6.9.3 Indicators: After Hydroelectric Development The following sections provide an overview of the boreal woodland caribou indicators and metrics (described in Table 6.9.1-1) post-hydroelectric development.
6.9.3.1 Population Historically, population estimates and range delineations have been derived using the best available information. As resource development began to expand into boreal woodland caribou habitat in the 1980s, concern regarding this species resulted in intensified monitoring and research efforts to accurately determine discrete boreal woodland caribou populations and range use. Over time, Manitoba Conservation and Water Stewardship (MCWS) has refined the delineations and naming of boreal woodland caribou ranges within the province based on the best available information at that time. While we may currently recognize a range by one name, this range may have been delineated differently and been known under a different name in the past. Historical information regarding the ranges currently assessed within the RCEA ROI is noted below.
6.9.3.1.1 Harding Lake Range
With respect to the Harding Lake Range, Johnson (1993) estimated populations based on field experience and observations, and reported herds of 30 animals in the Partridge Crop Hill Range and 20 in the Harding Lake Range. Manitoba Conservation (2006) reported an estimated population in the Wapisu range of 100–125 animals, which includes a portion of the Harding Lake Range. Manitoba’s current Boreal Woodland Caribou Recovery Strategy does not provide population estimates, but indicates that the population size for the Harding Lake Range is “acceptable”. This assessed status is given to a Management Unit where each delineated range within the Management Unit has a population estimate greater than or equal to 100 (MBWCMC 2015). Therefore, the population size in the Partridge Crop Management unit, which includes the Harding, Wapisu-Wimapedi and Wheadon ranges, is considered acceptable (MBWCMC 2015).
As resource development began to expand into boreal woodland caribou habitat in the 1980s, concern regarding this species resulted in intensifying monitoring and research efforts to accurately determine discrete populations and range use. Standard VHF (very high frequency) and animal-borne GPS collaring and telemetry studies were first conducted in the Harding Lake Range from 2002 to 2005 for the Wuskwatim hydroelectric developments (Hettinga and Berger 2012). GPS collaring and aerial surveys continued in 2010 to 2014 as part of the Bipole III Transmission Project. As part of the Bipole III Site Selection and Environmental Assessment process, caribou monitoring focused on determination of core areas and assessing adult female survival and calf recruitment. Annual aerial surveys have been continued on a portion of the Harding Lake Range from 2011 to 2012 as part of ongoing monitoring of the Wuskwatim Generation Project (Hettinga and Berger 2012). A summary of boreal woodland caribou observations in the Harding Lake Range is found in Table 6.9.3-1.

Recent observations from aerial surveys conducted as part of ongoing Manitoba Hydro development are
the result of intensive surveys. Analysis of the data indicates that numbers are consistent with boreal
woodland caribou observations from other years.
In terms of harvesting pressure within this range, officer reports showed a few boreal woodland caribou
harvested at Nelson House in 1983; otherwise no animals have been recorded as harvested. Manitoba
Hydro and Nisichawayasihk Cree Nation (NCN) (2003) noted that woodland caribou are not specifically
hunted, though an occasional animal was taken in the post-hydroelectric development period.

6.9.3.1.2 Wapisu-Wimapedi Range
Boreal woodland caribou in the Wapisu-Wimapedi Range were once divided into two different ranges –
the Wimapedi Range and the Wapisu Range - with low but stable populations of 25 and 100 animals
respectively (Johnson 1993; Rebizant et al. 2000). The overall range was amalgamated with the Harding

Lake and Wheadon ranges to form the Partridge Crop Management Unit, which was assessed in 2014 (MBWCMC 2015). The results of that assessment indicated the population was acceptable and that the range was under high conservation status. During the 2011 winter season, Alaskan Trackers completed a minimum group count within the Wapisu-Wimapedi Range (Joro 2011). As presented in Table 6.9.3-2, a total of 33 boreal woodland caribou were observed in 2011, consisting of 32 adult females and one calf. During the winter of 2012, similar methods were utilized to count 161 boreal woodland caribou, 131 of which were adult females and nine were calves (Joro 2011).

6.9.3.1.3 Wheadon Range
The 2014 Manitoba Boreal Woodland Caribou Recovery Strategy illustrates that the Wheadon Range was included as part of the Partridge Crop Management Unit. In 2014, the Partridge Crop Management Unit was assessed at a high conservation status with an acceptable population size (MBWCMC 2015). No other assessments of this range were made before 2014. Moreover, caveats to the delineation of these specific ranges increased with the considerable amount of overlap with other ranges. For the Wheadon Range, post-hydroelectric development, 15 boreal woodland caribou were identified during winter 2012 group counts, conducted by Alaskan Trackers as a part of Wuskwatim Transmission Project monitoring (Joro 2012). All 15 were identified as cows, with no calves reported.
6.9.3.1.4 Wabowden Range The Wabowden Range was first assessed by Rebizant et al. (2000). The conclusions from that initial assessment were that the range was listed at a high-risk level with a population size in the vicinity of 150 animals. This range was assessed again in 2006 by Manitoba Conservation. The findings from that assessment were that the population now ranged from 200 to 225 animals and the risk level was lowered to medium concern. Finally, in 2014 another assessment was completed on the Wabowden Management Unit with findings reporting that the population was acceptable; however, the conservation status was once again raised to high (MBWCMC 2015). The assessment on this range included the William Lake Range. A summary of boreal woodland caribou observations for the Wabowden Range post-hydroelectric development is found in Table 6.9.3-3. Winter group counts conducted by Alaskan Trackers during the winter of 2011 identified 24 individual female adult boreal woodland caribou (Joro 2011). The following year, a total of 86 boreal woodland caribou were observed; 80 of which were adult females and six were calves.

6.9.3.1.5 William Lake Range
The William Lake Range was first assessed by Manitoba Conservation in 1993 (Johnson 1993). The population of 25 animals was estimated based on field observations from experienced personnel. The next assessment did not occur until 2000 (Rebizant et al. 2000), where again the population was reported to be 25 animals and the risk level assigned to this range was low. The 2006 assessment indicated a population estimate of 25 and 40 animals (Manitoba Conservation 2006). The last assessment completed on the Wabowden Management Unit was in 2014 (MBWCMC 2015). As mentioned above, the range in 2014 included the William Lake and the Wabowden Range with a population assessment reported as acceptable, yet noted to be of high concern.
6.9.3.1.6 Naosap-Reed Range
During the first assessment of this range (Johnson 1993), the Naosap and the Reed ranges were assessed independently. The Reed and Naosap populations were estimated at 50 to 100 animals each. The next assessment of the range took place in 2000 (Rebizant et al. 2000). During this time, when the Naosap Range included the Kississing Range, the population was estimated between 100 and 200 animals. The Reed Lake Range included the Yawningstone and Clearwater lakes with a population estimated between 100 to 150 animals. Manitoba Conservation assessed the ranges again in 2006 and the report continued to enumerate animals from each area independently - the Naosap Range contained a population of 100 to 200 boreal woodland caribou, whereas the Reed Lake Range was reported to contain 100 to 150 animals. The latest assessment of boreal woodland caribou was completed in 2015, and within the report, the Naosap and Reed ranges had been combined with the Kississing Range (MBWCMC 2015). The report listed the population within the Naosap Management Unit as acceptable but of high conservation status.
6.9.3.1.7 Norway House Range
Johnson (1993) indicated the presence of boreal woodland caribou in the Molson and Island lakes areas with unknown population sizes. In 2000, the estimated population size for boreal woodland caribou occupying the area near Island Lake (which overlaps with the current Norway House Range) was 500 to 1000 animals (Rebizant et al. 2000). The 2006 Conservation and Recovery Strategy for Boreal Woodland Caribou did not include the population or range information for the Norway House area. The current Boreal Woodland Caribou Recovery Strategy does not provide a population estimate; however, it does indicate the population size is acceptable (MBWCMC 2015).

Monitoring of the Norway House Range commenced in 2012 with GPS collaring as part of ongoing wildlife monitoring in support of all-season road development (S. Johnstone pers. comm. 2015).
Conservation officer reports on harvest of boreal woodland caribou did not continue into the post-hydroelectric development period.
6.9.3.1.8 Charron Lake Range
In 1992, the location of the present day Charron Lake Range overlapped with two loosely defined ranges at that time, then called the Berens River Range and the Hudwin Range. The population estimate for the Berens River Range in 1992 was 200 animals, based on field experience and overall observations of boreal woodland caribou (Johnson 1993). The Hudwin Range population estimate in 1992 was unknown. By 2000, the delineation and naming for the ranges located within the vicinity of the present day location of the Charron Lake Range had been refined. In 2000, the Gunisao-Hudwin Lake Range overlapped with the northern portion of the present day location of the Charron Lake Range and had a population estimate of 250–500 animals. This range of caribou had little to no disturbance with the range, and was designated at this time as low risk (Rebizant et al. 2000). The Atikaki-Berens Range in 2000 overlapped with the western portion of the present day area occupied by the Charron Lake Range. The population estimate for the Atikaki-Berens range was 300–500 animals (Rebizant et al. 2000). Manitoba Conservation (2006) did not recognize the Charron Lake Range in 2006. The current strategy separates the Charron Lake Range from the Atikaki-Berens Range and instead combines the Charron Lake Range with the Molson Range into the Molson Management Unit, within which the population size is considered acceptable.
6.9.3.2 Core Area Telemetry (collar) data are required to conduct this analysis and are only available for the post-hydroelectric development period. Calculations of core areas for potentially affected boreal woodland caribou populations are provided in Table 6.9.3-4 and can be compared to a relatively non-affected population (Charron Lake Range) to evaluate range use and size of core areas. Maps 6.9.3-1 to 6.9.3-3 illustrate the results of the core analysis.
Boreal woodland caribou telemetry data were used to assess caribou distribution before (2007–2008) and after (2010–2011) the construction of the Wuskwatim transmission line. The newly constructed transmission line, from Wuskwatim Lake to Snow Lake, was used to assess boreal woodland caribou use of the landscape as well as proximity to these linear features prior to and after transmission line construction. Prior to construction of the Wuskwatim transmission line, boreal woodland caribou densities in winter were highest within 3000 m of the proposed linear feature location. During the summer, boreal woodland caribou densities were highest 3500 m away from the proposed linear feature location. After construction, the density of boreal woodland caribou locations in winter were observed to be highest within 1000 m, with fluctuation to 3000 m, whereas in summer the highest boreal woodland caribou densities were within 2500–3000 m of the transmission line (Joro 2011). The boreal woodland caribou densities adjacent to the linear feature pre- and post-hydroelectric development of the transmission line are comparable, with little change in boreal woodland caribou use of the landscape within a 1000 m through 3500 m distance from the transmission line feature (Joro 2011). Boreal woodland caribou core

6.9.3.3 Habitat Calculations of high quality habitat area for potentially impacted boreal woodland caribou ranges were compared to a non-affected population (Charron Lake Range). Modeling of high quality habitat was undertaken using RSF modeling, based on available telemetry data (Appendix 6.9B). These analyses were used to compare the amount of high quality habitat within boreal woodland ranges to determine if habitat is limiting due to hydroelectric development (Tables 6.9.3-5 and 6.9.3-6). Maps 6.9.3-4 through 6.9.3-7 show the distributions of habitat quality within ranges.

6.9.3.4 Fragmentation Determining the effects of hydroelectric development (i.e., transmission lines) on high quality habitat for affected boreal woodland caribou ranges requires the acquisition of telemetry data. 6.9.3.6 Parasites White-tailed deer densities in the northern boreal woodland caribou ranges are very low (Wasel et al. 2003). P. tenuis, in association with white-tailed deer, is present throughout deciduous mixed-hardwood forests although it has not been reported in the boreal mixed-wood forest (Wasel et al. 2003). Lankester and Samuel (1998) noted that P. tenuis had been documented in the southwestern corner of Manitoba; and Wasel et al. (2003) showed presence of P. tenuis in the southeastern corner of Manitoba with a high prevalence of P. tenuis among white-tailed deer. Given the low white-tailed deer densities found in the northern boreal woodland caribou ranges and the RCEA ROI, P. tenuis is not a significant concern.
With respect to the Harding Lake Range, a number of surveys were undertaken for the Wuskwatim Transmission Project, including aerial surveys, trail camera deployments, and winter observations. These surveys yielded very few observations of white-tailed deer. Two were counted during the 2005 mammal transect surveys along the Wuskwatim proposed access road (Blouw and Berger 2007a). Further, two white-tailed deer tracks were observed during a 2005 aerial survey of the Wapisu Range near the Wuskwatim access road (Blouw and Berger 2007b). During the 2000 mammal studies undertaken for the Wuskwatim Generation Project, white-tailed deer presence was noted, but no number of animals detected was reported (Schmidt and Berger 2007). No deer were found in any of the Keeyask Generation Project studies (Patenaude and Berger 2004; Keeyask Hydropower Limited Partnership 2012). Overall, observations of white-tailed deer with the RCEA ROI are very sparse. Based on the results of aerial and ground surveys of white-tailed deer, there is no evidence of increasing populations of this possible vector of brainworm.
