The Enabling Masterplan 2012 – 2016 is a 5-year national roadmap. It aims to build a more inclusive society where persons with disabilities are supported across their various life stages and aspects of daily living to realise their fullest potential and to be contributing members of the society.
This is Singapore’s second Masterplan for persons with disabilities. The Masterplan makes recommendations along 5 domains that supports persons with disabilities.

Like early detection and intervention, education is important for the development of all children.
Ministry of Education (MOE) ensures that children with special needs are well supported and receive a quality education, whether in mainstream or Special Education (SPED) schools.
BETTER SuPPORT IN MAINSTREAM SChOOLS
MOE’s Special Education Needs (SEN) Fund helps students with special needs in Insititutes of Higher Learning (IHLs) to buy Assistive Technology (AT) devices to support learning
Disability Support Offices in all universities, art institutions, polytechnics and Institutes of Technical Education (ITEs) provide a one-stop centre to support students with special needs
Better planning for support for incoming students with special needs at IHLs, through exchange of information between secondary schools and these institutions

Newly built buildings are more disabled friendly. Disabled friendly features include braille and tactile signs to indicate staircase storey levels and the location of toilets and ramps. Hearing enhancement systems for persons with hearing impairment will also be available at auditoriums and concert halls
Subsidies to cover cost of retrofitting old buildings with disabled friendly features is available though BCA’s Accessibility Fund

Singapore hosted the 8th ASEAN ParaGames in December 2015, and was represented by 152 athletes - our largest contingent so far.
A Committee on Disability Sports was formed to look into ways to encourage persons with disabilities to participate in sports.
Plans include making ActiveSG Sports Centres and programmes more accessible to persons with disabilities in adoptiong a healthy lifestyle.
2 more will be built by the end of 2016.
5 new inclusive playgrounds have been built across Singapore.
$4.5 million Information and Communications Technology (ICT) Fund for SPED schools and a grant for VWOs that use technology in their programmes for persons with disabilities
TECh ABLEA one-stop resource centre to provide information on AT for persons with disabilities set up in 2015
Assistive Technology Fund has been increased to provide subsidies of up to $40,000 for all individuals with disabilities to buy AT devices. The average number of beneficiaries has more than tripled.

The Social Service Institute is a one-stop training and employment hub for better hiring and retention of social service professionals
Provides Training Programmes
MSF has set up 3 Therapy Hubs to better attract and develop therapists in the sector. The hubs target to employ 125 therapists by 2017.
A similar hub for psychologists was also set up in 2015.
VWOs that require support from therapists and psychologists can tap on the hubs for services can get them through these hubs.
Promotes the transfer of Learning to Practice via Communities of Practice
