Introduction
Ekiti State is one of the 36 States in Nigeria
The Capital City is Ado-Ekiti
The State was created in October 1, 1996
It is located in South West region of the Federal Republic of Nigeria
It has a population of over 2.75m
It is bounded by Kwara, Kogi, Ondo and Osun States respectively to the west, north, east/south respectively

Current Governor of the State is His Excellency, Dr. John Kayode Fayemi
The State’s ICT function is driving by the Directorate of Information and Communication Technology (DICT)

G2P payment implies any form of payment from
government to individuals (citizens, residents in the
State’s jurisdiction, her employees etc)
The reverse can also be considered under this
framework i.e. P2G payments i.e. Person-to-
Government payments
P2G payments can be collectively termed Collections
Why? – The two types of payments rely on the same
or almost similar infrastructure!

Government to Person (G2P) Payment
Where is G2P payment within our Smart governance
for Development framework and ICT Strategy
G2P is a central part of Government of Ekiti State,
Nigeria’s 8-Point Development Agenda, which is geared
towards achieving the Millennium Development Goals
(MDG)
G2P is part of our Transformational Governance
Process
G2P comes under our (Public Facing Service Delivery) – External
to the Public ICT Strategy, E2P-S)
The advantages of G2P payments for the government
entity and to the recipient/ for the payer
For the Government (G2P & P2G)
Reduction in level of fraud
Reduction/total blockage of leakages in collection
Reduction in cost of governance to government
More efficient and effective government operations and service delivery
Promotion of e-Government and e-Governance
Increased productivity of Government workers
To the Recipient (G2P Payment)
Elimination of fraud as dispensed fund gets to receiver directly
Increased recipient’s productivity: recipient can focus on other activities as they get fund
transferred to their card/mobile account (for those using these channels
To the Payer (P2G Payment)
Payments are sure to have been made directly to government; authenticity of genuine
payment
Efficiency and increased productivity; payments can be done on mobile payment device,
using cards at agent’s locations or at ATM/POS point etc
No risk of long distance travel to effect payment; with its attendant cost
The Model Adopted by Government of Ekiti State, Nigeria Currently Mixed Methods of G2P and P2G payments are used
Semi-manual for the disbursement of stipends to the senior citizen/elderly under the
State’s social security programme; attempt is being made to automate this process now
E-Payment for Government employees and appointees’ payments
Mobile Payment for the Y-CAD Scheme
E-Payment for Collections (P2G)
Basis
The elderly group/senior citizens are not mobile payment literate
Mobile payment framework currently not fully developed
Lack of coordinated and integrated Agents’ network in the State
Youths are early adopter of mobile payment services and are mobile payment literate
Our Belief
The State believes in and understand the potential that e-payment/mobile payment brings
to the G2P and P2G payments space
Our Ekiti Digital Transformation Programme will address many ICT infrastructure issues;
which will help to drive growth of the G2P and P2G payments in Ekiti State
Great opportunities for the private sector to participate in this space especially in
deploying agency network; expanded ICT infrastructure provisioning to rural/underserved
areas
Future improvements and roll-out
Implementation of the State’s Citizens’ Information Management System
(CIMS) and linkage with National Identity Management Commission
(NIMC) issued National Identification Number (NIN)
We are implementing a CIMS Project with the Social Security Database as subset; starting
already
Mobile Payment for the Y-CAD Scheme, Pension, Employee payments and other services
E-Payment for Collections (P2G): mobile payments from citizens and residents
Rollout of Agency Network
Collaboration with Nigerian Postal Service (NIPOST) on Agency Rollout
Collaboration with Ecosystem Partner on our Ekiti Digital Transformation Programme
