refused by a vote of 11 to 4. Now it is an ­

nounced th a t the com pany w ill lay their

tracks over the culvert w ithou t permission.

W e hesitate to believe th is statem ent. W hy

was permission of th e Freeholders asked a t

a ll, If a refusal was to be to ta lly ignored ?
