, SCORE and other Partners, provided relevant trainings, sharing sessions and workshops to our volunteers. These aimed to equip them with the necessary life skills to facilitate and assist offenders/ex-offenders to re-integrate back to the community. Pre-Conversion Advice (PCA) Since 10 December 2007, PCA had been integrated to be part of the conversion process, held on the same day as the conversion ceremony. During PCA, the Pre-Conversion advisor would ask the potential Convert about their basic comprehension of Islam to refer the potential Convert to the different courses to improve their understanding. Staying Happily Married Programme The workshops were held on 24 April and 20 November. In total, 16 couples benefitted from the programme conducted by Sis Zaharah Ariff and Ustaz Hanapi Kassim.

Basic and Para-Counseling Workshops 2 workshops were conducted on 28 February and 26 July respectively to provide the participants with basic skills in para-counselling. It aimed to create a better understanding on how to deal with clients during counselling. About 60 participants benefitted from this workshop. They were conducted by Sis Maimunah Mosli from As-Salaam PPIS Family Support Centre. Workshop on Faraidh (Distribution of Wealth) There were 3 workshops conducted on Faraidh for Converts on 30 January, 13 March, and 3 July conducted by Ustaz Mohd Salleh Abdul Hamid. A total of 130 participants attended this workshop. Renewing Faith Task Force (RFTF) In 2010, a new initiative – involving collaboration with MUIS and 5 Masjids in Singapore – with the theme ‘Connecting Faith’ was introduced. The programme was held on 21 January with participation by Masjid Al Falah, Masjid Assyakirin, Masjid Al Mukminin, Masjid Darul Ghufran and Masjid Darul Aman. The aims of the workshop were to share DA’s experience in dealing with clients who faced faith issues and to determine the Masjid’s commitment and readiness to take up counselling as part of their task. Follow up meetings were held to map out plans to explore further collaboration relevant to youth education, counselling and other related activities.
WELFARE (FINANCIAL ASSISTANCE)
Financial Assistance Disbursement A total of $1,012,565 (inclusive of the Zakat Disbursement in Ramadhan and Year-End School Aid) was disbursed to about 1,212 families. The monthly disbursement included the provision of Fidyah of about $90,360, including the Ramadhan Fidyah Disbursement.

Zakat Disbursement in Ramadhan On 22 August, the yearly Zakat Disbursement was conducted, involving 600 families. Each family was given cash of $216 and $75 in the form of NTUC vouchers. The Guest of Honour was Assoc Prof Dr Muhammad Faishal Ibrahim, Member of Parliament for Marine Parade GRC. A total of $174,600 was distributed ($129,600 from the Zakat funds and $45,000 from the Fidyah). Year-End School Aid Disbursement Between 3 and 24 November, the Year-End School Aid review was conducted for children of the poor and needy to provide financial assistance to those who were still in school. In total, the disbursement was for 312 families with 844 schoolgoing children. The total expenditure was $134,560. Religious talks for Fakir Miskin (FM) Recipients Between February and December, 4 religious talks were organised for the financial assistance recipients to encourage them in appreciating the importance of the upcoming Ramadhan, to remind of their duties and responsibilities as Muslims, and other subjects pertaining to Islam. A total of 230 participants took part. The facilitators of the programme were Ustaz Zulkiflee Ismail and Ustaz Juana Saifful.
Budgeting Board Game for FM Recipients On 17 October, a budgeting workshop in the form of board games was organised with the support of South East CDC. The objective was to educate FM Clients on how to handle their finances wisely. A total of 32 FM Clients and their children attended the exercise.

Student Enrichment Program On 3, 5, 10, 12, and 17 December, one of our FM volunteers – a qualified speech therapist – volunteered her time to guide 13 of the FM children in the English grammar during their school holidays.

Iftar The 4 Iftars were held on 14, 21, 28 August and 4 September. The attendance for each Iftar was about 450 to 650 guests. The second Iftar held on 21 August was attended by invited guests from various Muslim organisations, Inter Religious Organisations and Embassies. The members from the different Multi-National Clubs were the task leaders in the Ramadhan Iftar programme. The third Saturday of Ramadhan Iftar was hosted by the Multi-National Clubs, showcasing different dishes from various countries.
Eidul Adha Prayer About 250 members and Converts attended the Eidul Adha prayers at Darul Arqam on 17 November. The Imam and Khatib for the prayer was Ustaz Noor Mohd Derus and the Muazzin was Bro Razid Karim. Eidul Fitr Prayer About 250 brothers and sisters attended the Eid Prayers on 10 September. The prayers started at 8.30am and were led by Imam and Khatib, Ustaz Juana Saifful. The Muazzin was Bro Hafidz Abdullah. Religious Guidance for Indonesian Domestic Helpers The Indonesian Domestic Helpers programme was conducted on the first Sunday of each month. On the average, about 120 to 180 Indonesian Domestic helpers attended each religious class. Iqra Class In 2010, Iqra Class for the Indonesian Domestic Workers was offered; it was implemented towards the end of 2009. This was held on every first Sunday of the month, prior to the religious guidance session.
Youth of Darul Arqam (YODA) YODA organised many educational activities for its members. The sub-committee – headed by Chairperson Bro Abdul Razak and Deputy Chairperson Bro Jeff Salleh – is currently identifying capable youth leaders among the YODA members to lead and head the YODA activities. Some of the activities organised in 2010 were the Ubin Island Expedition, Amazing Race and the annual Youth Forum, which was organised in December.

Knowing Islam Session (KIS) Knowing Islam Session provided the platform for non-Muslims to get an overview of Islam. Interested participants were encouraged to attend follow-up classes, such as Beginners’ Course in Islam, conducted at the Association. Conducted every Sunday (except Public Holidays) for a period of 2 ½ hours, this free course attracted 588 participants in 2010: 56% non-Muslims, 5% Converts, and 39% born-Muslims.

Beginners’ Course on Islam (BCI) BCI, open to adults, was a free course that lasted for about 10 weeks. Participants learnt about the fundamentals of the Faith based on our recommended text, “The Essence of Islam” and about mosque etiquette during a visit to the nearby mosque. There were 31 cycles of BCI (in English and Mandarin) conducted throughout 2010. The breakdown for the overall attendance is; 27% born-Muslims, 10% Converts, 15% non-Muslims and 48% walk-in cases. This year, BCI recorded an enrolment of 1,124 participants (including for BCI Mandarin).

Beginners’ Course on Islam Xpress (BCX) The BCX course content is similar to BCI, but it had been compressed to 4 sessions a week (2 hours per session), on weekdays. It was meant for participants who were unable to attend the evening or weekend BCI cycles due to irregular work hours or were on a short stay in Singapore. Conducted during the day, with its flexible schedule, it attracted 568 students: 14% born-Muslims, 17% Converts, 22% non-Muslims, and 47% walk-in cases.

BCI 2, offered with a new concept, acted as a follow-up course after the participant completed the BCI or BCX. This free course is meant to ease Converts’ learning process of being a Muslim to progress comfortably. 12 cycles were offered in 2010 with participation by 231 students.

Solah Tutorial 1 (ST1) & Solah Tutorial Xpress (STX) Classes As the BCI and BCX sessions approached the end of their cycles, students were advised to register for either Solah tutorials. This free course was one of only 3 programmes where classes were gender-based. The small teacher-student ratio, about 1:8, made learning very effective.

Solah Tutorial 2 (ST2) ST2 was the extension of ST1, which provided students with explanations on the whole framework of the performance of the five daily prayers. Marriage Guidance Course (MGC) MGC sessions were held over 2 full Sundays. MGC (express version) was a compressed one-day session, offered to meet the demands of participants who were on a short stay in Singapore or worked on Sundays. While the normal MGC sessions were usually conducted at Fenara Court over two consecutive Sundays, the express sessions were conducted on any selected weekdays at the Association. The total number of MGC students was 310. The number of participants for MGC express was 143. The participants were 55% born-Muslims, 27% Converts and 18% non-Muslims. The Association was constantly in communication with the Ministry of Community, Youth and Sports (MCYS) in its efforts to improve the course.

It was attended by 30 people. The centre organised an Essay Competition titled “The Patience of Yusuf (AS). It was open to either youth from 16 to 25 years old or undergraduates.

Islam & It’s Challenges (IIC) Seminar
IIC seminar (or also known as Youth Da’wah Seminar) was organised from 21 to 23 December. Several local speakers were invited to deliver talks and share their experiences under the theme “Comprehend & Convey”. The event was set to develop the participants’ understanding of Islam and the current challenges for Muslims. The seminar was attended by 29 young adults.
COLLABORATIONS
Awareness Through Mosque Tour (ATMT) Programme with Discover Islam Bahrain From 30 November to 5 December, Darul Arqam collaborated with Discover Islam Bahrain and 4 “monument mosques” in Singapore. This programme aimed to create awareness about Islam to the tourists who visit our national monument mosques. The workshops were conducted at Abdul Gafoor Mosque. The trainer, Bro Syed Ali, shared his experience in communicating Islam to tourists during their visits to the mosques in Bahrain. Invitations to participate – extended to other local mosques and the Society of Tourist Guides – generated a positive response. NUSMS - University Preparatory Workshop The National University of Singapore Muslim Society (NUSMS) invited Darul Arqam for a short talk after their Iftar on 24 August. Darul Arqam also supported the event through a cash sponsorship of $450. NUSMS – Idris Tawfiq Our invited speaker, Bro Idris Tawfiq, conducted a talk at NUS on 20 January, entitled “Islam: The Path to Peace”. An estimated 80 students attended the talk, which was in collaboration with the NUSMS. Madrasah Aljunied Al-Islamiah – Idris Tawfiq Our invited speaker, Bro Idris Tawfiq had a session with the Madrasah students and teachers at Madrasah Aljunied Al-Islamiah on 19 January. Entitled “Journey to Islam: Importance of Da’wah and Education”, an estimated 130 students attended the session. Other Muslim Organisations The workshop entitled “Stations of the Traveller – A Discussion on Islamic Spirituality” was a collaboration with Simply Islam. Our invited speaker, Dr Waffie Mohammed conducted the workshop on 19 December.

Public Talk Teams Public Talk Teams have been established to undertake the planning, management and executing the Public and In House Talks in Darul Arqam for 2011. New Media The Da’wah Division has been conducting feasibility studies and a pilot project to embark on establishing a presence in the new media for purposes of daw’ah, promoting da’wah programmes, and instilling the da’wah spirit in the community. International Da’wah Conference (IDC) A committee had been formed to organise the IDC in July 2011. This conference aims to bring together real-life experiences of Muslim communities from different parts of the world where Islam is not the majority religion. It will examine and encourage exchange of experiences, techniques and examples of how minority Muslims face and overcome their challenges. It is targeted to take place in July 2011, and is targeted at activists, volunteers and those involved in da’wah activities.

AMIL WORKSHOP
The annual workshop to prepare the volunteers for their Amil duties in Ramadhan was held on 7 August at Wisma Indah. The areas covered during this workshop included the rulings on Zakat and the standard operating procedures. The highlight of the workshop was the session on the Zakat Fiqh issues conducted by the invited speaker, Ustaz Tarmizi Abdul Wahid. A total of 24 participants attended the workshop and benefited from the experience shared by the learned Ustaz.

ZAKAT BROCHURE About 7,000 brochures were sent to Zakat payers and members of Darul Arqam in Ramadhan. This brochure contained basic information on Zakat, disbursement of Zakat by the Association via its programmes, and frequently asked questions. The brochure also provided convenience to the Zakat payer who wished to pay their Zakat via mail.

MASS MEDIA The Muslim Reader Magazine The Muslim Reader (TMR), the Association’s flagship magazine, provides relevant information to the new Muslims, who are in tune to learn more about their faith, and to the English-speaking members of the Muslim community. Maintaining a circulation of 4,000 copies, TMR is distributed to members of the Association.
The magazines were also available for subscription and sale at the English Islamic Bookshop. The themes of the editions released in 2010 were “In-Laws: Like Various Optional Flavours, May Turn the Tea of Marriage Sweet Or Sour” and “Rising Against The Tide Of Pride”. Another edition was pending approval for publication at the end of the year. To create better awareness of the magazine among the general public, copies of the back issues (from before 2009) had been distributed at selected mosques, MMOs, relevant functions organised by Inter Racial and Religious Committee Circles (IRCC), Singapore Prisons Service, and Muslim students’ societies. Teens’ Crossroads Magazine Teens’ Crossroads (TC) is geared primarily towards secondary and tertiary students. A column-based publication, TC presents lively articles with colour photos and illustrations to convey the energy and thought-stimulating attitude inherent in the rapidly changing world of youths. Distributed free-of-charge, TC appeals to youngsters, aged between 14 and 21, who are curious about the world and are interested in the intriguing and youthful scenes of arts, sports, social action and technology.
