Case studies
Big data and B2B digital platforms: the next frontier by Europe’s industry and enterprises
❶ Appoint Chief Data Officers (CDOs) in each Member State to take full advantage ofbig data based on non-personal or anonymised data; promote data quality andstandards, champion effective data curation; and, maximise the social andeconomic value of public sector open data.
❷ Invite the CDOs to work collaboratively and develop European guidance forenterprises on how to harness the benefit of big data in the public and privatesectors, in the light of European values and sensibilities.
❸ Develop an EU-wide action plan for the deployment of 5G that involves allstakeholders from industry, the public sector and funding providers, as well asexplores innovative financing models.
❹ Develop multi-vendor test beds for new generation digital solutions. These multi-stakeholder funded facilities would allow for the mutualisation of cyber-security,big data tests and third party assurance, thus facilitating the market uptake ofthese technologies by large corporates.
❺ Promote European digital identity management solutions for objects and people.
❻ Carry out a sector-by-sector analysis of the opportunities for the development ofEuropean business-to-business platforms. Establish multi-stakeholder groups inpromising sectors to develop a sector action plan for such platform development.
Six recommendations
Big data and digital platforms present enterprises with significant newopportunities. This report looks into the potential to create new value inthree important industries: automotive, healthcare/pharma and mechanicalengineering. It sets out the key challenges of digital transformation in eachof these industries, assesses key success factors, and providesrecommendations on how to overcome remaining problems and speed up themodernisation process.

Entrepreneurs and innovators areinvited to showcase their disruptivetechnologies to an audience of decisionmakers. This presentation is immer-sive, with decision makers beinginvited to try the technologies bythemselves so they can develop a betterunderstanding of their applications andtheir economic and social potential.
This final stage enables policy makersto reflect on the next steps to be takento support the uptake of thetechnology. Key drivers and obstacleswill be identified together with theentrepreneurs and innovators andpolicy recommendations will beformulated. The objective is to identifytopics and areas where action isrequired in order to take theseopportunities further.
The goal of this stage is to provide asound understanding of the social,economic and regulatory implicationsof each disruptive technology. Theimpact on jobs, on existing businessesand on the creation of new businessesis explored, as well as the implicationsin terms of skills requirements andeducation. Finally, the legal aspects areanalysed with the issues of adapting theexisting legal framework and of theneed for new legislation.
