What is a ‘strategic plan’?
Council has a suite of plans that set our
priorities and guide our decision making.
The Strategic Plan articulates Council’s vision
and aspirations for our community – that is,
everyone who lives in, works in or visits the
City of Tea Tree Gully.
While this plan is a high-level statement of what
we want to achieve for our community, it is
supported by more specific strategies and plans
that guide our decision making and the day-to-
day management of our City. These include:
• Asset management plans – help us to
sustainably manage infrastructure, such as
buildings, roads and footpaths, and to a high
standard
• Long-Term Financial Plan – ensures that
we manage our finances responsibly and
sustainably
• Development Plan – provides guidelines for
the best location and design for development
• City Master Plan – describes the physical
features of our City as envisaged for 2040
• Annual Business Plan – identifies our annual
strategic and operational priorities and sets
our budget for the year ahead.

Creating community wellbeing
The wellbeing of our community is our priorityOur strategic plan is focused on promoting the
wellbeing of our community; that is, to ensure
we have a healthy community that enjoys a
quality lifestyle.
Extensive research into individual and
community wellbeing tells us that there are a
number of factors that contribute to community
wellbeing. These factors form the basis for
the aspirations and objectives included in our
Strategic Plan and they fall under three key
themes as follows:
• Healthy and safe
• Prosperous and connected
• Vibrant and liveable.
The role of local government in community wellbeingThe goal of community wellbeing is linked to
effective government at all levels. While Council
cannot control all of the factors associated with
our residents’ wellbeing, we can contribute
positively in a number of ways. These include
the provision of infrastructure, services
and facilities that support public health and
wellbeing. For example, we design public places
and spaces that support health and safety and
we continually strive to create an environment
that supports a quality lifestyle for all residents.

Public health and Council’s roleThe South Australian Public Health Act 2011
requires Council to develop a Public Health Plan
that provides a strategic focus for public health-
related issues and actions. The Act specifies
our role in public health as follows:
• The local public health authority
• Preserve, protect and promote public health
• Cooperate with other authorities in the
administration of the Act
• Ensure that adequate sanitation measures
are in place
• Identify risks to public health
• Assess our activities and developments in
terms of their relevance to public health
• Provide or support activities that preserve,
protect or promote public health
• Provide or support immunisation programs
for the protection of public health.
This Strategic Plan also acts as our Public
Health Plan. A ‘State of the City’ report and our
previous analysis of the State of Public Health
in our City titled ‘Public Health Plan 2014:
Health and Wellbeing Audit’ provide an analysis
of key trends impacting our community’s health
and wellbeing. These are available on Council’s
website - teatreegully.sa.gov.au

Monitoring and reportingWe report back to the community on how we
are delivering these initiatives through our
Annual Report, prepared at the end of each
financial year.
Regular reports are also provided to Elected
Members on how these initiatives are
progressing.
DeliveryOur Annual Business Plan identifies key
projects and initiatives that we will undertake
each year to deliver the aspirations and
objectives identified in our Strategic Plan. Our
community is also provided with an opportunity
to have input into the many initiatives, services
and programs that Council funds each year.

Organisational excellenceTo deliver our strategic management plans
successfully, we continually strive to perform
at the highest level. To ensure optimum
performance, we focus on improvement in five
key areas:
1. People and leadership – our staff at all
levels are engaged and make meaningful
contributions.
2. Customer and community relations – we
value and proactively foster good customer
relationships.
3. Governance – we define roles, powers and
responsibilities within the organisation, with
the aim of modelling best practice in local
government.
4. Finance and systems – we are financially
sustainable and have appropriate systems in
place to be able to perform effectively.
5. Continuous improvement – we constantly
look for opportunities to improve through
incremental changes and an openness to
new ways of doing things.

Our aspirations and objectives
Healthy and safeA healthy community is one where people are happy, healthy and have positive relationships. A safe
community is one where people are safe at home and also when moving around in public places.
Aspiration
Our community is healthy and safe.
Objectives
1. A community where people are safe in our public places and spaces.
2. A community where people are safe during emergencies, natural disasters and during extreme
climatic events, such as storms or heatwaves.
3. A community where people have easy access to places, spaces and services that support good
health.
How can Council contribute?
Council contributes to public health and safety in many ways. For example, we design public places
that minimise opportunities for crime; we provide places like parks and sports grounds to encourage
recreation; and we build footpaths, roads and bike paths that are safe and invite people to walk or cycle.
We also deliver health services, such as public health inspections and immunisation, and we deliver
federally-funded home support services to assist older and disabled residents.

Prosperous and connectedIn a prosperous community, people prosper as individuals and the local economy is thriving and
resilient. This means people have access to diverse employment and educational opportunities, and local
businesses are successful. A connected community is one where people have a sense of purpose about
achieving their goals and where they feel a sense of belonging and connection to their local community.

Our local economy prospers and people feel a sense of purpose and belonging.

2. A community that participates in meaningful community and economic activities.
3. A community with a resilient local economy.
4. A community where people have the resources and capacity to achieve goals.
How can Council contribute?
Council helps to create a prosperous community in several ways. For example, we support a strong
local economy by building and maintaining essential infrastructure, such as roads, to a high standard.
We also ensure land is appropriately zoned to encourage the establishment of businesses. Council
creates a connected community by providing avenues for meaningful community activities; for example,
volunteering and participation in programs that take place in Council facilities. We undertake community
engagement about decisions that will impact on our community and we also represent our community
in relation to issues that affect them. We provide a range of facilities and programs to assist people
achieve their goals, including the provision of library resources, youth services, and community
development programs.

Vibrant and liveableA liveable city is one where places and spaces are desirable, accessible and set in a healthy natural
environment. It is also one that offers housing choices for people at all stages of life and provides
transport options to help people to get around easily. A vibrant community is one that has a clear sense of
identity and character; it is a place where people choose to live because they are proud of the area.

Our City is a desirable and sustainable place to live.
Objectives
1. A city that is made up of places and spaces that are appealing and easy to access.
2. A community with a diverse range of housing to suit a variety of needs, life stages and lifestyles.
3. A sustainable city that has a healthy natural environment and is resilient to climate change.
4. A place that expresses a unique character and identity, an area that inspires pride in its residents and
one that people enjoy visiting.
How can Council contribute?
Council can make the City of Tea Tree Gully more vibrant and liveable by improving the appearance
of places and spaces, by enhancing amenities that are valued by the community and by helping to
interpret local heritage and culture. We can ensure that our City is more sustainable by reducing the
environmental impact of Council’s operations and actively improving local ecosystems. We can provide
opportunities for the community to express their identity through promotion of the arts and cultural
activities. Encouraging diverse housing and commercial development to meet community needs and
preferences will make our area a more liveable and vibrant place.
