Divi's Laboratories Limited is proposing to establish Unit-III as a commercial facility for manufacturing of APIs &
Intermediates products with a firm commitment to Environmental care. DIVI’S has intended to develop and
manufacture intermediates for many MNC customers by undertaking contract research work for them. This
manufacturing facility as Unit-3 is going to be located at Kongavanipalem (V), Bhogapuram (M), Vijayanagaram
District of Andhra Pradesh. This manufacturing facility is proposed to be developed in an area of 60.7 Ha (150 acre)
with multipurpose production blocks operating under full cGMP.

2.0 Introduction of the project / Background information
Identification of the project and project proponent
The proposal of establishment of Divi's Laboratories Limited as a commercial facility is to manufacture only
Intermediate products with a firm commitment to Environmental care. DIVI’S has intended to develop and
manufacture intermediates for many MNC customers by undertaking contract research work for them. This
manufacturing facility as Unit-3 is going to be located at Kongavanipalem (V), Bhogapuram (M), Vijayanagaram

District of Andhra Pradesh. The site is located at about 50 Kms far of vishakapatnam city and on National High way
No.5.
The company after establishment is enthusiastic to obtain certificate of ISO-9001:2000, for its Quality Management
System (QMS), ISO 14001:2004 for it Environment Management System (EMS) and OHSAS 18001 for its
Occupational Health & Safety Management System (OHSMS).
The company has a view of developing technologies for the products with least emissions and effluents there by
reducing the environmental burden and minimizing adverse Environmental Impacts.
Brief description of nature of project
The role of the Divis Laboratories for the proposed Plant Unit 3 will consists of developing Common
Infrastructural Facilities - roads, water, power, drainage, street lightening green belt, CETP, TSDF, and
STP etc. Social Infrastructure - Banks, Post Office, canteens, primary health centre, etc. The Proposed
Industry will also have an Industrial Area Local Authority for maintenance of the facility, approval of
building plans etc. The Industry will be developed based on the Sustainable Industrial Development,
reasonable and planned use of the finite resources of land according to their natural environmental
properties. To cater this need, the preparation of Zoning Plan for siting of industries, based on
environmental considerations has been conceived. The environmental parameters and conditions are
evaluated and quantified and the suitability of sites is determined based on their sensitivity to air, water and
land pollution. Economic development and industrialization have become synonymous and are integral part
of regional planning of a country. There is a need that apart from preventive measures, proper siting of
industries / industrial estates should be done. The environmental planning is a proven tool for achieving
sustainable development. Proper siting of newly planned industries & industrial estates is a strong pollution
preventive instrument that ensures environmental soundness of the industrial development. Site selection
based on environmental criteria with the objective of minimizing adverse environmental impacts is,
therefore, a vital prerequisite.
DIVI’S scale of production facilities include: Multi-purpose production blocks, Special reaction blocks, warehousing
and all service facilities. DIVI’S to take outmost care of the safety of the employees, contract workmen and
surrounding public by maintaining safe and congenial Environment.
The dedicated teams with dynamic, experienced and well capable persons will be selected and assigned
responsibilities for implementation of EHS at all levels. The team includes various sub teams like OHSAS, EMS,
SAFETY & HEALTH COMMITTEE, OSET (On Site Emergency Team) which include Fire fighting team, Leak control
team, Evacuation team, Communication team (Internal & External) and First aides.

Feasibility of the Project
Detailed feasibility study was carried for the proposed Industry. The results of the study are very encouraging and
instilled confidence in would be project proponents. The infrastructure requirement for the Industry can be broadly

Viziyanagaram city is the district head quarter of the Viziyanagaram District, main occupation of people of
Viziyanagaram is agriculture and agriculture labour. The proposed projet shall employ the local skilled and
unskilled human resources from the district. The proposed project directly support economically support to
the local area.

Availability of water and energy requirement.
Water requirement will be fullfilled by bore wells and champavathi river and streams and power requirement will
be substituted by APtransco substations.
Resource Optimization/ Recycle and Reuse
The new & creative approach to enable less waste intensive production is based on different techniques will be
adopted by regular up gradation of process technology. These techniques are as hereunder.
Source Reduction
Under this category there are 5 techniques of Cleaner Production – Energy Efficient (CP-EE) are briefly discussed
below:
a) Good Housekeeping: Systems to prevent leakages & spillages through preventive maintenance schedules
and routine equipment inspections. Proper working instructions, supervision and regular training of
workforce would facilitate proper housekeeping.
b) Input Material change – Substitution of input materials by eco-friendly (non-toxic or less toxic than existing
and renewable) material preferably having longer service time.
Better Process Control Modifications of the working procedures, machine-operating instructions and
process record-keeping in order to run the processes at higher efficiency and with lower waste generation
and emissions.
c) Equipment Modification – Modification of existing producing equipment and utilities, addition of
measuring and controlling devices, in order to run the processes at higher efficiency and lower waste and
emission generation rates.
1. Technology Change – Replacement of the technology, processing sequence and / or synthesis pathway in
order to minimize waste and emission generation during production.
d) Recycling

� On-site Recovery and Reuse – Reuse of waste materials in the same process or for another useful
application within the industry.
� Production of useful By-Product – Modification of the waste generation process in order to transform
the waste material into a material that can be reused or recycled for another application within or
outside the company.
e) Product Modification- Characteristics of the product can be modified to minimize the environmental
impacts of its production or those of the product itself during or after its use (disposal).
Quantity of Solid Waste and Recycling facility
Solid Waste Management involves activities associated with generation, storage, collection, transport, processing
and disposal of waste. Information on nature of waste, its composition, and the quantities generated are essential
for effective waste management. The Solid waste generated would be send to nearest secure land fill fesility.

assessment (EIA) and environmental management plan (EMP) studies, etc for obtaining environmental clearance

Climate
The climate of Vizianagaram district is characterized by high humidity nearly all-round the year with oppressive
summer and good seasonal rainfall. The summer season from March to May is followed by South West monsoon
season, which continues up to September. October and November constitute the retreating monsoon season. The
climate of the hilly regions of the district receives heavier rainfall and cooler than the plains. The maximum
temperature recorded during 2004 is 39.6O C during May and the minimum temperature is 17.1O C during
December.
The normal rainfall of the district for the year is 1,131.0 MM as against the actual rainfall of 740.6 MM received
during 2002-03. The district gets the benefit of both the South West and North- East monsoon.

Environment Planning in India
The need for the environmental administration of India to become active in the field of environmental planning is
founded in the Environment (Protection) Act, 1986, which authorizes the Central and State Government " to have
the power to take all such measures as it deems necessary or expedient for the purpose of protecting and
improving the quality of the environment and preventing, controlling and abating environmental pollution. Since,
the carrying capacity of the environment is not unlimited and some areas or ecosystems are more susceptible to
adverse environmental impacts than others, the unplanned and haphazard location of industries might

The proposed Industry does not envisage any disturbance to local community or the village since the land is
acquired and fully owned by the Divis laboratories limited. The proposed project will not affect the home oustees,
land oustees and landless laborers. Hence there is no R & R plan required.
8.0 Project Schedule & Cost Estimates
The factors which are responsible for timely implementation of the project are:
• Arrangement of proper finance for the project.
• Finalization of layout of the proposed plant.
• Design of utilities and services.
• Placement of orders for plant and machinery.
• Arrangements for Govt. sanctions and supply of power.

The initial estimate, the cost of the project works out to around Rs. 300 Crores.
9.0 Analysis of Proposal (final Recommendations)
Financial and Social Benefits with emphasis on the benefit to the local people including tribal population if any,
in the area.
The proposed project is expected to bring significant socio-economic and environmental benefits both at local level
as listed below:
Social Infrastructure:
• Social awareness programs will be improved by the local authority such as sanitation and hygiene, HIV
Prevention Program.
• Adult education and female education programme is planned to the illiterate adults and backward females
of the villages in the project surrounding area.
