Research Interests and Specialties:
My research interest is in the fields of public administration, public policy and
American politics. It is concerned with factors which affect the performance of
legislators, executives, administrators, and the institutions in which they work at
various levels of government.

A. Under Revision
1) “Are State Budget Stabilization Funds Really a Tool to Circumvent Tax and
Expenditure Limitations? Assessing the Factors that Influence States to Access
their Budget Stabilization Fund” with Jeremy Phillips and LaShonda M. Stewart.
2) “Innovation of Local Governments: The Diffusion of Informal Savings” (with
Jeremy Phillips and LaShonda M. Stewart). Analysis looks at unreserved fund balance
practices as innovation, uses its adoption to test two diffusion hypotheses: Leaning and
Emulation.
3) “The Adoption of GFOA Recommended Saving Policies in US Counties”
This study analyzes local government fund balance practices with data drawn from a
random sample of 341 US counties and county equivalents. So far, we are finding that
counties with publicly available comprehensive annual financial reports (CAFRs) are
about 16 percent more likely to have adopted some Government Finance Officers
Association (GFOA)-recommended unreserved fund balance policy attributes. We are
currently adding additional years of data. This seems to be the first attempt to analyze
local government savings in this way nationally.
B. Preparation for Submission
“Rapid Diffusion in the Time of COVID 19: Examination of the Adoption of State Mask
Mandates” (With Joshua L. Mitchell, LaShonda M. Stewart, Brian Chapman and Charles
Menifield). This article examines the recent round of mask mandate adoptions by the
U.S. state governments in response to the Covid-19 pandemic as an example of rapid
diffusion.
C. New research project
The impact of the Covid-19 pandemic on state and local government finances. A
collective project drawing on the expertise of published public budgeting scholars
including Charles Menifield, Cal Clark, John Hamman, Josh Mitchell, Jeremy Phillips,
and LaShonda Stewart looking at how the economic turndown impacts revenues and the
use of government savings (i.e., rainy day funds and unreserved fund balances).
Particular focus will be on utilization of rainy-day funds and unreserved fund balances.
The global cost of the pandemic is also an area of interest.

Consultantships:
2010. Assisted in the development of a manual to help general aviation airports
nationwide develop airport business plans. The $350,000 project involves the partnership
of Southern Illinois University Carbondale and Aviation Management Consulting Group
of Denver Colorado. In addition to the promised business planning manuals, the PIs also
plan to publish one to two articles addressing the economically viability of general
aviation airports.
1996. American Center for Teaching Russian (ACTR). Conducted a three-week needs
assessment of the Department of Political Science and Sociology at Ural State University
in Ekaterinburgh, Russia. The work laid the groundwork for cooperative ventures
between the Ural State University’s Department of Political Science and Sociology and
the Department of Political Science at SIUC.

Business Regulation Survey Project. An investigation and analysis of residents and business
attitudes by the SIUC MPA core faculty for the Carbondale Business Development
Corporation and City of Carbondale.
2008 to date. Advisory Board Member of the Center for Rural Health and Social Service
Development (CRHSSD). The CRHSSD works to strengthen rural health infrastructure and
to promote opportunities for enhancing health in rural communities throughout Southern
Illinois.

2005. Consulted with Carbondale District 95 Literacy Committee to develop and analyze a
database as part of an ongoing assessment of reading achievement in the district. A
presentation about district-wide reading performance was made to the District 95 School
Board at their regular meeting on June 23, 2005.
2001. Served as a panel member on a WSIU television broadcast analyzing the presidential-
congressional relationships under the new Bush administration. The show aired on January
26th. Other participants were Senator Paul Simon, Randolph County Circuit Clerk Barbara
Brown, and Laura Arnold.
2000. Spoke to groups of Southern Illinois High School Students about civic responsibilities
