4- Mandates:• Scanned versions can be accepted• Ministries responsible for higher education in the Partner
Countries may submit an endorsement letter at submission phase, however a signed mandate will be required if the application is selected for funding
5- Sub-contracting:• Costs for subcontracting should not to be shown under “Staff
costs” or “Travel costs” but as “Other costs” or under “Printing and Publishing”.

An interactive PDF form that uses Adobe’s Acrobat Reader
A form that you download (internet connection and standard browser software are required) but does not require you to be online when you are filling it in or validating it
It can be sent and shared by e-mail amongst partners like a normal file
It can only be submitted via internet: you have to be online when you submit it

Applications will be submitted on-line using the E-form: Publication of a static version on the Tempus website by end November 2010 and an active version by mid- December 2010
On-line submitted E-form (including mandatory annexes) is considered to be the unique reference document for the submission deadline.

One-phase submission in two steps:
Step 1: online submission
Click on SUBMIT button of the E-form once the content is validated and mandatory attachments are enclosed:
An automatic notification is sent with the project reference number

Step 2: submission by registered mail
- Print out the submitted form and copy the project Referencenumber on each of the following original documents
Declaration of Honour Budget and work plan Logical Framework Matrix Mandates Financial Identification Form Legal Entities Form Financial capacity form Profit and Loss Accounts together with the balance sheet for the last
three financial years for which the accounts have been closed (if applicable)
- Send the complete application package, the deadline defined in the Call (date of postmark), using registered post to the Agency postal address mentioned in the Call for proposals.

Make sure that you have the necessary IT support Do not try to fill the form directly on the website –
download it first on your computer Fill all fields on the front page before starting to fill the
other sections Save the form regularly Maximum size of attachments 3MB Do not validate the form until you have finished
completing it The submitted form is locked – cannot be changed
