Social Policy: Budget and
Funding Significant discretionary program cuts already taken place over the last
few years to address deficit reduction, and most (70%) of recent policysavings to reduce deficits have come from program cuts
This years sequestration slices 6% deeper, and additional reductionsare slated in coming years under current Budget Control Act of 2011
Impact of sequester reductions just now becoming known (servicesreductions, federal furloughs, etc.)
House and Senate recently passed their separate and vastly differentbudget plans:
The House plan balances the federal budget in 10 years with deep programreductions . The Senate plan achieving significant deficit reduction over thesame period with package of new revenues and spending reductions
House and Senate are not expected to agree on a single budgetresolution; each chamber will rely on its own to guide appropriations
discussions.

Budget and Funding

Appropriations are major focus for efforts going forward this year
Before recess, House and Senate agreed to a Continuing Resolution(C.R.) to fund the government through the fiscal year and avert ashutdown
C.R. keeps in effect the approximately 6 percent sequester reductions
The C.R. also extends TANF through this fiscal year and allows someagencies to apply cuts with discretion. The Department of Health andHuman Services, providing support to most CYFS programs, did notreceive that general flexibility
Raising the debt ceiling this summer provides the next critical pressurepoint in budget and funding debates
Going forward, it remains critical to put a human face on program andservices changes and responses to funding reductions
