The first proposal would address the growing issue ofhomelessness among current foster youth by establishing aCounty Housing Supplement for THP-NMD. This supplementwould augment the rate paid for THP-NMD based on FairMarket Rent (FMR), which is the system developed by theU.S. Department of Housing and Urban Development (HUD)to determine the allowable rent level for individuals whoparticipate in their Housing Choice Voucher program. The second proposal would dedicate 10% of a one-time $2billion housing investment to homeless youth. This approachwas taken in 2018 and 2019, when 5 percent and 8 percentof one-time homelessness funding was dedicated to youthhomelessness.
