COMMITTEE REPORT DIGEST
The nomination of Tiffany C. Tam to serve as a member of the Alcoholic Beverage Control Board was made by Governor Edward J.B. Calvo on July 15, 2014. The nomination packet was received by the Office of Speaker Judith T. Won Pat. Ed.D., on July 16, 2014. The nomination of Tiffany C. Tam was subsequently referred by the Committee on Rules to the Committee on Aviation, Ground Transportation, Regulatory Concerns and Future Generations on July 17, 2014.
The Committee on Aviation, Ground Transportation, Regulatory Concerns and Future Generations convened a legislative hearing on August I, 2014 at 10:02 a.m. in I Lihes/a1ura's Public Hearing Room. Among the items on the hearing agenda was the nomination of Tiffany C. Tam. The hearing was adjourned at I I :30 a.m.
Public Notice Requirements Public Hearing notices were disseminated via electronic mail to all senators and all main media broadcasting outlets on July 25, 2014, and July 29, 2014. Notice was also posted on/ Liheslaruran Gucihan's website beginning on July 25, 2014.

II. TESTIMONY & DISCUSSION
Chairman Michael San Nicolas stated that the Conunittee received written testimony in support of the nomination of Tiffany C. Tam and proceeded to open the floor for individuals wishing to provide public testimony.
Donna Muna-Quinata spoke in favor of the nominee. She stated that she considers Ms. Tam as a daughter. She spoke about her intelligence and work ethic. Mrs. Muna-Quinata stated that she believes that the nominee will bring a fresh perspective to the Board and encouraged Senators to confinn Ms. Tam.
Tiffany Tam stated that she was encouraged to become part of the Board by a friend. She mentioned that she is eager to take on a ;,>reater role in helping her community and giving back. Ms. Tam stated that she lost her mother in an alcoholrelated accident when she was younger. She spoke about her experience as part of non-profit organizations and said that it would help her if she is confirn1ed to the Board. Ms. Tam stated that she wants to help better educate the conununity on the laws that oversee the issue of alcoholic beverage control because she believes that the laws and regulations are in place to help businesses succee<l.

Chairn1an San Nicolas stated that he ahvays brings up the issue about the issuance of alcohol licenses. specifically the ratio \Vi th regards to village population versus the nun1ber of licenses issued in those villages, with all previous Board nominees. He mentioned some of the argumems that have been made by opponents and proponems of the current law. lie asked Ms. Tam for her perspective on the issue.
Ms. Tam stated that she is going to educate herself !Urther on current law. She mentioned that in her current place of en1ploy1nent. they are encountering certain issues \Vith regards to current license la\vs. Ms. 'fatn stated that she \Vould like to take a closer look at den1ographics \vithin certain villages and sec co1nparisons so that she can take a rnore infortned position on the issue.
Chairman San Nicolas stated that he supports Ms. Tam's nomination and encouraged her to speak with current I-3oard 1nernbers and con1e to a consensus on the position they \Vant to take \Vith regards to the alcoholic licensing issue. C'hairrnan San Nicolas 1nentioned that one of the reasons \vhy the current bt\V \Vas not properly f(}llo\ved \vas that the Al3(~ stafT did not have adequate resources and n1anpo\ver to keep track of everything. Ile asked the nominee if she would be in supp01i of a review of the ABC operations to identify the operational needs.
Ms. Tam stated her support for an operational review. She mentioned that she attended an ABC Board n1eeting as an observer and discovered that they do not have rnany inspectors. She spoke about the need to meet with the ABC staff to find out what suppmi they need to more effectively do their .1obs.
Chairman San Nicolas stated that he would like to look into the idea of deputizing inspectors to help ease the load from the current staff l le stated that a local high school class did a project in which underage students \Vere able to purchase alcohol lfo111 sorne local stores and that raised the concern that laws need to be more strictly enforced and adhered to.
Senator Tom Ada asked if Ms. Tam's job requires her to travel oflen.
Ms. Tam stated that she docs nut travel regularly but mentioned that, if and when issues for the ABC l3oard arise and require her presence, she \Vi!J delegate her \Vork staff to travel in her place if necessary.
Senator Tom Ada expressed his support for Ms. Tam· s nomination.
Senator Tony Ada thanked Ms. Tam for accepting the nomination and expressed his support for the non1u1ce.
Senator 'l'ina ~tufia-llarnes thanked rv1rs. f'v1ufia-Quinata for her attendance in support of l\1s. -ra1n 's non1ination. Senator Mufia-13arncs encouraged the no1ninee to suppo11 i1nprove1nents to the ,1\!3(_' operations. She expressed her support f()r the nornination.
Chairman San Nicolas thanked Ms. Tam for her attendance and mentioned that he looks forward to \Vorking \Vi th her, and the rest of the I3oard, on issues affecting for our island.

I have known Tiffany for over 15 years and can attest to her leadership skills in making decisions in the best interest of the people of Guam. She has devoted much of her time to various service-oriented roles within the community where I have personally observed her willingness to listen to others and fonnulate her own conclusions. Tiffany demonstrates professionalism in her work and adheres to ethical standards that are expected of public service. As a member of the University of Guam Board of Regents.
