welcome to the CarthageABC Soccer Club's 2010 season. Whether your
family is a new or returning member, We sincerely hope your
involvement in our soccer program will result in positive experiences and
memories for you and your children.CSA endeavors to provide our young soccer players with a nurturing
developmental environment and constructive athletic program which
helps build their self-confidence while enhancing their awareness of the
importance of cooperation, teamwork and fair play. Consequently, we
believe CSA offers participants an opportunity to learn a few of life's
important lessons, make lasting friendships, and understand the benefits
associated with establishing and working toward the fulfillment of goals.
Since we all lead busy lives, we must prioritize the use of our time. You
have already made a good choice by involving your family in CSA.
Participating in CSA is a positive and rewarding way to show our children
that their happiness and development is our priority that we care and
want to be involved in their lives. Together we can make this a year our
children and each of us will remember as the best of times.
Much of our club's success depends upon the level of volunteer
support the club receives from its member parents. The club could not
exist without your help. We hope you will pitch in to make it possible this
year.

We encourage a respectful and enjoyable social environment for all
member families. CSA also provides each of us an opportunity to help
develop our community into something special -a friendly, close-knit
neighborhood.
During game-day excitement, please remember we are all neighbors,
and that soccer is supposed to be both a fun and-more importantly-
constructive learning experience for our children. We ask that you
remain supportive of our club and your team, respectful of referees, club
officials, and other teams, and patient and understanding when concerns
arise.

Game day contact
CSA will endeavor to have at least one board member present at stadium
Park each Saturday during the season from 8:30 a.m. until 4:30 p.m., to
help facilitate the positive resolution of any concerns which may arise.
Board Members
Volunteer board members are available to assist our members and
teams. If members have a concern, they should first ask their coach or
team parent to assist. If their concern can't be answered directly,hopefully the coach/team parent will direct the concerned member to the
appropriate board member. If you are interested in a volunteer position

Club Goals
.To provide a healthy and emotionally nurturing program for
youth, with an emphasis upon developing a positive self-
image, building of self-confidence, and challenging each
individual to succeed.
To offer positive experiences and constructive activities for family
members through soccer and related activities.
To enhance member players' appreciation of teamwork,
establishing and working toward goals, fair play, and accepting
responsibility. To create a sense of "community" within our cluband the madi community area and surrounding .
History and Purpose
History
Established in 2009 as a non-profit organization,CSA provides a youth soccer
program serving the enrollment boundaries for the MADI communiy, , and the
elementary school areas. While only a handful of teams were formed in the
earlier days of the war rebellion of the northern parts, uganda over the years
ago, the club has been set up to grow by nearly 300% catering for the madi
area and surroundings-and will likely double in size during the next five years,
causing serious growing in player developments.

Along with this growth comes the need for a more competitive program.
In 2011, to accommodate this need, CSA will be forming a new Advanced
Level division called FCC (Football Club carthageABC) with highly skilled
teams.
CSA also continues to rely on our parent volunteers to make this
organization run smoothly, and we thank our past and present Board
Members and Committee Volunteers for their contributions
Purpose
To promote and develop the game of soccer. To organize and administer the game for our youth.
To establish uniform rules applicable to youth soccer competition.
To provide membership programs.
To administer and conduct competitions.
Objectives
To provide our players with a soccer environment that enables
players to consistently achieve the highest levels within the game in
accordance with the laws of the game.
To promote and hold interclub, intrastate, interstate, international
and professional league matches.
To hire or otherwise acquire any real or personal estate for the
purpose of The Academy.
To invest and deal with the monies and assets of The Academy
not immediately required upon such securities and in such manner as
may be from time to time required.
To improve, manage, develop, sell, mortgage, dispose of or
surrender all or any part of the property or assets of The Academy.

To borrow or raise upon loan any sum or sums of money and for
the purpose of acquiring repayment thereof to execute or give any
mortgages, charges, bonds, debentures, or other securities over all or
any of the property of The Academy as may be deemed necessary and
to liquidate, redeem, or pay off such obligations and securities as
appropriate
To conduct business or initiatives The Academy may consider for
the benefit of, or in the interests of US Soccer.
Affiliate to and liaise with umbrella organizations such as CYSA,
USSF, USL.
To encourage, assist the formation and development of new
academies.
Program Goals
As an organization, our goal is to develop players in the following areas:
1. Be mobile on and off the ball. Players must have the ability to
receive, play, and move.
2. Ability to score goals. Players must not pass off scoring responsibility
and must have the ability to create and finish off scoring chances.
3. Develop technical/skill speed. Players need to have the ability to play
under pressure and in tight situations.
4. Develop soccer vision. Players must know what to do with the ballprior to receiving it & must think two to three plays ahead.
5. Athleticism. Players must have good speed, ability to change pace,
strength, and flexibility.

6. Ability to attack and defend. All players must have the ability to
defend with intensity, as well as to have the ability to attack with
urgency & transition.
7. Defensive principles. Knowing when and where to play high pressure,
low pressure, man-to-man, or zone defense, both as a player and as a
team.
8. Soccer personalities. We encourage players to bring out their
character on the field, to be competitive, to play with heart and pride,
and to be an asset to the chemistry of the team.
9. Passing. Players need to have the ability to play the ball from point A
to point B with accuracy and to be able to play balls both long, short,
driven, and flighted.
10. Become a student of the game. Players to need to take a "coach"
approach and must look to learn more about the game by watching and
following high level soccer.
Goalkeepers will receive specific goalkeeping training and coaching with
CarthageABC Soccer Academy. Along with the related goals from above,
carthageABC Soccer Academy goalkeepers will have specific goals (i.e.
distribution, technique, reading of the game) during the training camp
and throughout the tour.

Guidelines andRules
Registration
In order to attend The Academy all players must reside within two
hours traveling time see our checklist for more information in regard to
this or call help line at +256-718-153818.
Membership
The Academy shall consist of players, coaches, and officials, legal
guardians or the parents who registered the players and any other as
may be affiliated with The Academy in the manner hereinafter
appearing.
The admission of participants to The Academy shall be at the
discretion the Council.
Any person who in the opinion of the Council, after receiving
recommendations from an ordinary member or affiliated body, has
rendered outstanding service to The Academy, may be elected a Life
Member at an Annual General Meeting on an affirmative vote of not less
than three fourths of those present and entitled to vote, provided that
only one such person may be elected at an Annual General Meeting.Life Members shall be presented with a Life Membership Badge, which
entitles them free entry to any program offered by The Academy, and
AGM but with full voting power. Nominations for Life Membership must
be lodged with The Academy twenty-eight (28) days prior to the AGM.

Team Structure
Each team needs a variety of volunteers to function successfully. Since
many hands make for light work, every parent should be prepared to
provide support to either their team and/or the club by filling one or
more of the positions listed below. All teams must provide at least the
following positions to participate in the club:

Coach
This individual is the team leader, responsible for teaching and
developing soccer skills to his/her assigned players. The coach (or co-
coaches) organizes and conducts practices and directs players during
games.
ASSISTANT COACH
While not required, each team should endeavor to have more than one
coach. Whether they are co-coaches or assistants, they help during
practices and games, and are in charge in the coach's absence.
Coaching Academy.
o All staff to be registered and screened.
o Mandatory coach/player ratio is 1-12 or a minimum of 6 full-
time staff devoted to The Soccer Academy.
o A mandatory minimum qualification is that coaches possess
a A License/Coaching certificates.
o To coaches will maintain high ethical standards in coaching
as follows:

satisfy the desire for in-service training for those who
have attended coaching Courses.

comminicate with, and develop communication
amongst, coaches.
To improve and enhance the role of the coach and
the coaching process.

TEAM PARENT
This individual(s) helps the coach by communicating with the player'sparents about practices, games, and other team activities. This
individual(s) also organizes the half time and after game snacks/treats
for the players, as well as organizing their team's Club Volunteers and
participation in club fund raising events. A more complete task
description appears as seen in this handbook.
The Position You Play Each team needs you to assist the coach by
helping keep the lines of communication open, while accomplishing a
variety of coordinating tasks. As Team Parent, getting the work done
doesn't mean you do all the work. Just like soccer, you have to pass the
ball around and play like a team. We suggest you delegate these jobs
among ALL parents on your team. Every parent should be prepared and
willing to help your team and/or the club in some small way, usually no
more than a 3-4 hour commitment. The Team Parent's job is to:
Assist the coach with finding a team sponsor, if needed
Coordinate distribution and returning of your team's uniforms with
CSA's Uniform Coordinator OR kit officer.
Assist the coach with phone calls to team members as necessary

Assist with the coordination of your team's field coordination
responsibilities, which might include field lining, goal set-up/take-
down, field repairs, spring seeding, etc.
Schedule providers of your team's snacks/beverages
Help supervise any club fundraising activities involving your team
Coordinate your team's photos
Coordinate the fulfillment of all team responsibilities to your
sponsor
Coordinate the end-of-season team party and awards
Transition your job to next year's Team Parent
Communication with parents
Feedback
A mandatory requirement to provide feedback to parents and
players with monthly reports.
Each November and March during the currency of the registration
of a Student under the age of 18 years, the Academy shall provide
to the parents of such Students a written report on the Students
progress with regards to both soccer and academic skills.

CLUB VOLUNTEERS
These individuals (number varies depending upon the team's age
bracket) represent their team during club events, activities, and fund
raising. These include lining fields, goal set-up, or refereeing games, as
well as helping with the auction, merchandise sales, etc. While the club
tries to assign all club volunteers to activities of interest to them, sign-
ups are on a first- come-basis so early sign-ups get the activities and

times of your choice! Your club appreciates our volunteer's support and
flexibility. To volunteer, call the CSA message phone, at +256718-

Academy Facilities
o The Academy must provide outdoor and indoor facilities as
well as study and homework areas, after BOD approvals.

Adequate washing water available, toilet and changing facilities.

sessions.

Head coach for age groups Under 13,15 and Under 17 inclusive
(full-time) who shall hold a Youth Coaches Certificate or coaching
licence award acquired at the latest 18 month prior to
employment.
Director of coaching for all age groups Under 5 to Under 17
inclusive (full-time) FA Youth Coaches Certificate or UEFA A
coaching award acquired at the latest 18 month prior to
employment.or any recognized by the football governing body in
Uganda.
A minimum of one coach to every 10 students for each coaching
session; the minimum qualification for such coaches shall be a FA
Youth Coaches Certificate or UEFA B coaching award acquired at
the latest 18 month prior to employment.
1 specialist goalkeeping coach (full or part-time).
1 physiotherapist and medical practitioner on call always.
Staff employed at the Academy shall undertake a minimum of 36
hours of continuing professional development training provided by
the Club
Education and Welfare Officer to be engaged by the club.
End of Season Procedure
On or before the third Saturday in any calendar of the academy
season in every year in which registration is held, the Academy
shall give or send to each Student Forms, notifying him/her

whether it intends to retain or to terminate registration with effect
from second Saturday in that year respectively.
A student who fails to respond to a request to renew registration
within 5 business days of receipt of shall be deemed to have not
accepted the offer.
Compensation
If a Student of the Academy is offered a contract position the
Academy shall impose an obligation on the Club to compensation
the Academy for the training and development of that Student.
Compensation is calculated as follow:
Education
Each student shall be provided with appropriate and adequate
educational support. It may do so by means of an arrangement
with one or more schools or other educational establishments.
The Education and Welfare Officer will liaise with these
establishments so as to procure that which is in the best interest
of Students attending the Academy.
Any offer made by a Club to a Student to register him/her as a
Contract Player shall be conditional upon such Student continuing
and completing an appropriate program of education.
Games Program
The number of authorized games to be played in any Season by
an Academy Student shall be:

A Student may be permitted to play games in local youth leagues
as long as the total number of games played within the season
does not exceed 60.
The Academy will organize and administer a games program for
Students comprising:
o International games including preparation and trials.o Professional clubs youth and junior teams.
o Games between Academies and local clinics .
o Coaching games.
o Games with school teams.
Education & Welfare
o We will appoint a full-time Education and Welfare Officer
to the Academy. This educational professional will be
charged with monitoring the educational provision of
the student and developing a relationship with the
individual student, his parents and his school.
Welfare program
A record will be kept of games in which each Student participates.
Before each match the team book provided shall be correctly and
properly completed in respect of each participating team and
signed by the official.

The Academy shall screen, profile, monitor and record key
aspects of Students physiological growth and development in
accordance with medical criteria published.
The Academy will ensure that Students are insured in accordance
with advice circulated by the UYFA OR District football association.
The Academy shall establish, maintain, when necessary a
complaints procedure for Students and parents.
EDUCATION Programs
o Technical outcomes must be outlined by the
chairman/Technical Director and the coaching staff.
o Programs will include provision for goalkeepers.
Training
o The Academy will provide weekly all year round training.
o The Academy will ensure the education of young soccer
players in all spheres of professional soccer, domestic and
international, in order to equipment the young player for the
future.
o An emphasis will be placed on The Academy to enter into a
Code of Conduct with young players and their parents
where each party acknowledges and agrees to its
responsibilities in the partnership.
Players
o To become a member of The Academy all layers must try
out.
o Players play soccer for fun and enjoyment and winning is
only a secondary part of playing.

Respect your opponents, club officials and match officials because
without them you may not be able to participate in a sport you
enjoy playing.
Thank the opposition players, referees and coaches at the end ofeach game by gathering in the center of the field to shake hands
and thank them for the game.
Soccer is a team game. Encourage your own teammates as every
player makes mistakes and has his off days.
Never abuse anyone or swear in frustration on or off the field of
play.
Travel
The minimum number of staff accompanying the group must be 1
to very 10 students.
All staff must carry at all times a list of the names of Students on
the trip.
No member of staff should be left along with a Student,
particularly in bedrooms and changing/shower areas.
The Tour Leader should tell staff about Students who need close
supervisions, whether due to special medical, behavior or other
reasons.
Roll calls should be take place frequently and must be made
before the group leaves a venue.
Students must be given a rendezvous point and told what to do if
they become separated from the group. Students should carry the
address and telephone number of their accommodation.
Students should wear Academy kit unless the Tour Leader is
advised otherwise. Students should not wear name badges unless
these are required by a tournament or festival organizer.

Where cars, minibuses and coaches are fitted with seatbelts,
Students must use them.
The Tour Leader must be satisfied that any vehicles are insured
appropriately and that the driver is competent to drive the
particular vehicle and holds the correct driving license.

TEAM SPONSOR
This individual or business supports CarthageABC Soccer Club by paying
a sponsorship fee for one or more teams at the beginning of the season.
Each team shall provide a sponsorship fee to the club by the beginning
of tournament and playing season; otherwise uniforms will not be
available to teams.
CSA endeavors to provide Volunteer Board members to help coordinate
the team positions. Please feel free to contact these individuals (Coach
Coordinator, Referee Coordinator, Team Parent Coordinator, etc.) if you

A fund will be set up from our corporate partners to sustain aScholarship Program for disadvantaged players. Scholarships will be

Management
The BOD Council shall appoint a Chairman-CEO,
whose function will be to take responsibility for the day-to-day
activities of The Academy. Including the appointment of staff,
subject to approval by the BOD Council. The Chairman-BOD shall be
a member of the Council, and will be entitled to a vote.
The Board of Management of The Academy shallconsist of chairman, Vice-adminstrative, Gen-Secretary, Treasurer
and a maximum of eight (8) Committee Members, hereinafter
known as the Education & Welfare Council.
The Chairman, Treasurer and four(4) members shall
be elected in alternative years to the Vice-adminstrative, Gen-
Secretary and four (4) members. All positions are elected for a
period of two (2) years.
The BOD Council positions will be honorary, with the
exception of the Chairman-CEO.
The election to fill the vacant positions on the BOD
Council each year shall be conducted at the Annual General
Meeting.

All the Administrative powers of The Academy except
where provided to the contrary shall be vested in the BOD Council,
who shall form and maintain policy. Responsibility for administrative
process is delegated to the professional staff through the Chairman-
CEO who will report regularly to the Council. The Council will meet
as frequently as necessary to satisfactorily and correctly attend to
the business of The Academy.
Retiring members of the Council may be eligible for
re-election without being nominated by an affiliated member or
body, providing notice of nomination is given no latter than twenty
eight (28) days prior to date of AGM.
Any BOD Council member failing to attend three (3)
consecutive meetings of the Council without a prior application to
the Council for leave of absence shall forfeit his/her position on the
Council.
In case of a vacancy, and no nomination is received
from ordinary members within twenty- eight (28) days. The Council
shall have the power to co-opt a member to fill that vacancy.
Any motions passed at the Annual General Meeting of
The Academy shall be binding on the BOD Council.

The Chairman-CEO shall preside at all meetings of
The Academy BOD Council and at all other meetings at which
his/her attendance may be required, and he/she shall see that the
business is conducted in a proper manner.
He/she may at his/her discretion or at the requisition
of over two-thirds of the Council, call Special Meetings of the Council
and ensure the wellbeing and objectives of The Academy. In case of
an equality of votes he/she give a casting vote.
The Chairman-CEO shall be responsible for all
Technical Direction of programs offered by The Academy.
Vice- Administrative
Shall deputise for the chairman/CEO in his/her
absence, and will have the same delegated powers for the duration
of the absence.
Gen-Secretary/Administrative Assistant
The Gen-Secretary shall be responsible for the correspondence of
The Academy.
The Gen-Secretary shall convene all meetings of the BOD Council
and all general meetings of The Academy.
The Gen-Secretary shall be responsible for the recording of full
and correct minutes of Council meetings, and for the printing and
distribution. In relation to matters submitted by the clubs in writing
for determination at the meeting, a brief notation on the decision or
action to be included in the minutes with the club concerned being
advised in writing within fourteen (14) days of the meeting being
held.

Treasurer/Sr. Accountant
The Treasurer shall be responsible for maintaining proper books of
account for presentation to the Auditors.
The Treasurer shall be responsible for the receipt of all monies on
behalf of the Academy.
The Treasurer is responsible for recording all expenditure and will
ensure that all payments are vouched, properly authorized and
evidenced that the expenditure is of a bona fide nature, and a
properly incurred expense or purchase of The Academy.
In conjunction with either the chairman, Vice-adminstrative,
treasurer, or other appointed Member of the BOD Council, sign all
cheques or other payment transaction of The Academy after sighting
appropriate vouchers and requisition forms. In the absence of the
Treasurer, any two (2) of the other authorized signatories may sign
cheques or other transactions.
The Treasurer shall submit a financial statement at each Council
meeting, and a full and complete financial report at the Annual
General Meeting. The Financial Year of The Academy shall close on
30 September in each year.
Auditor
The Auditor shall be suitably qualified Accountants, appointed
annually at the AGM.
Examine the books of account, vouchers and other financial
records for year ending 30 September.
The audit shall be completed no later than 31 October annually.
The Auditor shall prepare a report for presentation at the AGM as
to the financial position of The Academy.

Meetings
The Council shall meet as frequently as necessary to effectively
conduct the affairs of The Academy, however, not less than once
monthly.
Fifty per cent (50%) of BOD Council Members shall form a
quorum.
All persons present and entitled to vote at a meeting of the
Council may vote on all questions. A member may abstain and be so
recorded.
Over fifty per cent (50%) of a current BOD Council can at any time
expel a member of the Council, who in their opinion has failed in
his/her duties as a Council member of The Academy.
Notwithstanding the Council shall apply rules of natural justice when
determining whether a member of the Council has failed in his/her
duties or obligations.
Notice of General Meetings
The Secretary shall, at least fourteen (14) clear days before any
general meeting of The Academy send to every affiliated club and
body a notice of such meeting stating the time when and place
where it will be held and the business that will be brought before it.
No business other than business of a formal nature shall be
brought forward at any meeting, unless notice thereof has been duly
given as herein provided.
Alteration and revision of the Constitution will only be conducted
at the AGM, or at a specially convened Extraordinary General
Meeting. A two-thirds majority of those present, and entitled to vote
is required to alter any rule of the Constitution.

Notice shall be sufficiently served if sent by post to the last known
address of the Secretary of any Club or Body.
All notices required to be sent to The Academy and all
communications must be addressed to the Secretary.
Annual General Meetings
The Annual General Meeting of The Academy shall be held in the
second half of November of each year, at a date, time and place to
be advised by the Council.

The Annual General Meeting of all affiliated clubs of The Academy
shall be held not later than the AGM.
Nominations containing name of candidate for Council shall be
lodged with the Secretary twenty-eight (28) days prior to the AnnualGeneral Meeting.
All nominations for BOD Council must have been approved at a
meeting of a member Club or Body. All nominations shall state that
the candidate accepts nomination and confirmed on company
letterhead.
Notices of motion must be forwarded to the Secretary to reach
him/her not later than 5.00pm twenty-eight (28) days before the
Annual General Meeting. All notices of motion should be forwarded to
the Club Secretaries fourteen (14) days before the Annual General
Meeting.
Extraordinary General Meetings
Extraordinary General Meetings may be called by any affiliated
Club or Body providing that Club or Body has a statement signed by
twelve (12) affiliated Clubs or Bodies, in which it states the nature and
reason for calling the meeting. This statement, which shall be in the
form of a resolution, is to be sent to the Secretary by registered mail.
Upon receipt the Gen-Secretary shall immediately convene an
Extraordinary General Meeting within seven (7) days. Should no such
meeting be held within thirty (30) days of the date of posting such
statement, the signatories to the statement shall be empowered to
call an Extraordinary General Meeting of The Academy affiliated Clubs
and Bodies for the purpose of presenting such statement.
No other business may be discussed at an EGM other than as set
out in the statement.

The Council in addition to the powers conferred upon
it in this Constitution:
Shall control the finance and assets of The Academy.
Adjudicate on all matters brought before it, which in
any way affects The Academy or the game of Soccer.
Shall have the power to make, alter or amend By-
Laws provided they are consistent with the Constitution.
Shall ensure that a proper audit of The Academy finances is conducted
annually as set out under Clause 10 of this Constitution.
The Common Seal
o The Common Seal shall be kept in the custody of the
Secretary and shall not be used under any circumstances
except under orders by the President or in his/her absence
by the Vice-President. It shall only be altered by a motion
passed by a meeting of The Academy.
Dissolution
o The Academy may be dissolved by a resolution carried by
not less than seventy-five per cent (75%) of the Members of
The Academy at a General Meeting called for that purpose.
o Any property remaining after satisfaction of debts and
liabilities of The Academy. After deduction of costs, charges
and expenses associated with the dissolution shall be
distributed to:

Appointment of Committees
o The BOD Council shall appoint the following Committees at
its first meeting in every year. All positions shall be

o The Disputes Board, which shall consist of six (6) persons,

are not affiliated with any Club.
o The Chairman and two (2) independent members shall
constitute a Disputes Board
o A Fixtures Committee of at least two (2) persons working in
close cooperation with the professional staff.
o The Appeals Board, which shall consist of the Disputes
Board members not having heard the original case. The
decision by the Appeals Board shall be final.
Complaint Resolution
The carthageABC Soccer Club Board of Directors strives to ensure that
the Club provides a safe, respectful and sportsman-like environment
during all CSA related activities. While we take no pleasure in being put
in a position of having to mediate disputes or impose sanctions against
any individual, the board reserves the right (under Articles III and IV of
CSA's By-laws) to do so, with a clear conscious. This will happen when
and if the board deems that it is necessary on behalf of the children and
families we serve. A CSA Judiciary Committee has been established to
resolve any such concerns. See our (club disciplinary code)
documents therein established.

If the situation remains unresolved, a meeting between concerned
parties might be scheduled with a CSA representative(s) present.
Any "action plans" resulting from this meeting will deal with
specific behaviors, including a time frame for resolution.
A board representative(s) will then monitor the situation during
the resolution period to ensure that the action plan is being
implemented. If the appropriate corrective behavior is not in
place, the CSA Judiciary Committee may impose sanctions against
any offending party including possible suspension, expulsion, and
legal action.
The CSA Judiciary Committee will endeavor to monitor all
complaints to a satisfactory conclusion and inform concerned
parties of the complaint's status and or outcome.
Risk Management Program
MOYO District football association (MDFA) mandates all coaches;
assistant coaches, team parents, referees and board members for CSA,
comply with our Risk Management Program. Since we do not always
know the individuals who will be working with or supervising our childrenduring the course of each soccer season, this program is an important
and worthwhile means of helping keep our children safe during Club
activities.
Through this statewide MDFA program, the MOYO district Patrol and
MDFA do a background check on ALL adults involved with the teams,
adults including but not limited to coaches, assistants and team parents
and team referees. This check will verify that there has been no reported
case(s) of child abuse, molestation, kidnapping, etc. by any club official
that may pose a danger to our children.
This is not meant to alarm anyone, and while this program offers no
absolute safeguard, it is a helpful precaution offering further assurance
and protection for our children.

How Risk Management Works
A state form must be completed, with legal names, by each coach,
assistant coach, team parent, and any referees from each team
All current board members must have a current state of how to
guide the risk management of persons at the CSA.
Referees
Thank you for your commitment to be a Carthageabc Soccer Club
Referee. Our program could not exist without your support and we
appreciate all you do to make our soccer season possible.
In 2011, we shall create a CSA Judiciary Committee for the referees tohelp resolve any issues that might arise, and plan to have "Incident
Report," "Game Protest," and "Referee Evaluation" forms available at
information board. These forms are intended to further support our
referees and a sportsman-like atmosphere. Our hope in making these
reports available is:
1. coaches and parents who might otherwise cross the line into
verbal abuse toward referees, other coaches, etc., will have
another avenue (a written complaint) to express their concerns
and frustration away from the field, and
2. other parents who witness unsportsman-like conduct (i.e. verbal
abuse) will report these incidents.
Since referees are CSA's trained and licensed representatives, our board
will remain supportive of your decisions whenever possible and will work
with you to correct any concerns which might arise. Ultimately, we hope
unsportsman-like conduct will be curbed and our referees will benefit
through improved communications and training.

ZERO TOLERANCE OF VERBAL ABUSE
The Board of Directors of CSA has adopted a "Zero Tolerance of Verbal
Abuse" policy. We appreciate our member parent's support in
maintaining a program, which reflects mutual respect, fair play,
cooperation, and sports- person-like conduct. We endeavor to provide a
positive environment conducive to improving our players' self-confidence
and understanding of life's important lessons through the examples we,
their parents set. While your board takes no pleasure in having to
monitor its member's behavior, we will do so, with a clear conscious,
when necessary. Our goal is to eliminate verbal abuse and maintain a
safe physical and respectful social atmosphere.
The earth does not revolve around the activities of CSA. Our perceptions,
attitudes, and behavior should not either. However, our young referees
are the children of CSA member families. As such, they deserve the
same respect, understanding, patience, kindness, and nurturing support
you would expect for your own children from their teachers, coaches,
and neighbors. Because of their love of soccer, these young referees
have committed to help put on CSA's season. When communicating with
our referees, please think of the message and experience you are
relaying to them. Ask yourself, would I want my child treated like this?
Since board members cannot be present at all activities, CSA needs our
member parents in ensuring that we maintain an atmosphere conducive
to the sharing of mutual respect, positive attitudes, and supportive
behavior. Please remember that we are all neighbors and that soccer
related activities are supposed to be both fun and -- more importantly --
a constructive learning experience for our children.Especially during game day excitement, we ask that all CSA members
remain supportive of our club and your team; respectful of our still
learning referees, club officials (all just volunteers), and opposing teams;
and patient and understanding when concerns arise.CSA believes these
are the most important lessons our players should learn from their
soccer experience.

Incident Reports
The incident report will be acknowledged within 48 hours of receipt and
all effort will be made to address the concerns prior to the next
scheduled game. The incident report needs to be turned into a box , via
e-mail, or regular mail at our academy address. A committee will be
formed, comprised of the referee coordinator, judicial representative,
coach coordinator, president, and the registrar appropriate for the
gender involved. Notification of the outcome will be communicated to
the person who submitted the incident report, including the action taken.
Judicial will keep a log of all incident reports filed and their outcomes.
Our intent is to protect our players and family members from unsafe
physical conditions and practices, while maintaining a respectful,
supportive social environment. The CSA board takes no pleasure in
having to monitor unacceptable behavior and regrets being put in any
position requiring such action. However, on behalf of the children and
families we serve, we will do so, when necessary.C SA's Judiciary
Committee will review all complaints in a timely manner. Witness
confidentiality will be maintained when deemed appropriate.

Parent Sportsmanship Agreement
Your coach asks your cooperation in abiding by the rules and guidelines
players, coaches, referees, and spectators are required to follow. FIFA,
UYFA Soccer, Moyo District Asscioation DFA, and other local soccer club
set these guidelines forth.
In order to help us provide a fun and positive experience for everyone,
we will ask that you print out and sign out the Parent Sportsmanship
Agreement and return to your coach .please contact the academy for the

It is mandatory that all participants possess their own personal medical
insurance unless as otherwise seen and accepted by academy rules or
BOD approval.
PRACTICES - Officially, practice begins in August. CSA's Field
Coordinators and our coach, based upon field availability days, will
determine days and times. Each player is expected to participate in each
practice. Please inform your coach or team parent if your child cannot
attend any team activity. Players should bring a water bottle and must
wear shin guards during each practice where appropriate and necessary.
GAMES - Games typically are played on Saturdays and begin the
Saturday after Labor Day. The number and length of games played by
each team depends upon the age bracket of the players. Schedules
should be available a week before play begins. Players should arrive well
in advance of their games scheduled start time to allow for warming up.
Coaches will set player's preferred arrival time. Each player should bring
a water bottle and must wear shin guards during each game. Players
cannot play without shin guards. Players wearing braces or retainers are
suggested to wear a mouth protection device.
UNIFORMS - All players are required to wear club-approved uniformsincluding jersey (shirt), shorts, shin guards, knee length socks that cover
shin guards, and shoes. The club provides approved "Club" jersey and
shorts for all players in club colors (yellow, white and blue). Players must
agree to pay
a $40.00 replacementfee, if uniforms are not returned to CSA.
SCORES - The score for U5 - U8 games is not kept and all games in
these age groups are considered "TIES." Coaches (or their designated
representative) for U9 and above teams are required, win or lose, to
report the score of their game to CSA's Scorekeeper, by 8 p.m. on the
day of that game. Failure to do so may result in the game being counted
as a "loss."CSA is not responsible for any incorrectly recorded games
resulting from such failure.

PICTURE DAY - Picture Day this year will be September. Please call

FUNDRAISING - For 2010, the board has not voted to this fee in order to
eliminate the annual budget deficit.Registration fees do not cover all
costs of for the club, and we would appreciate fund raising donations or
volunteers to raise funds for our scholarship fund, field equipment, and

State Licensed Referees will officiate every game when available. Their
decisions concerning points of the game and the exercising the power
granted to him/her by the laws of the game are final. She/he generally

play, and to identify off sides. carthageABC Soccer Club enforces a ZERO
TOLERANCE approach to any abuse towards its referees, coaches or

Charging from behind
Jumping at a player
Minor fouls result in an "indirect free kick" awarded to the opposing team
(a goal an not be made directly from this kick).
Minor fouls are identified as follows:
Playing dangerously
Charging fairly with the shoulder when the ball is not within
playing distance.
Intentionally obstructing an opponent when not playing the ball
Charging the goalie
When the goalie takes more than four steps while holding the ball
or intentionally holds up the game
When a player with his feet passes the ball back to the goalie
Slide Tackling When a player slides on the ground towards the ball, not
at the player (not allowed for U6-9 players).
Advantage If a player is fouled, the referee usually stops the play if thefouled player or his/ her team keeps possession, but if a stoppage might
benefit the offenders' team, play may be allowed to continue.
Out of Bounds The ball is out of bounds when it has completely crossed
the boundary line, either in the air or on the ground. It is returned to play
by the opposing team in one of three ways:
Throw-In: Ball must be thrown with both hands from behind and
over the head. Part of both feet must be on the ground, either on
or behind the touchline.
Goal kick: When a member of the attacking team puts the ball
out of play over the goal line, a goal kick is awarded to the
defending team. It must be taken from inside the goal area, on
the side of the field the ball went out of play. A goal cannot be

scored directly from this kick. The goalie or any other player of his
team can take goal kicks.
Corner kick: When the defending team kicks the ball across the
goal line (not between the posts) the opposing team kicks the ball
from the corner arch closest to where it went out of play. A goal
can be made from this kick.

U-6 Coaching Certificate: Coaching U-6 Players The U-6
Coaching Certificate is designed to provide the first-time
parent/coach of five year olds with information on creating a
beneficial soccer environment. The course has been designed to
address the specific characteristics of this age group and to
present activities and games that are developmentally
appropriate. This is a 21/2-hour course.
U-8 Coaching Certificate: Coaching U-8 Players The U-8
Coaching Certificate is designed to provide the parent/coach of

environment. The course has been designed to address the

U-10 Coaching Certificate: Coaching U-10 Players The U-10
Coaching Certificate is designed to provide the parent/coach of
nine year olds with information on creating a beneficial soccer
environment. The course has been designed to address the
specific characteristics of this age group and to present activities
and games that are developmentally appropriate. This is a 21/2-
hour course.
E Certificate Course The emphasis of the "E" course is on
coaching players 10-14 years of age. It is a general certificate of
11-a-side play and is intended for those coaches who are in the
transitional stage from coaching. Modified soccer to coaching 11
vs. 11 soccer. The course is best suited for those coaches with
several years' experience or who have attended one or more of
the youth module courses. The "E" course focuses on coaching
points and the teaching of technique, with an introduction to the
Principles of Play (attack and defense.) The "E" course also
provides elementary information on the management and
preparation of a team.
"D" License Course The attendees of a "D" course fall into two
distinct categories: coaches who are using the course to prepare
for the National "C" License and those who are using the course to
qualify for a particular level of coaching within their state. Many of
the latter are not required to further upgrade their license. In
addressing coaches in these two categories, the "D" course can
be seen as either preparatory or terminal. The "D" course is for
coaching players 14-17 years of age and emphasizes observing
mistakes and providing information to correct the mistakes. A
majority of the course schedule is devoted to practice coaching

and practical examinations. Candidates will be examined by the
analysis of videotape footage for their knowledge and
understanding of tactics and methodology. There are also take-
home examinations on soccer injury prevention and the FIFA Laws
of the Game. Based on how well they do in the "D" License
course, candidates are awarded either a National "D" License,
which allows them to attend a National "C" License course after a
year, or a State "D" License. If a State "D" License is earned,
coaches interested in obtaining a National "C" can retake the "D"
course.
