Since the plugging was supervised by Bruno Petsch of the State Geological Survey on August 21-22, 1957, I scouted the well on September 25, 1957, and found no cap plug or marker pipe; rather, the hole was open at the top. I thus wrote yhu to notify the contractor that the plugging had not been com-pleted, and should be done so immediately.
On October 19 I scouted the well again, and talked with the Rothleutners (which I had not done before, as I was trying to catch a well to plug). They say that they had filed a paper to convert to a water well with their attorney R. Bakewell Custer 10 days before the well was plugged.
Remarks And recommenhation4:
I recommend that they be granted permission to take over the legal responsibility for this well, and they say that they will file another paper to this effect immediately. (Apparently their attorney failed to file the earlier paper.) Neither this well nor I will be used for irrigation.

Wall Summary
The F. B. Thomas Rotbleutner # 2 was drilled to a total depth of 1225/ into the Leo sand which was the primary objective for the test. At 1211/ lost circula-tion was encountered in a sone of very loose, porous sand; possibly a fractured or creviced zone. Approximately 72 hours was spent in attempts to regain circulation with varying methods and lost circulation materials. Several Petroleum and Mud Engineers were consulted for recommenda-tions. It was the general opinion that all remedial steps had been taken. It was recommended that the teat be Plugged and Abandoned due to this extreme condition of lost circulation.

Reference is made to my letter of November 121 1957, in which I asked for your geological information on the Black Hills Petroleum Company #2 Rothleutner test in Custer County, and the Jack-O-Lee #1 Fishel test in butte County. ,0

Petroleum Company #2 Rothleutner, and understand that no electric log was run even though you did note "electric log formation tops" on the first page of your geologic log.
We have not yet received the information on the Jack-C-Lee #1 Fishel test, and I thought that it might be of interest to you that Jack Campbell's bond on this well cannot be released until that information is in our files. A couple of weeks ago Mr. Campbell notified me that he was having this information sent to me, and I assumed that he had been in contact with you.
I would appreciate hearing from you as soon as possible.
