•Develop a theory of action, identify assumptions and articulate solution designs for the “problem”. •Participants: Foundation and identified design partners•Key Research Question: What is your theory of action? How will the solution designs support the CR goals?
Strategy/Design
• Identify core design partners, test assumptions and theory of action with external groups. Begin to build “solutions.”•Participants: Core design partners•Key Research Question: Do the solutions leverage what we know works? How tightly are the solutions aligned with common core standards?
Build
•Get buy in from the field for the solution and engage potential partners in development of the solution designs. Test the clarity, functionality, usability of solutions. During this phase, the emphasis is on the user and how useful they find the solution. Prototyping.
•Participants: Small number of partners•Key Research Question: How do teachers integrate solutions into their practice? Do the solutions elicit the range/type of student responses intended?
Co-Develop
•Refine the solution and identify supports needed for wider dissemination. Pilot and co-development Partners become champions of the solution. Results from pilot phase can also push us to go back and revisit strategy/design assumptions.
•Participants: Larger group than co-development but still relatively small # of partners•Key Research Question: How were the tools implemented? What worked/didn’t work? What other partners do we need?
Pilot and Study
•Provide implementation support to focus states/districts and make the solution available to much broader population through open-access tools.
•Participants: Large group of states, districts, networks •Key Research Question: Are the instructional tools effective in diverse contexts? How do we maintain the quality of tools and their implementation? What impact are the tools having on student achievement and teacher practice?
