SACRAMENTO – Following the tragic situa-tion at the Valley Springs Manor in Castro Val-ley in late October, Senate Majority LeaderEllen M. Corbett (D-East Bay) today an-nounced that she will introduce legislationthat will bolster the facility inspection andcomplaint investigation process, as well asensure a comprehensive plan that addressesthe immediate and long term needs of as-sisted living residents following a facility clo-sure. The legislation seeks to prevent futuretragedies that may potentially jeopardize thesafety and wellbeing of elderly and/or sickresidents at assisted living care facilities. Asthe State Senator representing Castro Valleyand the East Bay / Tri-Valley, Senator Corbettbelieves that the chain of events that culmi-nated in 14 assisted living home patientsbeing left virtually alone for two days follow-ing the closure of Valley Springs Manor by theCalifornia Department of Social Services inOctober is unacceptable. Senator Corbettthanks the selfless staff that remained afterthe state action and appreciates their heroic

efforts, though questions still remain regard-ing what steps government agencies and/orother facility staff should have taken to ensurethe continued safety of facility residents.“Though the ongoing federal, state and localinvestigation into what happened at ValleySprings Manor continues, this situation inCastro Valley is a clear reminder that there isan urgent need for increased protections toprevent this tragedy from ever happeningagain,” Senator Corbett said. “Residents atassisted living facilities are certainly vulnera-ble and both they and their families deservethe peace of mind of knowing that there aresafeguards in place to protect residents if andwhen another facility closure occurs.”

Senator Corbett and her staff willcontinue meeting with assisted living homerepresentatives and residents, state agencyrepresentatives and other stakeholders in theweeks ahead to determine the best legislativecourse of action to meet the specific and gen-eral needs to protect assisted living home residents.
