1. EXECUTIVE SUMMARY
This quarterly report covers all the activities for the period from 1 January 31 March 2016 within the
Dassenberg Coastal Catchment Partnership (DCCP), City sector. The DCCP comprises of the DCCP West
(Witzands Aquifer Nature Reserve [WANR] and Brakkefontein Conservation Area) and the DCCP East (Klein
Dassenberg Conservation Area, the formerly owned Penelli property and Stewardship sites) sections.
The managing of the DCCP further includes building and maintaining relations with various stakeholder
groups, communities, private landowners, City Departments including Sub Council structures and other
agencies. The DCCP is also responsible for the operational management of an official residential property.
A Cape Peninsula University of Technology Nature Conservation student commenced with his Work
Integrated Learning(WIL) year, based at the DCCP.
Two relatively large wildfires occurred within DDCP West during this reporting period; the total area burnt of
the two combined wildfires is 814 hectares.
The DCCP staff continued with invasive species clearing of Acacia cyclops (Rooikrans) and Acacia saligna
(Port Jackson) vegetation throughout the DCCP.
2. HIGHLIGHTS & CHALLENGES
Highlights
The Cape Peninsula University of Technology (CPUT), student Dylan De
Waal officially commenced his Work Integrated Learning (WIL) year at the
DCCP on 04/01/2016. D De Waal will be completing his mandatory WIL
year towards a National Diploma in Nature Conservation. The City and
CPUT has a signed agreement for the City to host a CPUT student at a
suitable protected area. All students are to gain daily work experience,
document these experiences according to stipulations set by CPUT and
hand in a completed report of the documented experiences in October
2016. The DCCP management will be mentoring and guiding the student
throughout his year.
The DCCP staff installed a 260 m six strand stock fence for Nirvana Private Conservation area on the border
between Nirvana and Michells wholesale plant nursery.
It was noted during the reporting period that the Red Hartebeest (Alcephalus busephalus subsp. caama) in
the WANR/Brakkefontein area had a calf.

ADORE contributed 500 photocopies at their own expense of a Notice requesting visitors to the dunes not
to drive through the area that was burnt in January, to allow the veld to recover. The copies are issued to
each visitor on entering the gate to the dunes.
The FoBCA, chairperson Roy Fuller-Gee organised a drone and operator to fly over the burnt area.
The City of Cape Town acknowledges these generous contributions towards operations and conservation in
the DCCP.
The formerly owned Penelli private property was transferred to the City during the reporting period; this is
part of the expansion and land acquisition plan of the City for the Biodiversity Management Branch.
One of the informal structures at Klein Dassenberg Conservation
Area was removed due to the occupant receiving a
Reconstruction and Development Programme (RDP) house at
the Kanonkop housing development in Atlantis. Prior to the City
owning the land there were four structures altogether, the City
inherited the four structures that came with the land, however at
present only one remains.
Challenges
The matter related to the lack of adequate office and storage of the DCCPs assets is still a major challenge,
together with office space for the staff complement.
The DCCP remains without a People and Conservation Officer during this reporting period. This is a major
concern as the relationships, programmes and opportunities conducted with the schools/groups/events will
be affected through the lack of an assigned People and Conservation Officer.
CONSERVATION PLANNING
Andre Rossouw reported at a Branch meeting on the 26/02/2016 that there are still certain erven lacking
copies of title deeds, these erven will not be submitted as part of the current proclamaition process and it is
anticipated that the process can be finalised in this year.
As per the National Environmental Management: Protected Areas Act, Act 57 of 2003, Protected Area
Advisory Committees (PAACs) for each of the City of Cape Towns nature reserves and protected natural
areas has been established. The first WANR PAAC meeting was held on the 23/10/2015. The second meeting
was on the 09/02/2016. The third meeting will be on the 11/05 at WANR.
For the DCCP Office Complex, a professional Services Team has been appointed to facilitate the detailed
design
