Marine Turtle Conservation andSustainable Livelihood Opportunities

at Grand Anse Bay

The project aims to support the protection of sea turtles,in particu-lar Leatherbacks, Dermochelys coriacea, atGrande Anse Beach, Babonneau, and to supportcontinued development of the revived Des Barras SeaTurtle Watch Group. It targets the establishment of anEnabling Environment for Marine Turtle Conservation inBabonneau, Saint Lucia.

Sediment Management of John Compton Dam

Feasibility Study

The John Compton Dam was designed to have a 3Million cubic meter, storage capacity. A bathymetricstudy, completed in 2005 revealed that the storagecapacity had diminished to 2.9 Million cubic meters.Hurricane Tomas devastated the Island in 2010 and afollowing bathymetric study revealed that the storagecapacity had diminished further to only 1.9 Million cubicmeters. This reduction in capacity was mainly due to thesediment carried from about 30 separate landslides inthe Dam catchment area which occurred duringHurricane Tomas.At current abstraction levels the Dam has sufficientcapacity to supply water to the North of the Island foronly 30 days. In the last ten years there have beenseveral periods of drought on the Island, with minimalrainfall for over 2 months, the most recent being in 2010.The dredging of the John Compton Dam is urgentlyrequired to provide an adequate water supply.

The quality of water in the Praslin Bay has been compro-mised due to agricultural activities in the community. Thishas a negative impact on both the biodiversity of the bayand the health of the users of the bay. This project isintended to address the problem without depriving com-munity members of livelihood, by offering the community,and empowering them to sustain an environmentallyfriendly and more viable alternative to their currentagronomic practices.

A collaborative and participatory process over aneighteen month period, among multiple stakeholders, ledto the official establishment of the Soufrière MarineManagement Area (SMMA) in July 1995. As a result ofthis process, an 11 km-length area of coastline wasapportioned into several zones, catering to the varioususers and uses.Delineation of zones:1. Marine Reserves2. Fishing Priority Areas3. Recreational Areas4. Multiple Use Areas5. Yacht Mooring Sites

The Federal Republic of Germany has provided supportfor the reconstruction of the St. Jude Hospital. InNovember 2012, the Gesellschaft fur InternationaleZusammenarbeit (GIZ) committed a total of US$63,000to the hospital. Subsequent to a further request from theGovernment of Saint Lucia in July 2013, the GIZ throughits project Caribbean Aqua-Terrestrial Solutions initiatedsupport for a new sub-component. This sub-componentaimed at improving the reliability of the water supplysystem at the Hospital and assisting with adequatetreatment and disposal of the wastewater. This supportwas in the amount of €600,000. St. Jude Hospital isstrategically located in the South of the island and has inthe past and continues to be a catalyst for growth in theregion. As such the inability of WASCO to provide apotable and reliable water supply has a significant impacton the effectiveness of hospital operations. Under thisGIZ project as well the Vieux Fort Water SupplyRedevelopment is being supported through the planningstages including the development of designs for theproposed infrastructure works.

Support toSt. Jude Hospital Reconstruction Project

WASCO is responsible for the provision of potable waterand sanitation services for the whole of Saint Lucia. Dueto the prevailing geographical and climatic conditions,sus-tainable water supply is at a knife’s edge. Matterswere made even worse as a result of hurricane Tomas in2010 and the low-level trough heavy rains in December2013. Most of the water supply systems have beenaffected and severe damage was done to the watersupply infrastructure: Intakes, transport mains, reservoirsand pumping stations where flooded and partly damagedand the continuity of supply disturbed. Furthermore partof the infrastructure is old and needs to be replaced.According to a study on NRW executed by the consultingfirm St. Lucia Water Partners in 2013, the non-revenuewa-ter was calculated at more than 56 %.

Activities in the Soufriere Watershed impact theSoufriere Marine Management Area (SMMA). Heavyrains results in runoff carrying eroded soil, remains offertilizers and pesticides, and other chemicals used inthe hinterland into this unique marine ecosystem.Therefore, the CATS-Programme cooperated with theBelle Vue Farmers’ Cooperative, to train farmers onimproved agricultural practices and to help implementthese in the field. The focus is on utilization of adaptationmechanisms in agriculture and forestry to combat climatechange; farmers have already realized changing patternswhich can be attributed to climate change.

The International Water Stewardship Programme(IWaSP) promotes effective multi-stakeholderpartnerships between civil society, private sector andgovernmental actors to improve the adaptability of waterusers to manage threats to water security. As of 2014,IWaSP partner countries are Kenya, South Africa,Tanzania, Uganda, Zambia, St. Lucia and Grenada.Currently, the Programme supports seven partnershipsinvolving 23 public institutions, 22 companies, threeassociations, seven NGOs and numerous communityrepresentatives. By 2018, this programme’s objective isto benefit one million people directly and six millionpeople indirectly through improved management of watersecurity risks.

The water supply in the South has been unreliable andinconsistent in both the dry and rainy season due to thevulnerability of the systems to climate variability. Duringperiods of intense rainfall, the turbidity level of the rawwater rises significantly above acceptable levels, makingit difficult to simply disinfect. The present infrastructure isincapable of ensuring a consistent quality of potablewater to customers during high turbidity conditions. Inaddition, during the dry season, the quantity of wateravailable from the existing intakes decreasessignificantly. This often leads to extended periods ofwater supply interruptions in the area.The project is of crucial importance to St. Lucia becauseof inadequate water supplies to the South of the islandstate. The project is jointly supported by the CDB and theGerman government-funded Caribbean Aqua-TerrestrialSolutions (CATS) program.

GIZ CATS supported the pro-ject by financing solar energyequipment (25.000US$) forthe seamoss processing plantin order to subsitute fossil fueland thus to reduce its carbonfootprint.
