• This SSP contains the blueprint for the Fasset's strategy and activities for NSDS III for the financial year from 1 April 2012 to 31 March 2013.

Board decisions for 2012
• Race: Indian and Coloured people are adequately or overrepresented in the sector. Changed focus on African people for certain interventions.
• People with disabilities: Changed focus on African disabled people for certain interventions.

Mandatory Grant
• 2011: 50% of SDL
• 2012: 40% of SDL
– Remaining 10% can be claimed through the Pivotal Grant
– Deadline 30 June every year, no late submissions
– All learners regardless of race, gender and disability status
– Any training

Pivotal Grant• Professional, vocational, technical and academic (PIVOTAL)
programmes
• Provide a full occupationally‐directed qualification e.g. degree, diploma, learnership, internships. Not short courses
• Linked to Mandatory Grant – claim a maximum of 10% of the SDL
– All learners regardless of race, gender and disability status– All learners studying through bursaries at recognised institutions or
professional bodies– Learners studying towards quality-assured and structured workplace
experience– Grant funding regulations are still to be gazetted.

Strategic Cash Grant
• Expenses to a maximum value of 20% of SDL in terms of set tariffs
• MS Excel format required and subject to capping
• 2012 changes:
– Workplace experience criteria removed
– Include increased tariff for employers taking learners onto a new learnership programme
– Race
– Disability

Assessor and Moderator Grant • Reimburse cost of training
• Assessor / moderator to register against Fasset qualification/unit standard
• Assessor requires approval from the relevant professional body for some qualifications
• Applicable to all population groups
• 2012 changes:
– Grant capped at R7,000
– Learners with a disability capped at R12,250

SMME Grant
• Firms employing fewer than 50 people (Small Medium and Micro Enterprises)
• Structured courses only. No short courses or learnerships
• Currently undersubscribed
• To be claimed in terms of a tariff scheme
• 2012 changes:
– Limited to R300,000 per firm
– Race
– Disability

Learnership Cash Grant• SDL and NLP payers with 149 or less employees
• No evidence required, Fasset will confirm on system
• Applicant to ensure Professional Body submits learner information to Fasset
• 10 learners per employer, Entry and Exit Grant
• Tariff depending on length of programme, entry and exit status
• 2012 changes:

– Disability
