This week our “On the Block andMaking a Difference” spotlight ison Bishop Ray Campbell. Bishop
Campbell was born and raised in thesmall impoverished town of Cosby,Mississippi. He is the oldest of 5siblings. He was an eighth grader whenhe lost his father and took on theresponsibility of helping his mother toraise his younger siblings. He receivedhis education in the Mississippi publicschools and received his Bachelor’sdegree from Alcorn State University. Heearned his Master’s degree from DallasBaptist University and continued tofurther his education by completing hisdoctorate work at Vision InternationalUniversity. In 1968, he accepted his callinto the ministry and in 1970, heorganized Ideal Pentecostal Church.
The Ideal Pentecostal Churchstarted out as a small store front churchin South Dallas with just 3 members.The Ideal campus, which is now locatedat 1000 E. Red Bird Lane here in the citynow boasts 3 buildings including aneducational center and daycare,sanctuary and a family life center with afull gymnasium. Bishop Campbell hasdeclared the word and led the flock at
Ideal Pentecostal for over40 years, where he
continues to teachabout faith in Godand God alone.
Bishop Camp-bell is cur-rentlyserving as the CEOof Ideal VisionCollege where morethan two hundredstu-dents have ob-tained their degreeunder Bishop Cam-pbell’s leadership.
Bishop Camp-bell’s favorite sayingis “I make my livingby giving”, and hehas lived up to hismotto. He con-tinues to set theexample of a truegiver each year byreaching out tothose who are lessfortunate in and outside of ourcommunity.
A few years ago, Bishop Campbelland a bus load of his members traveledback to his hometown of Crosby,Mississippi and established the city’s firstannual “Community Day.” While there,he fed the entire community and gavebikes to all the local children. The nextyear, he and members of his
congregation went back to Crosby;chartered a bus and transported morethan 100 children to the local Wal-Martstore; they closed the store down whilethey shopped for new school clothes.Afterwards, they set up tents and BishopCampbell preached and ministered tothose in attendance. Because he livesby the motto to make his living by

Here we are at the Christmasseason and many of us do notknow where the money for rent or
food is coming from. As we look aroundour country today, as we watch the sixo’clock news, or the CNN Network, orread the newspaper at home, make nodoubt about it, we see ourselves in astorm. America is in a storm andeveryday many people today are losingtheir jobs, losing their homes toforeclosure, and they do not haveenough money to pay their bills. Thereare many families today that are sodepressed and stressed out because theydo not know how they are going tosurvive on a day to day basis. Manyfamilies are going through some toughtimes right now and we have beenhearing reports how some heads of thehouseholds are killing off their ownfamilies, ending their lives because theyfeel that there is no way out of their
dilemma and they feel like there is nohope for them for the future. Amen!
Yet in the midst of the storm that weare in, there is still hope for us in thefuture, especially hope in our SaviorJesus Christ. Psalm 31:24: says, “Be ofgood courage. And he shall strengthenyour heart, all ye that hope in the Lord.”Amen!
Jeremiah 17: 7 says, “Blessed is theman that trusts in the Lord, and whosehope the Lord is.” Amen! It is a sweetrelief in knowing that no matter what youare going through, no matter what stormyou are facing, there is hope for you inthe Lord for the present and there ishope for you in the future because Godis able to bless you and sustain you evenin the midst of the storm that you are inright now! Yes, God is able to take careof us in the midst of the storm that weare in, but if you want to be able tosurvive the storm that you are now in,you need to stay in the ship. Amen!
Paul was on this ship as prisonerbeing transported to Rome to appearbefore Caesar because of his faith andbecause of preaching the gospel inplaces where he was not received well.In Acts 27:9-10, Paul had tried topersuade the centurion and the captainof the ship to wait for better weather tocome before setting out to sail becauseat that day and time, the weather wasbecoming somewhat dangerous for
sailing. However they had decided totake a gamble and sail out into the seadespite of the bad weather conditionsbecause they had some cargo thatneeded to be transported along withsome prisoners.
Has there been a time in your lifethat you found yourself in a storm simplebecause you did not want to listen toanyone? Your Mom and Dad were tryingto tell you something, your best friendwas trying to tell you something, yourhusband or wife was trying to tell yousomething, and your Preacher was tryingto tell you something! What I mean ishas there been anybody in your life thatwas trying to tell you something whatwas going to be helpful for you? Butbecause you wanted to do your ownthing, and you did not want to listen tonobody, you have found yourself in astorm that it was going to be hard to getout of.
Now if the truth be told, the reasonwhy the centurion and the captain of theship did not listen to Paul was becausethey thought Paul did not know anything
about sailing a ship. They thought theonly thing Paul knew how to do is preachand teach about the Lord. They did notrealize that Paul had been sailing before,and he had been shipwrecked before andPaul knew what he was talking aboutwhen he told the centurion and thecaptain to hold off from sailing untilbetter weather come along. They sawPaul just as a preacher, but they also sawPaul just a prisoner who needed to betransported. There is a lesson for us tolearn and the lesson is be careful howyou look at people. Do not be so quick topass judgment on people just becausethey may not have a college degree orthey do not live in a nice neighborhood,because they may be too old, or tooyoung. God can use anyone to give yousome common sense. I want you toknow that no matter how bad the stormthat you may be in, just know that Godis able to take care of you in the midst ofit. The DallasISD is com-mitted to an
efficient use ofresources, includ-ing energy. Tothat purpose, thedistrict has beenimplement-ing aseries of steps tomore efficientlyuse energy in allfacilities.
District em-ployees have
been turning off lights and computerswhen not in use. Turning off computersat the end of the day or putting them onsleep mode when not using them cansave thousands of dollars a year inelectricity consumption. Otherconservation efforts include installingenergy efficient equipment, havingadjusted temperature set points,monitoring equipment runtime withbuilding automation systems, modifyingequipment operation schedules, andimplementing a filter replacement pro-gram.
In addition to activities on theconservation side, the Dallas ISD joinedthe Texas Public Power Pool, or P3, agroup of governments and public entitiesthat have come together to negotiatemore favorable rates and contractsusually reserved for large industrialcustomers. Aggregation gives a group ofcustomers the increased size and cloutneeded to effectively negotiate betterrates with retail electric providers.
All these efforts combined have hada positive financial impact for the districtin the form of millions of dollars saved inthe past three years. In 2008, the districtspent $39.5 million in electricity. Theelectricity expenses went down to $35.9million in 2009. While it’s too early tohave final numbers for 2010, the districtprojects spending $35.07 million inelectricity. Utility usage for the district for2009 can be found at www.dallasisd.org,where it is reported yearly in compliancewith Texas law.
In an effort that began with the2002 bond program to improve energyusage throughout the district, the DallasISD has been steadily replacing oldercooling and heating systems with moreefficient ones in existing schools and
facilities. As a part of its 2008 BondProgram, the Dallas ISD is committed toemploying high performance schoolscriteria in the construction of theprogram’s 14 new schools and a numberof major additions to schools.
Sustainable schools are designedand built according to a code ofenvironmental standards developed bythe Texas Collaborative for HighPerformance Schools. The standardsrequire the incorporation of energyefficiency, conservation, and designfeatures that foster responsible use ofresources.
There is evidence that high per-formance sustainable schools increasestudent performance, foster a sense ofcommunity, improve student and staffhealth, reduce environmental impactand lower operating expenses.

In other District 5 news: 20 studentsand two teachers from the Yvonne A.Ewell Townview Center traveled nearly7,000 miles to South Korea as part of theinternational student exchange programwhich brought Korean students andteachers to Townview nearly two yearsago.
The group spent two weeksstudying at the prestigious BugilAcademy in Cheonan, South Korea,approximately 60 miles south of Seoul.In preparation for their internationaleducational experience, studentsimmersed themselves in the SouthKorean culture prior to the trip. In early2009, 20 students and two teachersfrom Bugil Academy visited withTownview students and their familieswhile studying at the Dallas ISD magnetcenter and learning about Americanculture.
“The Townview Exchange Programis an opportunity for our students tobecome global learners, expand theirknowledge and appreciation for differentcultures, and make friends with studentsin other parts of the world,” saidTownview’s Executive Principal AliceBlack. It’s so encouraging to seestudents broaden their educationexperience with programs such as this
and it’s also exciting to know that thiswill surely help students with theiracademic achievement.
The students at Townview alsocommunicated with their classmates inSouth Korea via Skype.
The holiday season is upon us.Many of you will be celebrating Advent,Hanukkah, Christmas, Kwanzaa, andNew Years Day. There will be plays,programs, and processions proclaimingthe great reasons for the time of year. Itis a time of joy and festivities for somany, yet a time of depression anddespair for others.
As you share the holidays with yourfamily, friends, and peers, remember thestudents who may not have a happyholiday season. More than 87% of our157,000 students are economicallydisadvantaged. As such, their holidayseason may not be as enjoyable as yourand others.
Visit with the principal at yourneighborhood school. Ask what you,your church or organization can do toenlighten the holiday spirits for theirstudents. Your gift will be appreciatedby the students.
What better gift can there be, thanthe gift of reading? Many Dallas ISDschools receive support from Earning byLearning, a non-profit organizationproviding reading incentives. This week,J.P. Starks will hold their fall readingcelebrations. Next week, Harry Stone,George Washington Carver, EladioMartinez, J.N. Ervin, N.W. Harllee andAmelia Earhart students will receiverecognition.

TSU felt like they won the Superbowl,they gave Houston something tocelebrate this past weekend. Texas
Southern University (9-3) won its firstSWAC title since 1968 reaching theirprimary goal for the season. Prairie ViewA&M University took the SWAC title lastyear which was its first since 1964. Butthis season, it was Texas Southern's turnto rise from longtime cellar dweller toSouthwestern Athletic Conference Cham-pionship. The Tigers earned their firstSWAC title since 1968 on Saturdaybehind Coach Johnnie Cole's swarmingdefense and backup quarterback RikoSmalls holding off Alabama StateUniversity (11-6) at Legion Field.
The toughest defense in the SWAC,#2 ranked in the nation and led by SWACdefensive player of the year and SWACChampionship game defensive MVP,Dejuan Fulghum, the Tigers held theHornets to 72 total yards and an averageof just 1.7 yards per play. After the TSUoffense took the opening drive behind itsbackup quarterback and SWAC Champ-ionship game offensive MVP, Riko Smalls,82 yards and scored on a Martin Gilbert2-yard touchdown run, the Tigers’ scoredon Marquis Jackson's safety for an 8-0
lead. Robert Hersh nailed a 28 yard fieldgoal with 7:34 toplay in the first halfand Texas Southernhad all the offense itneeded on that day.With Smalls throw-ing 17 passes andrunning six timesthis season, TexasSouthern’s offensefound its footing onthe ground.

Texas Southern’s junior running backMarcus Wright capped off a magnificentseason with 123 rushing yards againstAlabama State on Saturday setting theschool’s single-season record with 1,212yards. Wright finished the year with
seven consecutive 100-yard rushingoutings. It was a big turn-around for Wright whorode the bench for most ofthe 2009 season afterrushing for 513 yards as afreshman in 2008. "It’s agreat feeling," Wright said."To be able to comethrough this season, over-come the obstacles I hadto overcome from thispast year and be able toaccomplish something likethis is unbelievable.”
Wright has 1,758 careerrushing yards and alegitimate shot at be-coming TSU’s all-timeleading rusher next sea-son.
"I've been waiting on this jobfor over 20 years," said Cole,who played quarterback atTexas Southern in the mid-
1980s. "I've been in the business for 24
(years) and I’ve always wanted to comeback to Texas Southern and get us to thischampionship." Cole said TSU, whichclaimed its only black college nationalchampionship in 1952, shouldn’t be
penalized too harshly for losing toprevious SWAC champion to Prairie ViewA & M (7-4) and Big East co-championConnecticut (8-4). Coach Johnnie Cole,however, believes his squad should alsobe considered for the black collegenational championship.
The Tigers (9-3) were ranked fourthin the previous Sheridan BroadcastingNetwork black college football poll with192 points, behind Albany State (276),Bethune-Cookman (253), and GramblingState (228), which they beat onNovember 11. TSU will likely have pass-ed Grambling when the final ranking isreleased early this week.
Texas Southern coach Johnnie Colewas named SWAC Football Coach of theYear as announced by the league officeon Friday. Cole has led his Alma Mater toit’s first ever SWAC Championship gameberth and the first 8-win season at TexasSouthern since 2000. Cole is finishing his3rd season at TSU with a record of 18-16with the Tigers.
He is 33-32 in his 6th season as headcoach for his career. TSU Tigers haveplayed many tough black colleges in thepast with teams that had winning recordsthan anybody in black college football.Congratulations to Texas SouthernUniversity and Coach Johnnie Cole.

ed the resignation of HenryFrazier III as head footballcoach and names HeishmaNorthern as the new headcoach. Frazier abruptlyresigned this afternoon.Northern will assume headcoaching duties effective im-mediately.
On Tuesday, December 14, headlinesread Henry Frazier to be named head coach
at North Carolina Central.When interviewed, coachFrazier said that familyneeds and a legacy ofsuccesses with his formerprogram said, “It’s de-finitely more of a per-sonal and social dev-elopment,” said Frazier,who grew up in Wash-ington D.C. “Professionally, I had
every-thing I needed tobe successful at Prairie View - we’ve donesome great things. But, there comes a pointin your life, in my opinion, when you’ve got
to make a move for your family and yourwife. This move to Texas was all about me,100% of my career, and we’ve done someextra-ordinary things at Prairie View. Andnow, I had some opportunities to go backeast, still coach football and be closer to myfamily and my friends, the people who loveme and the people I love so they can sharein some of the things I’m doingprofessionally. So I decided to resign.”

Some people in Americahave lost sight on whywe celebrate Christ-
mas, and the Christmasseason. There are some thatcould care less, and somewho satan is using to takeChrist’s name out ofeverything that he possiblycan. We as a people inAmerica have come to acompromise with satanconcerning dropping the name ofChrist from many things. What manypeople do not understand is that thereis power in the name itself. This hasbeen proven in our lifetime, look at ourschools system, there is chaos in all ofthem. Before Christ was taken out ofschool systems, there was never anymajor violence occurring in any school.Children do not have respect for theirteachers any more, students arebringing guns to school, not only arethey bringing them, but they areshooting up schools, killing studentsand teachers as well. Why? Becauseschool systems voluntarily threw Christout of it’s system. Kids so not learn aswell now, they slip out of school andgo to the crack house.
Now, there is a group runningaround here advocating taking Christname out of Christmas. Many of ushave forgotten why we have
Christmas in the first place. They wantto make Christmas aholiday season. This iswhat they want to call theChristmas Season. Theywant to remove the nameChristmas, because itrepresents Christ the RisenSavior, and insert the name“holiday season” instead.Isaiah already have statedin his writings in 700 BC “Who hath believed ourreport?” He knew manywould not believe his
report about a wonderful Savior iscoming: For unto us a child is born,unto us a son given: and thegovernment shall be upon hisshoulder: and his name shall be calledWonderful Counselor, the Mighty God,the Everlasting Father, the Prince ofPeace (Isaiah 9:6).
Our government officials haveforgotten that this country wasfounded upon the principles of theHoly God. Our government has letoutside people interpet theconstitution the way they want it toput things aside that they say isunconstitutional to their group. Well,everybody that’s here, and are cominghere needs to know that this isAmerica, God’s Country.
Let us not forget to read ourBibles, and may God bless you realgood , and may He keep you in Hisloving care.

One day a manfound a cocoon ofa butterfly. When
a small opening app-eared, he sat andwatched the butterfly forseveral hours as itstruggled to force itsbody through the tinyhole.
Then it seemed tostop making any prog-ress. It had gotten as faras it could and could go
no farther. So the man decided to help the butterfly.
He took a pair of scissors and snipped off theremaining bit of the cocoon. The butterfly nowemerged easily. But it had a swollen body andsmall, shriveled wings.
The man continued to watch the butterflybecause he expected that, at any moment, thewings would enlarge and expand, to be able tosupport the body, which would contract intime. Neither happened!
In fact, the butterfly spent the rest of itslife crawling around with a swollen body andshrivelled wings. It never was able to fly.
What the man, in his kindness and haste,did not understand was, that the restrictingcocoon, and the struggle required for thebutterfly to get through the tiny opening, werenature's way of forcing fluid from the body ofthe butterfly into its wings, so that it would beready for flight once it achieved freedom fromthe cocoon.
Sometimes struggles are exactly what weneed in our life. If we were allowed to gothrough our life without any obstacles, it wouldcripple us. We would not be as strong as wecould have been. And we would never be ableto fly....

Clem Daniels, former Prairie ViewNational Alumni President (1995-2005) said,“The program is in good hands and PV is stillprogressing. We have people in charge whowill keep the program moving forward andthere should be no fall off because theinfrastructure is already there. I hated to seeCoach Frazier leave because he is a goodcoach. We should be insulted that heinterviewed for the University of North Texashead coaching job but didn’t really get anyconsideration. In the last 100 years, we haveonly seen one black head coach go from ablack school to be a head coach at a whiteschool and that was Turner Gill. Does this stillmean that black coaches don’t have theoptions to cross over?”
Frazier leaves Prairie View as the secondmost successful head coach in Prairie Viewhistory with a mark of 43-30 during his 7 yearspan. During his tenure, he captured the
school’s first Southwestern AthleticConference Championship since 1964 in 2009and has guided the Panthers to 4 consecutivewinning seasons. Frazier was named the2009 Eddie Robinson Award winner as thetop coach on the football championshipsubdivision level. Frazier leaves behind aprogram that has become a consistentcontender in the SWAC and on the FCS ranks.
Prairie View immediately elevated PrairieView Defense Coordinator, HeishmaNorthern, who was named head coach inwaiting this passed October will become the31st head coach in the history of theUniversity effective immediately. A 14 yearveteran on the collegiate level, Northern hasmoved the Prairie View A&M defense to newheights during his 6 year tenure as the team’sdefensive coordinator and has producedseveral All-Americans during his tenure.Athletic Director Fred Washington said, “Welook forward to the opening of the 2011season and giving Northern this opportunity.”

ep stakes.The last month or so the NFL has
preached player safety to the point ofboredom. They’re fining guys excessiveamounts, and maybe that’s why somethink their intentions are genuine.
The word is they’re trying to stop thehead injuries, and concussions. Theirmethod for stopping this is: no helmet tohelmet tackling, no hitting of defenseless
receivers. No touching of the helmetunder any condition that is if you playoffense.
These changes in my opinion couldcause more injuries, as in the hit MichaelVick took earlier this season againstDetroit.
You remember as kids, you dosomething to another kid and run andjump on your porch, getting out of harmsway. What happens the next day atschool? Unless you’re a good fighter youhave a whipping coming.
Well in the NFL the Quarter back is onthe porch. You can’t hit him below theknees, nor can you hit him above theshoulder. When he gets in the open field,if he slides feet first he’s still on the porchand hitting him is a no, no.
The hypocrisy, the defensive team in
total all the things that can’t be done tooffensive players can be done todefensive players and more often thannot are encouraged.
From tackle to tackle, one yard oneither side of line, clipping is legal andencouraged. The defensive linemen aregetting rammed with the crown of ahelmet every single down. If clippingisn’t bad enough on the knees, when theQB throws the quick passes, it isphysically impossible for a quarterback tothrow over a man that’s taller than he is.Solution: the Offensive Lineman go at hisknees to get his hands out of the air. Most players and Doctors think a lot ofthe injuries in the NFL, are the results offatigue. So the NFL will probably lock theplayers out next season during contractnegotiations. The sticking point will bethe owners want to add 2 more games tothe schedule. That sounds more likegreed than concern.

Born in 1949 in Cincinnati, OH, John A.Boehner was born into very humblebeginnings. He grew up working in his
family’s business, Andy’s Café, at an early agemopping floors among other things. He wasemployed as a janitor at Xavier University.Many American families can relate becausethe majority of them start out with humble orpoor beginnings, take mediocre jobs, attendcollege and strive to realize their dreams –just like Boehner. So Boehner’s family was alot like most American families. One wouldthink that Boehner could relate to the regularworking class families who are still strugglingto put food on the table for their families andbe able to put their kids through college.
Boehner has been able to move from hishumble beginnings to achieve some of hisgoals and move on to become Speaker of theHouse. But why does Boehner haveemotional outbreaks when he talks aboutcertain things?
The other puzzling thing is how Boehneris more concerned about tax cuts for the richand wealthy than he is about those familieswho are still struggling to keep their familiesafloat and cannot afford to send their kids tocollege. Now that Boehner has “made it” heis not so much concerned about the familiesthat are like his family was when he wasgrowing up. He cries about children beingable to achieve the American dream, but onthe other hand, he fights for tax cuts for therich and wealthy. Boehner, what are youreally crying about?
In the past, we’ve had lots of high profileindividuals and elected officials crying. Herein Dallas several years ago, then Police ChiefTerrell Bolton broke down and cried about asituation concerning the Dallas PoliceDepartment. Later that month, he was fired.
On the national scene, Democratic candidatefor the presidency, Hillary Clinton, while onthe campaign trail cried and it was stated thatshe was too weak to be the president. JimmySwaggert cried when he confessed about hisinfidelity and people forgave him. PresidentObama cried when his grandmother passedaway and people said he was showing hishuman side. Former President George W.Bush cried after 911 and some said it wasbecause he made so many mistakes - but hewas forgiven. Vice President Joe Biden criedfor whatever reason and he’s still in office.
Some people say it is okay to cry andmaybe that’s okay. But Boehner seems to cryat the drop of a hat. He seems to cry whenit’s not necessary or appropriate. Should webe concerned about that? It’s one thing tocry when the situation lends itself to someoneneeding to cry, but it’s not okay to cry inpublic all the time and when it seems that it’snot necessary or the appropriate time.Should we question Boehner’s stability? If we are going to worshipwe must allow the Holy Spirit to clean upour lives, help us to get rid ofunforgiveness, bitterness, and hypocrisy.We were blessed as she ministered. He has alsoreceived many commendations andproclamations from the House of Re-presentatives and the Mayor of the City ofDallas.

The PHYSICAL handout and distribution of candy by participants IS allowed and encouraged. All candy must be in original wrappers. THROWING CANDY IS NOTALLOWED, by request of the City of Dallas and Office of Special Events. Are you handing out candy or other items during the parade? YES/ NO (Please include a copyof any printed material being distributed in the parade with your entry form). Must be approved by parade committee. NO ALCOHOLIC BEVERAGES MAY BECONSUMED PRIOR TO OR DURING YOUR PARTICIPATION IN PARADE ACTIVITIES.
Indemnification Clause: I/We hereby voluntarily release DFW Elite News, City of Dallas, and the Parade Committee and all other sponsoring organizations. volunteers,individuals, the State of Texas, any and all departments, agencies, officers, or employees, and all parade committee workers from any and all liability in any way arisingfrom injuries, losses, and damages to person and property that might be sustained or received in connection with said parade. I/We do agree with the above provisions.
Waiver: I hereby grant full permission to DFW Elite News and/or agents authorized by them, to use any photographs, videotapes, recordings, or any other records of thisevent for any legitimate purpose. I agree to abide by the 2010 rules and regulations of the 24th Annual DFW Elite News Martin Luther King, Jr. Parade.
